Construction Methodology & Work Program
1.0 General Information of the Project
The project locate at around gottera interchange area. The project Contract
amount is ETB 22,895,191.64 including VAT & 10% contingency.
The work consist construction of 2.475 km of asphalt road including earth works, sub-
base, base, drainage and sidewalks. The following major construction activities will be
carried out:
Earth Works, cut / fill & material (21,267m3)
Sub-base pacing (3,550 m3)
Base course placing (2,580 m3)
Asphalt concrete wearing course (15,500 m2)
Drainage Pipe installation ( 2,780 m)
Concrete curb (10,500m)
road signs & traffic marking (2.5 km)
2.0 Mobilization of Material, Equipments & Personnel,
1. Equipment:
As the project is located in the vicinity of the contractor’s existing camp sites, quarry
sites, crusher plants, asphalt plant and etc…, mobilization of resource can be easily
made from the central office following the scheduled commencement date of individual
activities whenever necessary. All equipment shall be kept in a good working condition
and carefully serviced before use in the central garage at Kality. The contractor will also
use its central laboratory at Kality and some instrument for routine site inspection
purposes shall be arranged on site for common use of the Engineer and the contractor.
2. Personnel
The key project management staffs including the project manager would be assigned

within the mobilization period. All other site staff and manpower associated with the
central and common use plant and equipment are still on duty. All remaining technical
staff and skilled workers to be assigned for the project specifically shall be increased
gradually on the basis of the construction plan and actual progress.
3.0 Organization and Staffing
Appropriate and well organized site structure shall be organized under the project
manager’s office. The following sections will be organized and carry out their duty under
close supervision of the project manager: Engineering Section, Construction Section,
Personnel and Accounting Section, Material Procurement Section and General Services.
The construction section shall be further subdivided in to different crews as follows: Earth
works Crew, Pavement Crew, minor and major drainage Crews. The detail organization
chart is as shown in Appendix A.
4.0 Main Construction Plan and Detail Activities
4.1 Reinstatement of Alignment before Commencement of Works
1. Before the commencement of the major works, The Contractor will assure
the surveying works with sufficient details. This work consists of traverse,
centerline, level points, check-up the cross section of the roadbed, increase
the number of level points, make sure the level points, structures and
adjacent constructional sections, detecting any error in time, and report
them to engineer or the employer. The precision of surveying shall meet the
relevant specifications.
2. Check the traverse along the centerline and proceed with the stake out
survey works in accordance with design drawings. Check and correct the
surveying equipment. If the construction area exceeds the one that the
existing traverse points surround, the points need shifting, and assure good
visibility between traverse points.
3. Fix main controlling stakes. Pay attention to the center of the structures
such as culverts and check whether the centerlines of the adjacent sections
properly close while reinstating the centerline. Report the problems to the
engineer or the employer at once when certain errors occur.

4. The hole work will be divided into three part according to the site condition.
The first part (road-2,8,9,10),the second part(road-11,3,4,7),the third
part(road-1,5,6) will be constructed in pipelining.
4.2 Roadbed Construction
These works shall be carried out under close supervision of the Engineer.
Detail stake out survey of level points shall be set jointly with the Engineer
before commencing the major construction. Complete data of all level points
shall be submitted to the engineer for approval.
a. Clearing and grubbing
This work will proceed following the setting out works. The clearance of the surfacing
shall be carried out using appropriate machinery. The depth of clearing shall be
determined as directed by the Engineer and in accordance of the width design.
Unsuitable materials shall be disposed off to a designated spoil area. When executing
the clearing works, the gravel materials which could be used afterwards, would be
stockpiled in a separate place as will be designated by the engineer.
Demolition of the existing structures shall be carried out upon the approval of the
engineer. The area shall also be properly backfilled and the recycled materials after the
demolition should be piled at a spot directed by the engineer, and kept in good condition.
The spoiled materials should be transported to a spoil area as directed by the engineer .
b. Roadbed excavation
All the road way excavation shall be carried out using bulldozer and excavators. The
excavated material shall be loaded and dumped to the designated places.
The earth fill roadbed shall be leveled by bulldozers at first, fine leveled by the graders
and rolled by the vibratory rollers. Rock filling shall be leveled by high-power bull dozers,
rolled by heavy vibration rollers.
c. Roadbed embankment
I. The degree of compaction and the minimum strength of the fill materials must
comply with the requirements of the specifications.
II. Since the thickness of this project is very thin, the fill shall be completed by one
layer. When the slope of the fill embankment is bigger than 1:5, make the original
ground into a step with a width of 2m and tamp it with smaller size machinery.

