The Problem and Its Setting
Introduction
The local government, considered the most accessible level of government, is the
one that has power and responsibility for the development of a region, district, and city. It
has the authority to formulate and carry out policies in a limited area within a region that is
smaller than the entire state (Local Government | Definition, Examples, & Responsibilities |
Britannica, n.d.). A local government is established to provide local and community public
services in a specific geographic area, with a decision-making body that is elected by free
elections and administrative and financial autonomy.
Local government serves a two-fold purpose. The first is to deliver products and
services in an administrative capacity; the second is to represent and involve citizens in
establishing specific local public needs and how these requirements might be satisfied.
Local governments were created to establish order in ways that are democratically beneficial
to the general people ( (Eisenstein, 2019). The political and institutional processes through
which choices are made and implemented are referred to as governance. Participatory,
responsible, transparent, efficient, inclusive, and rule-of-law-respecting governance systems
are the most effective. At the local level, where governments interact with residents and
communities daily, it is especially crucial (Local Governance | UCLG, n.d.).
Local governments have a responsibility to engage their community members
comprehensively and appropriately to effectively carry out key functions of the government,
such as constructing and implementing laws, budgets, plans, directives, and strategic
visions, to establish a government "of the people, by the people, for the people" (Improving
Local Government, 2018). Furthermore, improving local governance is an important
instrument for ensuring peace, economic development, administrative efficiency, social
integration, and environmental sustainability. A local government may encounter
constraining factors such as the inadequacy of the government building for accomodating
the needs and demands of the public, businesses, and other significant sectors.
To deliver the utmost and special services to a city, municipal or city halls nowadays
are following the path of sustainability. In the sense that it reflects some modern currents
and institutions in society, a civic center or city hall is a physical manifestation of democracy.
Civic facilities, as well as municipal halls, must be open, friendly, and transparent.

Furthermore, modernizations have already begun to adopt new inventive techniques to
improve sustainability throughout the building's design and construction.
In the province of Batangas, Batangas City is a first-class coastal component city
that serves as the provincial capital (Batangas City Profile – PhilAtlas, n.d.). It is a Regional
Growth Center, a Regional Agro-Industrial Center, and a Special Economic Zone in the
CALABARZON region (Batangas City Official Website - Introduction, 2014). Consequently,
Batangas City, often known as the “Industrial Port City of Calabarzon”, is one of the
Philippines’ fastest urbanizing cities. The Batangas International Port, one of the Philippines'
major passenger and container facilities, is located herein. It also houses one of the
country's largest oil refineries, three natural gas power plants, and several other major
businesses. In addition, the city acts as the province's educational, industrial, and
transportation hub; however, due to its fast-growing economy, its municipal hall which was
established way back 1960’s is not adequate in keeping up with the growing needs of the
city. Batangas City has experienced extraordinary growth and progress, and the city's
prosperity has prompted the construction of a new municipal hall to meet the city's present
and future needs.
Background of the Study
In 1572, Spanish missionaries arrived in Batangas City for the first time. The village
was created in 1581 and given the name "Batangan" due to the abundance of large logs in
the Calumpang River. The indigenous who resided near the river called the logs "batang"
and the community "Batangan." In 1601, the name was changed to Batangas. As the first
Gobernadorcillo, Don Agustin Casilao was appointed. The city has served as the province's
capital and administrative center since 1754. The Republic Act of 1969 established
Batangas as a city. The Charter of Batangas City, or No. 5495, is a document that governs
the city of Batangas (Batangas City Official Website - Historical Background, 2014).
Batangas City is located in the south portion of Batangas of Luzon in the Philippines.
The said city is a coastal city with a shape cove-like. The city of Batangas was bounded by
different municipalities: San Pascual in the northwest; San Jose in the north; Ibaan, Taysan,
and Lobo in the east; and Batangas Bay in the south. The city has a total land area of more
or less than 28,541.44 hectares. Through travel from Manila, the average travel time will be
approximately one hour and forty-five minutes by using the Southern Tagalog Arterial Road

