Rationale
The Rice Tariffication Law titled “An Act liberalizing the
importation, exportation, and trading of rice, lifting for the
purpose the quantitative import restriction on rice, and for
other purposes” was signed into law by President Rodrigo Roa
Duterte on February 14, 2019. This is also known as the Rice
Liberalization Act or Republic Act No. 11203, which amends the
Agricultural Tariffication Act of 1996 that imposed tariff to
agricultural imports except for rice. The Rice Liberation Act
(R.A No 11203) or also known as the Rice Tarrification Law served
as the Philippine Government Compliance to its obligation to the
world Trade Organization. The primary purpose of the law is to
lift the quantitative restrictions or rice imports and replace it
with a general tariff. The law aims to protect the local farmers
from the entry or more imported rice to harvest. The rice
Tarrification Law will effectively disregulate the rice industry
to the national economic and development authority (NEDA) Rice
Tarrification will directly benefit farmers and the poor through
lower prices and increase government assistance to the
agricultural sector.
The price of the rice became a problem to the people of these
days. In relation to that, the government with the cooperation of
the Department of Agriculture implemented the law to the farmers
of the country. It serves to provide an affordable rice to the
consumers and the buyers and also at the same time provide source
of the income to the farmers but because of the implementation of
the RTL in March 2019 it resulted in higher price for consumers
but lower palay rice for the rice farmers. This is not a balance
that economists envisioned from the Rice Tarrification law. Local
rice farmers are not mere recipients of conditional cash
transfers but they are the key staple producers. The effect of
this rule is that it permits less expensive foreign imports to
the underprivileged without considering how it would affect local
farmers, particularly in Barangay Bantolinao, Antequera. Most
farmers risk the future of their children to survive. In that
scenario, the researchers came up with this study to see that the
farmers are greatly affected by this law.
It can be interesting for the researcher of this study to
recognize the need of improvement in the post-harvest and
mechanization level of rice farming in Antequera, Bohol.
Furthermore, the Office of Agriculture in Antequera engages and
imposes programs that could help Farmers to have higher
production in their harvest.
