National Service Training Program (NSTP)
Literacy Training Service (LTS)
NSTP law or Republic Act No. 9163
ROTC - Reserve Officers Training Corps, one of the components of NSTP. It is designed to
provide military training to motivate, train organized and mobilize them for national defense
preparedness.
LTS - Encourage the youth to contribute to improving Filipinos' general welfare and quality of
life. It is to train the students to teach literacy and numeracy skills to school children, out-of-
school youth, and other segments of society in need of their service.
CWTS – Civic Welfare Training Service contributes to the general welfare and betterment of life.
It also provides training in a wide range of subjects, including but not limited to health,
education, safety, and the morals of the citizenry and other social welfare services.
Who is covered by NSTP law?
All freshmen students male or female, enrolled in any baccalaureate and at least two-
year technical-vocational or associate courses, are required to complete one NSTP
component of their choice.
All higher and technical-vocational education institutions must at least offer one NSTP
component
NSTP was implemented in SY 2002-2003
School Authorities shall exercise academic and administrative supervision over the
design, formulation, adoption, and implementation of different NSTPs in the respective
schools.
CHED regional offices, TESDA, and DND-AFP are the agencies that oversee the
implementation of NSTP.
Each NSTP component shall be undertaken for an academic period of two semesters for
54 to 90 training hours per semester.
National Service Reserve Corps (NSRC)
NSRC - is created under Section 11 of RA 9163 or the NSTP Act of 2001, composed of the non-
ROTC components; CWTS and LTS. Members of this Corps may be tapped by the state for
literacy and civic welfare activities, through the joint effort of DND, CHED, and TESDA.
Mission – To provide a trained and motivated manpower pool that can be tapped by the state
for civic welfare, literacy, and other similar endeavors in the service of the nation.
Functions
1. To assist in disaster preparedness mitigation, response, and rehabilitation
programs.
2. To serve as an auxiliary to the Disaster Coordinating Council (DCC) response
units.
3. To assist in the promotion of civic welfare activities.
4. To assist in the implementation of literacy programs.
5. To assist in socio-economic development.
6. To assist in environmental protection.
7. To perform other similar endeavors.
Composition
The NSRC shall be composed of the graduates of CWTS and LT5 components of the
NSTP.
Organization
The NSRC is organized under the umbrella of the National Disaster
Coordinating Council (NDCC). It shall have a national, regional, provincial, and
city/municipal level of organization parallel to the Disaster Coordinating Council
(DCC) structures at all levels. The DCC centers shall serve as the headquarters
of the NSRC at the respective level of the organization. Its national center shall be
based at the NDCC Disaster Preparedness Center, Camp General Emilio
Aguinaldo, Quezon City. A secretariat at all levels shall be organized and
composed of representatives from CHED and TESDA.
Duties and Responsibilities
1. NDCC, through DND, shall:
a. act as the lead agency in the administration, training, organization,
development, maintenance, and utilization of the NSRC members.
b. Maintain an official master list of registered NSRC members.
c. coordinate with concerned agencies for the efficient and proper
administration, training, organization, development, maintenance, and
utilization of NSRC members.
d. conduct performance assessment of NSRC members mobilized for the
purpose and furnish the three(3) implementing agencies with the results
thereof.
e. formulates specific guidelines for the administration, training, organization,
development maintenance, and utilization of the NSRC members; and

2. CHED/TESDA
a. Central Offices shall:
Provide secretariat services for the NSRC.
Prepare consolidated national master lists of officially registered
CWTS and LTS graduates per school year.
Submit an official national master list of registered NSRC
members, with corresponding centrally determined serial numbers
to NDCC through DND per school year:
Assist in the administration, training, organization, development,
maintenance, and utilization of the NSRC members;
coordinate with NDCC through DND regarding NSRC concerns
and activities, and;
do related work.
b. Regional Offices shall:
prepare a consolidated regional list of CWTS and LTS graduates
from HEIs, and in the case of TESDA from the Provincial Office to
the schools, for submission to CHED/TESDA Central Offices:
coordinate with RDCC (OCD RCs) on matters relative to NSRC
concerns:
maintain a directory of CWTS and LTS graduates for reference:
prepare a report as may be required; and
do related work
c. Higher Education Institution (HEIS) TESDA Provincial Offices and Schools shall:
prepare and submit a certified master list with complete addresses and contact
numbers of CWTS and LTS graduates to respective Regional Offices In the case
of TESDA, the same shall be submitted through its Provincial Offices.
provide information on CWTS and LTS graduates as may be officially requested
by the authorized concerned agencies:
coordinate with PDCC/CDCC/MDCC/BDCC, as the case may be, on matters
relative to NSRC; and
do related work.
d. NSRC members shall:
report to the call of HSRC for training and response immediately for utilization in
cases of disasters/calamities: and other relevant socioeconomic service
concerns as the needs arise, through its Centers
(RDCC/PDCC/CDCC/MDCC/BDCC)nearest the member's residence and/or
workplace at the time of the call; and
register at the said Center and get instructions briefing for specific duties and
responsibilities.
The NSRC was created by the virtue of RA 9163 or the NSTP Act of 2001 in order to provide a
trained, motivated, and organized manpower reserve that can be tapped by the State for
DRRM, civic welfare, literacy, national emergency, environmental protection, and other similar
endeavors in the service of the nation