(STAR) tollway and the South Luzon Expressway (SLEX) (Batangas City Official Website -
Physical & Geographical Aspects, 2014).
According to the Philippine Statistics Authority (PSA), Batangas City's anticipated
population for 2020 is 354,589, with a population growth rate of 1.46 percent, while the
urban population comprises 220,688, the rural population is 133,901, accounting for 62.24
percent and 37.76 percent of the total city population, respectively. Consequently. The
population density of the city is 12 people per hectare or 1,242 people per square kilometer
(Batangas City Socio-Economic Physical & Political Profile, 2020).
In the economical aspect, the city's designation as an industrial growth center in the
CALABARZON region resulted in an increase in the number of businesses not only in the
Central Business District (CBD), but also along the Pallocan-Gulod,
Kumintang-Alangilan-Balagtas, and Bolbok-Balagtas Port Diversion Road. Moreover,
several four to six-story commercial buildings have already been constructed in the city.
Several of the city's existing businesses have already been refurbished and renovated, or
have been demolished for restoration and redevelopment.
Major establishments that are doing significant business in the city include the
Batangas Citimart Shop-On, Bay Citi-Mall, Citimart Caedo Plaza, Caedo Commercial
Center, Dilao Shopping Center, Epicenter, NOVO, Maker Sales Center, NuCiti Central Mall,
Pic n' Save Supermarket, Puregold Price Club Inc. Calicanto, Puregold Price Club Inc.

Price Club Unicity General Merchandise Inc., Unitop, WalterMart, and Xentro Mall. New

Unitop, WalterMart, and Xentro Mall. In the year 2020, Batangas City had 10,977 registered
establishments. 9,262 enterprises, or 84.38 percent of the total, applied for company
renewal, while 1,715 businesses, or 15.62 percent, are new to the market (Batangas City
Socio-Economic Physical & Political Profile, 2020).
In Batangas City, there are twenty-three (23) major industrial establishments. The
city has sixteen (16) large-scale industries worth more than P60 million, four (4)
medium-scale industries worth less than P60 million but more than P15 million, and three (3)
small-scale industries worth less than P15 million.
In the utility infrastructure aspect, there are built roads, bridges, and a flyover. The
overall length of all roads in the city is roughly 566.53 kilometers as of CY 2020, comprised
of 77.31 kilometers of national roads, 30.54 kilometers of city roads, and 458.68 kilometers

of barangay roads Asphalt paved roads have a total length of 155.11 kilometers, while
concrete paved roads have a total length of 343.16 kilometers. The unpaved route is 34.85
kilometers long, whereas gravel roads are 33.41 kilometers long. The national road in
Batangas City is now under the control of the Department of Public Works and Highways
(DPWH), Batangas 5th District Engineering Office. Conversely, the length of barangay roads
in the city has increased compared to the year 2019 with 451.81 kilometers. Consequently,
there are a total of Fifty-four (54) existing bridges (19 national and 35 local) and one (1)
flyover along national and barangays roads.
Land transportation options are readily available throughout the city. Buses,
jeepneys, privately owned automobiles, vans, jeeps, and tricycles are examples of public
transportation. Commuters can use public utility bus systems such as ALPS The Bus Inc.,
Batangas Star Express, Batman Star Express, Ceres Transport Inc., DLTBCO, Gold Star
Transit Corp., JAM Transit Inc., KL CNG, N. Dela Rosa, Pong & Oning, RRCG Transport
System, and Supreme Trans liner Inc. for trips to Metro Manila and neighboring provinces.

