SUMMARY:
On 9/14/22 I was assigned to a report of a citizen entering a school bus and intimidating a
child with a firearm. I met with Sergeant Olsen and learned the following:
Sergeant Olsen briefed me and showed me video surveillance of the incident.
On 9/14/2022 around 0814 hours, Carson City School District Bus driver _ was,
driving Carson City School bus number 2522, completing his pickup route
arrived at
Bordewich Bray Elementary School to drop off the children.
As the children began to get off the bus, the male suspect, later identified as Michael Thomas
Baxter, got into the bus and started yelling at the children about being disrespectful. Bus

camper shell. The pickup has a ladder strapped down to the top of the right passenger side of
the camper shell. Michael was upset due to being flipped off by a child on the bus.
Michael walked onto the bus and stood at the front demanding to know who flipped him off.
Michael asked the children who had flipped him off. 9-year-old raised his hand
and approached Michael at the front of the bus. _ walks up to Michael and Michael stands
in front of him on the stairs of the bus preventing him from getting past. asks
"What's are you doing? Do you want to get your head caved in?",
Michael stays on the stairs and starts to lecture about his actions causing to stay and
listen. Michael reaches to his right hip with his right hand and tells "You see this? This
is a gun!". Michael continued to lecture about how he doesn't know how dangerous
people can be and tells "People shoot people for those kind of things.” The surveillance
video is difficult to see if Michael is actually carrying a gun. is standing there with head
down and visibly upset by Michael yelling at him.

Office for an interview related to this incident. I met with and spoke with him inside the
Detective's Interview Room. Texplainedto that the door was unlocked and he could leave
at any time. I explained that he didn’t have to answer any questions and said he was not in
custody. said he understood and agreed to talk with me. stated he and Michael knew
each other from when their children played football together. remembered Michael's son

I reentered the interview room with and I read him his Miranda Warning and he stated he
understood and agreed to speak with me. confirmed that he spoke with Michael at his
window and he said he agreed to talk with because of his behavior. After talking with
, he agreed that looking at the situation after the fact, it could look bad. He said if Michael
did in fact have a gun then that was a problem. told me that he had no idea that Michael
had a gun. said he heard Michael talking about a gun and he looked down at Michael's
hip, however he only saw a knife pouch and nota gun holster. _said if Michael had a gun
his holster was empty because he never saw a gun.
T concluded my conversation with and told me he would never drive a bus again. I
told I would be in contact with him and he walked out of the Sheriff's Office.

said that his cousin told him to flip off the car behind them and he felt like he needed to

the truck. He said the guy was wearing jeans, a hat, sunglasses and had a beard. said the
guy started to follow the bus and when the bus stopped, the guy walked up to the bus and
stood near the bus driver. said the man, Michael, approached him and said he needed to
talk to him.
said Michael told him he had a gun and showed him a "brown pouch" on his hip where
he claimed the gun was located. said he believed Michael had a gun and believed
Michael would shoot him if he was disrespectful again. said Michael stopped him and
talked to him and that made him scared.

and other people were not allowed. said he was shocked that the bus driver didn't make

Lasked why he thought Michael had a gun. said Michael told him he had a gun and
he pointed to his hip and patted what _ thought to be a gun and saw a brown pouch for a
gun. said again that he thought that Michael was going to shoot him and then stated that
Michael told him that people get shot when they do things like that. said that Michael
was on the bus near the school bus driver and stopped him to talk to him and that caused him
to feel very scared. While I was talking with and he was recalling the scenario,
began to cry.
It is clear based on interview he was scared for his life and truly believed that Michael
was going to possibly shoot him. said multiple times that he was scared and believed
that Michael could shoot him and Michael threatened him. was indeed frightened and
scared for his safety.

A short time later, the Carson City Sheriff's executed a search warrant on Michael's residence
for his clothing and firearms. Michael was placed into custody and transported to the Carson
City Sheriff's Office
Detective Murry read Michael his Miranda Warning on scene and Michael stated he
understood and agreed to talk to Detective Murry.
I met with Michael inside the Interview Room inside the Detective Division. I asked Michael
if he was read his rights and he said he was and he understood them and agreed to talk with
me.
I asked Michael about the incident. Michael told me he saw the child flip him off and he
followed the bus and he had his three year old grandson inside of his truck. Michael said he
had a holster on his hip and his Kimber hand gun was in between his truck seat. He said he

child and told him to point out the child. Michael said he walked on the bus and
pointed out the child. He said he told the child that he had a holster and that is what carries
guns. Michael said he lectured the child about life and had a good conversation with him.
I walked out of the interview room and grabbed a laptop with surveillance video. I re entered
the room and played the surveillance video to Michael. I told Michael he actually told the
child that he "had a gun" and he "wears a gun everyday". Michael kept trying to say he
thought he was saying that he had a holster. Michael finally admitted that he told the kid he
had a gun. Michael told me he did not have his gun and he only had an empty holster.
Michael told me he was not stupid and he knows you cannot have a gun on school grounds.
Michael told me that his intention was only to talk with the bus driver and not actually go on
the bus. Michael told me he wanted to teach the kid because the kid's parents clearly weren't
teaching him the right way. Michael said he was trying to teach the kid and his intention
wasn't to scare him. I explained to Michael that was scared and feared for his life.

Michael admitted that he would not do the same thing over. Michael said he should not have
done that because of the situation he was in now. Michael admitted that he told the kid that he
had a gun and explained that he could get shot by keeping up his behavior.
I asked Michael what he would say to the child's mother, Michael said he would say sorry
and he was only trying to teach the child.
I concluded my conversation with Michael and he was escorted to the Carson City Jail and
booked on the following charges:

Unlawful contact with a minor.
