1 GENERAL

1.1 Scope

This standard specifies the quality general technical requirements for those products obtained through hot
plastic deformation of general purpose steel, according to STAS 500/2-80 and STAS 500/2-80, as finite rolled steel (full
and shaped profiles, over 4 mm thickness sheet-metals and straps) and forged bars, frequently used in mechanical and
metallic constructions.
The provisions of this standard refer to products with thickness or diameters smaller or equal to 250 mm.
Supplemental provisions or conditions from the stipulations in this standard can be introduced in the product
standards.
This standard does not refer to those products with a precise destination, for which there already are standards,
or for which special conditions are imposed, or to those products for which the general technical requirements for
quality are settled, such as:
- blooms, slabs and steel bar strips (STAS 436-80);
- reinforcing steel (STAS 438/1-89);
- sheet-metals for vats and under-pressure containers (STAS 2883/1-88; STAS 2883/3-80;
STAS 2883/3-88);
- sheet-metals for mechanical constructions with 1 to 4 mm thickness (STAS 901-80).

1.2 Classification
General purpose structural steel are classified, as far as the characteristics guaranteed on delivery are
concerned, in quality classes, according to table 1.

1.3 Noting

The notation is done according to the respective standards on product, by indicating, after that, separated by a
slash, the steel mark and quality class according to STAS 500/2-80 or STAS 50/3-80.

Example: Square steel 25 STAS 334-88/OL 37.3 STAS 500/2-80

2 GENERAL TECHNICAL REQUIREMENTS FOR QUALITY

2.1 Dimensions, limit deviations and shape conditions

According to the product standards

2.2 Material

2.2.1 Chemical composition, mechanical and technological characteristics according to STAS 500/2-80 and
STAS 500/3-80.

2.2.2 Welding behaviour

STAS 500/2-80 and STAS 500/3-80 steels with maximum 0.25 % C on product are, generally, weldable.

NOTE – A general aptitude of these steels for different welding procedures cannot be guaranteed, as their behaviour when
welding as well as after welding depends not only on the material, but also on the constructive conception, execution
conditions and conditions of exploitation of construction elements.

2.3 Aspect

2.3.1 The exterior aspect of the products, the admissible flaws and the conditions for flaws removing by cleaning
must correspond to the provisions in the product standards.

2.3.2 In case these provisions are missing, the following conditions shall be respected:

[Link] For products as finite rolled steel local flaws can be admitted, without any cleaning, if their depth does not
exceed the value of limit deviations for dimension, specified in the product standard.
For those products designated for processing by cutting, the maximum depth of the local flaws that are
admitted without cleaning must not exceed the values in table 2.

0.5 a
a > 80 +2

[Link] The cleaning depth of the surface flaws must not exceed the limit deviations specified in the product standard.
Removing the flaws is done by gentle gradient input and output.
For products designated to hot plastic deformation, the maximum cleaning depth shall not exceed the values in
table 3.

Over 140 up to 200 included 5 % of the dimension
Over 200 6 % of the dimension

standards.

[Link] Remedies by welding of the surface flaws are admitted only on the basis of mutual agreement between the
parties.

2.4 Delivery state

Structural steels for general purpose are delivered in the state specified in table 4.

Table 4
Quality Rolled steel products
Forged bars
classes Full and shaped profiles Sheet metals and bands over 4mm
1, 1a, 1b in a laminated state or, by agreement between the parties, in a reannealled or normalised state in a reannealled or
and 2 normalised state,
3 in a laminated state or, by agreement between the in a normalised state according to the
parties, in a normalised state agreement between
4 in a normalised state the parties

NOTES
1 The rolled steel bands (unstripped) with a width of maximum 400 mm are delivered only in the quality classes 1; 1a;
1b and 2.
2 The normalisation of rolled steel products can be replaced by a temperature control during and after the lamination,
that ensures the realisation of the characteristics corresponding to the normalised products.
3 The full and shaped profiles of quality class 4 are delivered with the producer’s agreement.

2.5 Non-destructive testing

By an agreement between the parties, the products can be subject to non destructive control, and in this case,
the control methods must be according to the procedure elaborated by the producer and approved by the beneficiary.

3 RULES AND METHODS FOR QUALITY CONTROL

3.1 Batches

The quality control is done on batches of the same kind of rolled steel or forged products, coming from the
same melting charge and the same quality class.
In case the products are already thermically treated when delivered, the batch must contain products with the
same regime of thermical treatment.
The batches can be formed of products with close diameters or thickness (without exceeding 30 % of the group
interval) but of the same group of mechanical characteristics.
The size of the batches is settled in the product standards, and if there are no such standards, by the producer or
by agreement between the parties, without exceeding 200 t.
The batches of OL 30 products can be formed from more melting charges.

3.2 Sampling

The samples for the chemical analyses are taken according to STAS 2015 (standard on parts), and the samples
from which the test pieces are assayed, in proportion to the section of the product, according to STAS 7324-75 and to
the product standards, are taken from the products with the largest diameter or thickness of the batch. In case more
samples are foreseen, they are taken from products with different diameters or thickness, including the product with the
greatest weight in the batch.

3.3 Checks and tests

Tests and testing proportion, testing methods and interpretation of results, according to table 5, unless they are
specified in the product standards. If the results of a test are inadequate because of the material flaws, the test pieces are
replaced only once.

batch, on a set of three test

is inadequate, all the products
of the batch are subject to the
test. The inadequate products
are rejected.
Non destructive control (by agreement On each product in the According to point 2.5 The inadequate products are
between the parties) batch rejected.
*The result of the test is considered as adequate if the average of the three individual values is over 27 J and no individual
value is under 21 J. If the average of the three individual values is under 27 J but no individual value is under 21 J, the
performing of the test on another set of three test pieces from the same test is admitted.
The result of the test is considered as adequate only if the average of the six individual values is over 27 J and no value is
under 21 J.