The paradigm in figure 1 shows the relations of the dependent and independent
variables that will help in conceptualizing the design proposal. The dependent variables are
the design concepts as a process and the proposed project as the output. The independent
variables are the problems encountered which are the problems on which the design and
plans of the proposed project will be based.
Statement of the Problem
This paper entitled, “MASA: Modernization And Advancement Through Sustainable
Architecture, Batangas City Municipal Hall: Efficiency, Adequacy, And Prospection,
Established By The Integration Of The Community And The Government. A Proposed New
Municipal Hall Of Batangas City'', aims to provide solutions to the following problems:
1. What is the current condition of the municipal hall of Batangas City in terms of
facilities, services, and site location?
2. Why is there a need to plan, design, and relocate a new Batangas City municipal
hall?
3. What design concept will be applied to the proposed project?
4. How will the structure fit the site concerning the physical condition of the
environment?
5. What will be the possible facilities suitable in the new Batangas City municipal
hall?
6. What architectural standards should be implemented for the said project?
Significance of the Study
This study intends to propose a new municipal hall in Batangas City. With this, it will
provide vital importance and general significance to the following:
To the municipal government of Batangas City, for which they will serve the
citizens in a comfortable environment and be able to have a structured and organized
system in the process of government management.
To government employees, this paper will be beneficial to them in terms of being
able to work in a well-managed environment in which they can exert their maximum potential
and productivity.
To the citizens of Batangas City, this will allow them to have a more comfortable
space as well as they will achieve a smoother transaction with the employees.

To the environment, this study will help in minimizing the building footprint of the
development site by using local and sustainable materials and incorporating more efficient
mechanical systems to minimize the project’s overall impact on the environment.
To the students of Architecture and Fine Arts, this study will provide the students
with a guide regarding planning, designing, and conceptualizing a new municipal hall. It
contributes information as regards factors involved, new technologies, methodologies, and
other related topics in the development of a municipal hall.
To future researchers who seek information, this can serve as their basis for
further studies which can help them to provide new information to further improve studies
and services in the country. The result can also be used to create another topic for further
understanding and improvement of knowledge about hospitals and give them background
and benchmark for their future endeavors.
Objectives of the Study
The objectives of the study are sectioned into two parts such as the project
objectives and the design objectives. This matter is presented for readers to perceive why
the study is conducted.
Project Objectives
The project primarily aims to plan and design a new municipal hall in Batangas City.
The project objectives include:
1. Accommodate the growing population of government personnel and the public.
2. Improve and upgrade the quality of services and government facilities.
3. Support new ways of work plan and scheme by providing newly improved and
enhanced facilities.
4. Establish a landmark that will represent the city proper.
5. Promote environmental consciousness and connectivity.
6. Promote innovation and competitiveness.
7. Promote and cultivate sustainable architecture.
Design Objectives
The study is intended to provide an advanced approach to implementing design
applications that will result in an efficient municipal hall. The following objectives include
provident considerations and goals to be accomplished:

1. Formulate an aesthetic and timeless design to meet the norms and guidelines of
government buildings and serviceable facilities.
2. Plan and facilitate the movement of people and services utilizing proper allocation
of spaces according to their needs and provide the most practical and efficient
design and layout that suggest ease for the user.
3. Optimize building space and material use.
4. Efficient and energy conservative with appropriate use of natural air and daylight.
5. Accommodate life safety and security needs.
6. Design and plan fully functional and efficient spaces to provide better services.
7. Considers non-monetary benefits such as aesthetics, historic preservation,
security, safety, resiliency, and sustainability.
Scope and Limitation of the Study
The proposed study mainly focuses on planning and designing a new municipal hall
in Batangas City to provide accommodation, accessibility, convenience, and better
productivity among users, as well as to improve and upgrade the facilities and services that
could guarantee the satisfaction of the users.
The problem was developed due to the growing population of Batangas City and
limited and outdated facilities and spaces that resulted in inconvenience and unproductivity
among the users. This paper entitled, “MASA: Modernization And Advancement Through
Sustainable Architecture Batangas City Municipal Hall: Efficiency, Adequacy, And
Prospection, Established By The Integration Of The Community And The Government. A
Proposed New Municipal Hall Of Batangas City'' will provide a modern concept of
government facilities and create a new environment that will suit the needs of the users. The
study offers architectural solutions with regard to the following:
1. Master Development Plan
2. Planning and designing plans, facades, and interiors to their full functionality and
efficiency.
3. Formulation of architectural solutions by way of a sustainable municipal hall
development for a better and functional government building in the city.

