To arrest and deliver to proper judicial authorities the suspect Arnold
Dominador y Garcia, in violation of Illegal Possession of Firearm and
ammunitions.

3. Period Covered: On February 24, 2022 to February 26, 2022.

In front of PLDT Business Office Building, Barangay 11, Paco Roman
Street, Santa Balbina, Laoag City, Ilocos Norte.

6. Chronological Events:
a. Background:
At about 11:00 AM, February 23, 2022, at Barangay 11, Paco
Roman Street, Laoag City, one Ernesto Merkado y Procopio reported to
this station that the suspect Arnold Dominador y Garcia was drunk, carrying
and brandishing his gun in front of PLDT Business Office Building.
Thereafter, the suspect fired two (2) successive gunshots through the
window causing alarm and scandal on the neighborhood.

b. Intelligence Build-up
Processed information revealed that the suspect was causing public
alarm and scandal on the abovementioned place.

c. Narrative Accont of Operational Activities:


At about 11:10 AM, February 23, 2022, after receiving a call from
Ernesto Merkado y Procopio, with the instruction of P/Capt. Ricardo Dalisay,
personnel led by P/SSgt. Leslie Ann Carba went to the place to verify and
confirm the report. Thereat, the suspect was seen possessing a handgun
and was immediately arrested for he was an imminent threat to the public.

7. Recommendation:
Operatives from this station manifested their utmost dedication and
camaraderie to fulfill their responsibility on their sworn duties that they
successfully arrested Ernesto Mercado y Procopio.

Recommend that commensurate awards be given to the operating troops


to
boost their morale in performing their job as law enforcers.

8. Assessment:
The manifestation of their utmost dedication and camaraderie to fulfill their
responsibility led to the arrest of the suspect, Ernesto Mercado y Procopio.