III. According to the fill thickness and the width of the roadbed, calculate the required fill
quantity on every cross section, and level it with graders. Sampling will be taken to
measure the moisture and compare it with the optimum moisture content.
IV. After each layer is placed, Carry out compaction test following the interval as
specified in the standards and continue the second layer following the test results.
4.3 Pipe and outlet culvert Construction
4,3.1 Setting out of the surveying
a. A centralized surveying crew shall carry out the longitudinal and
transverse survey and locate the structures. The construction
surveying team shall also carry out the detail setting out and control of
works during construction.
b. Confirm the original level of the existing ground surface, in comparison
with the level at the foundation, take into account the geological and
terrain condition, a slope is determined and it will in general be
decided according to site condition.
4.3.2 Excavation works
a. Excavators are used in excavating the foundation pit. The excavation
shall be done up to 50 cm beyond the foundation width for
convenience and working space if it need the formwork setup,.
Unsuitable material shall be transported to a designated location.
b. The abutment and wing wall shall be constructed following the levels
and setting out data as specified in the design drawings.
c. Foundation treatment is employed if the capacity can not meet the
requirements of the foundation design. The treatment method shall be
approved by the engineer.
4.3.3 Concrete inlet and outlet works
a. Metallic adjustable scaffolding and form works shall be used for the
concrete slab construction.
b. Concrete shall be mixed from the central mixing plant and transported
to the site with truck mixers.

4.4 Sub - Base and Base Construction
Sub base and base production shall be carried out and monitored by the central office for
different projects. The Engineer will have unrestricted access to check and control the
quality and methods of production.
4.4.1 Constructional method of sub-base
1. Prepare the materials for sub-base and make sure the grading and the quality
comply with the specification.
2. Setting out the surface along the centerline at intervals of 20m, outside the
edges using side stakes and clearly mark the levels on the side stakes.
3. Determine the requirement of loose volume on each section taking in to
consideration the shrinkage factor.
4. Check the moisture content and spray it again if the moisture is not sufficient.
5. Dump the sub-base material at uniform interval on the finished sub-grade and
spread to the required thickness and make sure that the surface is even and
smooth before compaction.
6. Check the road crown and traverse slope and continue compaction
7. During the rolling process keep the surface wet, and examine the degree of
compaction, until it reaches 95% which is specified in the specification. No
traffic will be allowed on the roadbed before the completion of the wearing
courses.
4.4.2 Construction method of base
1. Check up the grading & moisture content of the crushed stones, to see if they
are in accordance with the requirements.
2. Carry out leveling surveying following the data indicated in the design.
3. Determine the ratio between the layer thickness before and after compaction.
4. Dump and spread the material, right after unloaded from trucks.
5. Compact the material to the required density and check grade elevation.
4.5 Bituminous Concrete Construction
4.5.1 Surface finish and Prime Coat
1. The supervisor is required to give approval on the surface finish before
proceeding with the spray of the penetration asphalt. Some water should be
spread and wait to dry so as to facilitate easy penetration.