Definition of Terms
The findings of this study was applied practically as a guide for designing the
proposed sports academy. Before a review of the literature relevant to the research and
design project, definitions are provided for several key terms that are used throughout this
paper.
The following terms are conceptually or operationally defined to enhance the
understanding of the readers of this study.
Aesthetic. It is a branch of philosophy and one of the principal aspects of
architecture that pertains to the physical appearance and image elements and spaces which
is pleasing to the senses, especially the sight (Munro, n.d.).
Barrel-Vault. A barrel vault is a continuous arching shape that may resemble a
semi-cylinder or be pointed at its apex, suggesting the roof of a tunnel (Barrel Vault -
Designing Buildings, 2022).
Breathing Curtain Wall. Internal air flowed out through the walls to lower the
concentration of indoor air pollutants, which was the original notion of a breathing wall (Pitts,
1998).
Democracy. It refers to the highest authority in governance which is held by the
people, and it is usually exercised through representatives (Dahl, 2022).
Efficient. It refers to maximizing productivity and fully completing something without
any hindrance or delay (Efficient Definition & Meaning, n.d.).
Energy-Efficient. These are objects that consume only as much energy as they
require and waste none (ENERGY-EFFICIENT | Definition in the Cambridge English
Dictionary, n.d.).
Functional. A state of having a special activity, purpose, or task; relating to how
something works or operates and designed to be practical and useful, rather than attractive
(FUNCTIONAL | Definition in the Cambridge English Dictionary, 2022).
Green Architecture. Sustainable energy sources, energy conservation, the reuse
and safety of construction materials, and the siting of a structure with consideration of its
environmental impact are all part of this architectural philosophy (Wines, n.d.).
Louvers. Airflow or light penetration is controlled by an arrangement of parallel,
horizontal blades, slats, laths, glass, wood, or other material (Louver | Architecture |
Britannica, n.d.).

Modernization. A process of starting to use the most recent methods, ideas,
equipment, and others, so that something becomes or seems more modern (Cambridge
Dictionary, n.d).
Municipal Hall. According to Collins Dictionary, it is a building that houses the
administrative offices of a city or municipal government (Municipal Hall Definition and
Meaning | Collins English Dictionary, n.d.).
Outdated. Pertains to the state of being no longer considered useful or effective, or
not as good as now, because something more modern exists (OUTDATED | Definition in the
Cambridge English Dictionary, 2022).
Patio. A solid-floored area outside a home without a roof (PATIO | Definition in the
Cambridge English Dictionary, 2022).
Roof Canopy. A canopy is a type of open-sided overhead roof construction (Canopy
- Designing Buildings, 2021).
State. This pertains to the body politic, or, more strictly, the institutions of
government, and is the political organization of society (State | Definition, History, Figures, &
Facts | Britannica, n.d.).
Sustainable. A holistic strategy that incorporates ecological, social, and economic
components, acknowledging that all must be taken into account to achieve long-term
prosperity (SUSTAINABLE | Definition in the Cambridge English Dictionary, 2022).
Sustainable Design. The sustainable design aims to improve building performance
by reducing negative impacts on the environment as well as the health and comfort of
building occupants (Sustainable Design, n.d.).
Upgrade. A process of improving and advancing the quality or usefulness of
something and raising it to a higher standard, in particular, improvement by adding or
replacing components (UPGRADE | Definition in the Cambridge English Dictionary, 2022).
Vertical Park. Vertical parks or green roofs make use of vertical spaces while
utilizing vertical gardens incorporated in a design (Vertical Parks: The Parks Of The Future,
2017).

The Green City Hall was proposed and designed by the Vo Trong Nghia Architects
for the Vietnamese city of Bac Ninh. The building was designed by a gradient-like series pair
of planted towers that collide at the center to emphasize a series of elevated viewing decks.
The firm was known for its designs with its main focus being the plant-covered
architecture and bamboo structures. The site was measured for almost seven-hectare
located in the center of the city in the northern part of the country.
The local government’s goal was to develop a more energy-efficient city and one of a
series of projects of the firm that incorporates the use of planning to exhibit its green
credentials. According to the architects who came up with the idea of towers as a series of
planted observation terraces, “The city hall is designed as a vertical park to provide a
greener landscape for the city. The proposal is conceived as the catalyst for the future green
development of Bac Ninh City. It is perceived as the new symbol of the city, which unites
both greenery and culture together.”

The building is composed of two towers, one tower is designed for the government
offices while the other will house a civic center and party office. Combining the two towers,
the total floor area will be 36,000 square meters, and leaning these two towers means that
there is a harmonious relationship between the government and the citizens (Gintoff, 2016).

The Seoul New City Hall is a futuristic green architecture designed by the IARC
Architects, that fits into the Korean landscape and conforms to the cultural emotions of
Seoul citizens. Furthermore, its characteristic horizontal architectural line and deep shade of
the roof are appropriate forms for the Korean landscape and climate. On the other hand,
Seoul's spatial interaction between architecture and urban organization differs significantly
from that of Western cities. The Korean living space lacks a visible axis or facade from the
entrance since it is made up of mountains and valleys.
Koreans believe that the sensation of space is more significant than the appearance
of an object, in this architecture, it is experienced through a variety of spaces, such as open
or closed spaces, rather than a single straight line.

Seoul's new city hall aspires to be a model of future architecture that blends
seamlessly with the city's culture and environment. This design is inspired by Seoul Square
which is the city's symbolic heart and its only open public space. Seoul Square is extended
vertically in the conceptual design and the Seoul city office is located at the back of the
vertical square, while the cultural facility is located at the top. The cultural facilities are
placed in parts of the hanging structure where the multi-level hanging terraces connect.
Consequently, the wind-circulation-designed breathing curtain wall surrounds the Vertical
Square, the culture facility, and the multi-level hanging terraces.
The ecology plaza, which has a sustainable eco-system and green wall, is where the
hanging terrace is surrounded by this curtain wall. The city administration is open to citizens
through the maximum vertical space of the office, which symbolizes Seoul city hall's
transparency and democracy. Citizens can approach the new city hall via the existing city
hall and a bridge on the sunken square that leads to a one-story open basement. By
connecting the past and future of Seoul square, the new city hall in Seoul is completed
(Seoul New City Hall / IARC Architects, 2013).

This civic building designed by Foster + Partners, architects based in the United
Kingdom, blends an environmentally friendly design with a unique, highly adaptable internal
layout of terraced workspaces. It has an entrance of about a four-story atrium with full-height
glass walls that let in plenty of natural light and offer a visual connection to the park across
the street. Furthermore, it has top-lit circulation corridors connecting all floors, which are
accented by two huge landscaped patios. The activity rooms are open, natural lit, and
visible, allowing for effective communication between departments and fostering a sense of
community.
The building's flowing roof canopy, which is supported by pillars and extends in a
deep overhang, shades the entrance plaza and facade, is its most distinctive feature. The
concrete barrel-vaulted roof is textured and exposed on the inside. Every aspect of the
scheme, including the composition of each facade, was developed in response to the local
climate - the eastern and western elevations are shaded by a screen of louvers that rise to
the whole height of the structure.
The Buenos Aires Ciudad Casa de Gobierno is an excellent example of how
architecture can collaborate with nature to reduce energy use naturally. Its flowing concrete
construction is both symbolic and functional in terms of temperature regulation. Shading
louvers on the east and west shelter the interior from direct sunshine, while courtyards let
sunlight into the building's heart - the building's design is very much a response to

geography and climate in this way. The initiative has been critical in reviving the city's former
industrial district.