2. The limits of spray area have to be clearly marked.
3. The surface must be cleaned against any pollutant foreign matter.
4. The penetration asphalt should be 50-90% bitumen and has to be applied
according to the Specification.
5. Spraying of bitumen should not be allowed during time of strong wind and
rain.
4.5.2 Bitumen concrete road surface
(I) Preparation for construction
a. Crushed stone of desired sizes should be stocked separately and protected
against wetting.
b. Mix Proportioning design should send supervisor for approval.
c. Clean the crushed rock base with broom and spray the penetration asphalt.
d. All instrument and equipment should be checked before 3 days of start working of
paving the test section which will eventually be part of the permanent work.
(ii) Mixing of bitumen mixed material
a. Every aggregate material should be stock piled and has to be mixed following
the appropriate mix design.
b. Heating of bitumen should be controlled to be within the specified range of
temperature from 150—1700C. Aggregate is from 160—1800C. Mixed material
should be from 140—1650C, if temperature is too high when come out from
plant, it should be discarded. Mixed material reached to site should not be lower
than 120—1500C. Above temperature should be considered according to actual
local condition.
c. Mixed material from plant should be uniform.
(iii) Transportation of mixed material
a. Arrange transportation trucks according to the production quantity.
b. Keep the Inside of the trucks clean and waterproof.
c. Mixed material inside the vehicle, if it is lower than regulated temperature or
watered by rain, should not be used.
(iv) Paving of Asphalt mix
a. The paving machine should be checked to ensure good quality surface finish.
Stopping the machine or change speed should be avoided during paving.
b. Check quality of mix during construction and take suitable adjustment. Check
thickness and altitude so as to tell machine operator.
c. Use manpower on places not reachable by machine.
(v) Rolling of mixed material
a. Make use of road roller, which weigh no less than 15 tons.
b. Initial rolling: Roll 1 or 2 times with roller machine, immediately following the
paving machine, the temperature should not be less than 110 0C. Secondary
rolling: 4—6 times, the temperature is controlled in 80—100 0C. Final rolling: 1—2
times, the temperature should not be lower than 80 0C. Make use of small rollers

to compact I if the area is not accessible for big rollers.
c. Rolling should be done uniformly from lower side to higher side and conform to
the specification requirement.
d. The rollers should be equipped with water Sprinkler so as to avoid sticking of
asphalt on the roller surface.
(vi) Inspection and Testing
a. According to construction technical requirement, all kinds of tests have to be
carried out carefully.
b. Check pavement thickness, level, width and elevation during construction.
c. All tests results for materials should be reported to supervisor for approval.

The quality for the concrete mixing shall be controlled by experienced technicians in accordance
with the Specification. The casting and vibrating of the concrete shall be in accordance with the

5.0 Quality Control

5.1 Strengthen Construction Management
a. The quality management group shall be led by project manager. It consists of the
survey crew, laboratory technicians, construction supervisors and they will jointly
be responsible to carry out internal supervision and quality assurance works.
b. Experienced and well versed Construction personnel shall be assigned.
5.2 Step of control
a. The project management group will always focus on keeping Quality of work as
their core value. All site Forman we will be instructed to carry out his task strictly
following the specification requirement, rules, and all quality control systems.
b. Construction must strictly conform to design plan, construction technical
specification.
c. Material sampling and testing shall be taken jointly with the Engineer.
d. Temporary bench marks shall be established at every 500m for controlling the
road construction.
e. Quality certificates shall be delivered from manufacturers for major materials like
bitumen and reinforcement steel in addition to routine tests to be carried out on
site.
6.0 Traffic Management & Safety measures
6.1 Team Set up
A full time traffic and safety Officer having a team on different sites will be assigned to
guarantee safety of workers and road users during construction.
6.2 Safety details
As the traffic safety works is not heavy except the contractor’s truck, The details steps
are as follow:
a. Build the capacity of the traffic safety team with all necessary resource like
movable signs, flags and etc….
b. Arrange periodic meetings with the safety officer and his team to discuss and
solve safety problems on site.
c. Construction vehicles must run in limited speed to avoid traffic accident.
d. The equipment and power line must be installed following the user manuals and
safe installation rules with appropriate earthling wire. Defective electrical
equipment must not be used without repair.
6.3 Work arrangement during night
The contractor will also arrange night works of some activities such as excavation to
waste, dumping of aggregates and other activities all as per the Engineer’s approval.
Adequate number of reflector signs will be provided on sections where construction is
going on.