Puerto Princesa City Hall, considered the first government green infrastructure
project in the Philippines and the first in Palawan with a water treatment facility, is situated
along Sta. Monica , Puerto Princesa in Palawan. The construction of the green city hall
started around 2012 and was completed in 2013. The P742 million worth four-story green
city hall was designed by the University of the Philippines Diliman’s College of Architecture
Dean Jose Danilo Silvestre and his firm Danilo Silvestre and Associates. The city hall
adopted and incorporated the concept of green architecture. Its sustainable design with
natural topography and contour of the hill makes the city hall unique and stand out from
other green city halls.
In addition, one of its key design strategies is to use natural light and ventilation in
order to reduce the negative effects on the environment in a way that it allows the light and
air to come in to make it more energy-efficient. It is a pioneer to the shift of Palawan in
constructing green infrastructures as Puerto Princesa also seeks to be the first green city in
the world (Information About New Green City Hall, n.d.).

The Tagum City Hall is known to be the most modern design city hall in the
Philippines in comparison with the standard and traditional Greco-Roman building of most
government units in the country. It is made mainly of glass and steel and is designed by an
Australia-based architect named Sol Flores. The new city hall houses the executive and
legislative branches of the Tagum city government.
Moreover, its floor area is around 9,000 square meters, the atrium has 2,000 square
meters of floor area and the rest are playgrounds and parks. The total development cost of
the new city hall is around P280 million. Inside the building are sculptures created by the
local artist of Davao City named Kublai Millan, which depict the different facets of the city as
the Music Capital of Mindanao. At the center of the city hall is an atrium set to stage the
various civic and cultural events of the city (New City Hall of Tagum City – Tagum City
Tourism, n.d.).

The Visayas Islands’ first green building is the new Iloilo City Hall after adopting
some energy conservation practices in order to help in lowering the electric power
consumption. It has seven stories and is currently one of the newest tourist attractions in the
city of Iloilo with a roof deck and landscaped green plants and the Lin-ay sang Iloilo statue.
The city hall rooftop is equipped with solar panels-assisted air conditioning units at all offices
and facilities on the whole seventh floor.
According to the City Environment and Natural Resources Office (CENRO), Iloilo city
is able to save P710,218 yearly or some P59,000 monthly and can reduce 36 metric tons of
carbon dioxide per month by utilizing solar panel systems. It has been also revealed that the
city will operate a rain harvesting facility at its rooftop and the rainwater that will be collected
will be used by all offices and facilities for flushing toilets and a water treatment device will
be installed for recycling of water for other uses at the city hall. From 2004 up to the present,
the International Council for Local Environment Initiatives (ICLEI) program on clean air and
air pollution has recognized the city for its energy conservation programs.

Synthesis of the Reviewed Literature
The related literature that is present in the foreign and local studies indicates that
these studies help the proponents in concluding and conducting a design in a proposed
sustainable municipal hall in Batangas City. The proponents are able to come up with
different designs and combine these ideas by comparative analysis from different related
pieces of literature and can be applied to the proposed project.
The Green City Hall in Vietnam creates harmony between the citizens and
government officials. It provides a light atmosphere between the relationship between the
two and engages a green-sustainability design that applies the concept same as the
proponents’ idea that the proposed municipal building should incorporate these
characteristics in the design.
The conceptualization of the Seoul City Hall is considering different factors such as
culture, aesthetics, and sustainability. From having terraces up to spaces between rooms,
the city hall developed a solution in incorporating a sustainability building in an urban setting.
The present study will apply these considerations such as the perimeter of the site as well
as the aesthetics of the building.
The Buenos Aires Ciudad Casa de Gobierno is an example of a building that
considers energy-saving in a natural way. It also shows that using the climate and
temperature can be functional in a building. The proponents will put this into consideration
since the site is located in a tropical climate. Blending the modernization of design and
nature is also a goal of the proponents’ design.
The Puerto Princesa City Hall focuses on green architecture and applying
energy-efficiency design to the city hall. Reducing its negative effects affect the design in a
positive way and creates green infrastructure in the vicinity. The proponents’ goal, is aligned
with the Puerto Princesa Hall that the design was inspired by the green architecture and
sustainability of the building.
Tagum City Hall was built with modern architecture while considering the culture and
sustainability of the building as well as the culture in the city. Having these factors in creating
a building matches the location of the bounds. Same as the present design, the design of
the current work of the proponents considers the culture and sustainability to last for a long
time.
The Iloilo City Hall practices the green architecture and application of energy-saving
and combination in an eco-friendly state. Applying this kind of consideration in the

proponents’ design building can help in improving the lifestyle of the government employees
and citizens.

Research Methodology
Research Design (Data Gathering Procedure)
This chapter explains the data gathering, methods of research, site analysis, and
other data related to the development of the project which will give benefit to further
understanding of how the proponent arrived at the information and met the requirements
needed for the design of the project entitled “MASA: Modernization And Advancement
Through Sustainable Architecture Batangas City Municipal Hall: Efficiency, Adequacy, And
Prospection, Established By The Integration Of The Community And The Government. A

Site Justification
The assessment of the possible advantages and disadvantages of the proposed
sites, through the help of the site selection criteria, helped in determining a more qualified
site for the proposed municipal hall. There are almost no consistencies in the ratings for
each site. Consequently, site no. 3, situated at Brgy. Balagtas, Batangas City obtained the
same rating as site no. 2 which is located at Brgy. Kumintang Ibaba, Batangas City;
however, the researchers decided to pursue a site that has a greater potential due to its
size.
The chosen site, site no. 3, has a substantial location due to its considerable
distance from major roads. Unlike the other sites, this site is farther from other government
facilities and major amenities, but due to its availability and defining characteristics of
surfacing opportunities, this site is considered to be the most acceptable destination for
development. Furthermore, the site has more allowable space to present the identity of
Batangas City through a signifying destination/landmark. Overall, due to the size of the site,
a lot of potential for greater development surfaces and serves as a manifestation of
opportunities that it can provide.

The Philippines is located in Southeast Asia with over 7,461 islands covering a total
size of 117, 187, and some small islands lie about 500 miles off the coast of Vietnam. The
Philippines consists of three large islands: Luzon, Visayas, and Mindanao. The island
geography of the Philippines incorporates around 21,000 miles of natural shoreline. A little
part of the coastal areas has a rocky and irregular part. Several beaches in the country can
be found in the South Pacific. Moreover, the interior of the country is mountainous in most
parts and has extensive fertile plains located on the coast and center of Luzon of the
Philippines. Besides having plains, the said country has scenic hills and active volcanoes
which explains that the country is located in the Pacific Ring of Fire.
The Philippines has a tropical and monsoonal climate and has two seasons, dry
season and typhoon season (Country Reports, n.d.). The average annual temperature of the

Philippines, excluding Baguio, is 26.6 degrees Celsius, based on the average of all
meteorological stations. January is the coldest month, with an average temperature of 25.5
degrees Celsius, while May is the warmest, with an average temperature of 28.3 degrees
Celsius (PAGASA, n.d.).
Region IV-A (CALABARZON) had the biggest population in 2015 with 14.41 million
among 18 administrative regions. It was followed by the National Capital Region (NCR) with
12.88 million, and Region III (Central Luzon) with 11.22 million. The combined population of
these three regions accounted for about 38.1 percent of the Philippine population in 2015.
The country has 81 provinces, and of these provinces, Cavite was the most populous
in 2015, having 3.68 million citizens, followed by Bulacan (3.29 million), and Laguna with
3.04 million. Furthermore, twenty-four other provinces surpassed the one million population
mark. With regard to population size, Batanes is considered the smallest province in the
country with 17,246 citizens. Two other provinces posted a population size of less than

Batangas City is located in the Southern portion of the Philippines, Batangas
province is located in Region IV-A CALABARZON. Its capital is Batangas City, which is a
coastal city that has a cove-like shape, located at coordinates 13 degrees 45 minutes and
25.96 seconds north latitude and 121 degrees 3 minutes and 29.2 seconds east longitude
(13°45'18.91", 120°3'32.76''). The municipality of San Pascual bounds it on the northwest;
the municipality of San Jose on the north; the municipalities of Ibaan, Taysan, and Lobo on

temperatures ranging from 29°C (85°F) to 33°C (92°F), while in June, July, August,

There are 105 barangays in Batangas City, Some of them are named Pagkilatan
which was formerly a sitio of Matoco. Malalim was called the "southern part of the barrio of
Sirang Lupa, the northern portion of the barrio Mahabang Dahilig, and the eastern part of
San Isidro", "together with the sitio of Malalim" in the past. In 1954, sitio Malitam, which was
previously part of barrio Libjo, was elevated as a barrio itself only. Moreover, the barrio of
Talumpok was divided into two in 1957 which are the Talumpok Silangan and Talumpok

Kanluran. Balagtas was formerly known as Patay, Kumintang Ilaya as Sambat Ilaya, and
Kumintang Ibaba as Sambat Ibaba.
In addition, the projected population of Batangas City for the year 2020 based on the

population growth rate. Brgy. Sta. Rita Karsada has the biggest population of 19,645 while

vulnerability. Through the identification and analysis of these significant points such as the
site’s strengths and weaknesses, as well as the possible opportunities and threats that may
be encountered, it was determined that the site has a great potential for the development of
the new municipal hall for Batangas City. Furthermore, throughout the present strengths of
the site, it was identified that it has a great potential for large-scale development.
Consequently, the site has several weaknesses concerning its distance from other
government facilities and major amenities; however, it is still readily accessible through the
diversion road and from the star tollway as well as the national road. Nonetheless, the site's
development may destroy the present environment. On the other aspect, the land has a lot
of potential for development in terms of building stronger government-public interactions
through a green community design.

The researchers were able to point out the premise of the viability of opening a public
landmark in the development by identifying the prospects that the site possesses. On the
contrary, the proposed site demonstrates particular internal and exterior points of potential
flaws. One of them is the potential for irreversible alterations to the site and the city's
perception. In this instance, the site's ongoing development may result in its alteration and
its natural context could also be lost. Moreover, there might be some restrictions on
movement and transportation, as well as the likelihood of an increase in the number of
vehicles in the area.
User’s Analysis
The proponents’ consideration is to know the projected possible users of the
proposed project to be able to plan the proper execution of the spaces. Following this, the
population, locals, and the entire city are important keys to knowing who will be the future

As of 2020, Batangas City government has 16 regular departments, most of which
perform service delivery and regulatory functions in addition to the city government owned,
managed and operated Colegio ng Lungsod ng Batangas. There are also a few offices
which perform staff and advisory functions for the City Mayor’s Office. Moreover, there are
25 national government agencies offices that are operating in the city. There are 12 divisions
which are integral to the Office of the Mayor. Furthermore, the city has a total of 2,660
government personnels. Some divisions or offices have a relatively larger number of
personnels such as the City Engineer Office, City Health Office, and others, for the reason
that it shows the importance of service delivery functions. While other offices that perform
staff functions like the City Legal Office have a small number of personnel.
According to the Philippine Statistics Authority (PSA), Batangas City's anticipated
population for 2020 is 354,589, with a population growth rate of 1.46 percent, while the
urban population comprises 220,688, the rural population is 133,901, accounting for 62.24
percent and 37.76 percent of the total city population, respectively. The population density of
the city is 12 people per hectare or 1,242 people per square kilometer (Batangas City
