1) INTRODUCTION:

Hello sir, first of all I am very happy to be here, thank for give me a chance to be here in this interview,
now please for me introduce something about myself: I am Phong, my full name is Nguyen Phong, I was
born in 1990 at Dak Nong province, highland West in Viet Nam, I had been married 3 years and I had one
son, he is over 2 years old. My hobby sport are football and swimming, in my free time I would like
reading book or hear music. I graduated from the University of transport in Ho Chi Minh city in 2012, my
major is navigation, I had 6 years experienced work on board, 4 years rating rank and 2 year third officer,
now I candidate third office in your company, my last vessel was container ship, her name E.R. London,
her GT over 66 thousand tons and her trading area around Mediterranean sea, Atlantic ocean and
Caribean sea. All above is summary something about myself, thank you for your listening!
2) THIRD OFFICER DUTY AND RESPONSIBILITY ON BOARD:
I understand third officer work direct under the chief officer and captain.
First: Keep navigation on bridge from 08.00 to 12.00 and 20.00 to 24.00, to ensure safe navigation all
time of duty and performance avoid collision at sea comply with COLREG 72.
Second: carry out maintenance, check and inspection all Life Saving Apparatus, Fire Fighting Appliances
follow inspection checklist and PMS (plan maintenance schedule) of company.
Third: Assist chief officer for cargo handling and ballast operation.
Fourth: Assist Master to record ship emergency drills and prepare arrival, departure documents.
Last: When ship handling or mooring third officer station on bridge for prepare bridge and carry out
captain, pilot order. Record all activities into Log book.
3) BRIDGE PREPARATION BEFORE SHIP DEPARTURE/ ARRIVAL:
1. Carry out check all item in departure/ arrival checklist.
2. Carried out testing/checking all navigational equipment (Radar, ECDIS, GPS, sounding,
AIS, Steering gear, air-horn, navigation light) - Steering gear test: + Turn on power, switch
to hand mode then steer rudder to hard STB to P. Test NFU mode also. => turning rate does
not exceed 28 seconds.
3. Carried out testing GMDSS equipment (Inmarsat C, MF-HF/DSC, VHF-DSC, NAVTEX,
NBDP, VHF- two way, EPIRB, SART).
4. Carried out test Telegraph and trail main engine (ensure no cargo operation, keep all
mooring line taut, gangway & propeller clear, fore & aft manning).
5. Prepare Pilot Card and keep bridge cleaned & tidy.
6. Completed departure/ Arrival checklist
7. Informed to Master (Bridge equipment & engine ready, Sir)
8. Record all activities to bell book.
4) GANGWAY WATCH PROCEDURE:
1. Checking ID card.
2. Asking for purpose visit.
3. Checking all items in bag.
4. Fill up information to visitor record book.
5. Give them visitor card.
6. Inform to duty officer/chief mate/captain.
7. Escort/accompany to designated area (ship’s office, captain cabin, smoking room and etc.)
8. Ensure keep gangway duty at all time.
9. Carry out security and fire patrol each hour.

6) How many type of lifeboat on board?
There are 3 type of lifeboat: it’s open lifeboat, enclosed lifeboat and free fall lifeboat.
EPIRB transfer 3 information, ship name, port registry, call sign, new EPIRB have ship position.
Rocket parachute flare: reach about 300m height from ship.
Work and rest hours: 14 – 10 – 72 – 77
SART usually test on radar X-band, 6 or 12 NM range, signal interval 3NM show on radar display are
many circle in the same central, range 6 NM are 11 hyperbola and bearing line, range 12 NM are 12
hyperbola and bearing line, SART signal on X-band 9mhz.
7) DAILY, WEEKLY, MONTHLY TEST & MAINTENANCE LSA:
1) DAILY INSPECTION:
Inspection LSA items in checklist weekly and monthly, beside I arrange time for post grease to rollers,
wheels of lifeboat, liferaft, check condition of all IMO symbols of LSA equipment, condition of all LSA
external.
2) WEEKLY TESTING AND INSPECTION
- All LSA external examination.
- Lifeboat, rescue boat engine test operate at least 3 minutes, ahead and astern test, rudder swing hard to
port and hard to starboard in good condition.
- Lifeboat batteries examination in good condition.
- Lifeboat and rescue boat davit moving test.
- General alarm and publication telegraph test in good condition.
3) MONTHLY TESTING AND INSPECTION
2.1 All life saving appliances (including lifeboat and rescue boat equipment) to be inspected, using a
checklist for onboard maintenance and records retained.
2.2 Examination and testing of fixed radio and searchlight, equipment in lifeboats and rescue boats.
2.3 Confirmation that battery charging arrangements from engines of lifeboats and rescue boats are
satisfactory.
4) QUARTERLY TESTING AND INSPECTION
3.1 Lifeboats and rescue boats to be launched and manoeuvred in the water.
3.2 Water spray systems on lifeboats to be tested in accordance with manufactures instructions and
flushed with fresh water on completion.
5) ANNUAL TESTING AND INSPECTION
4.1 Every inflatable life jacket, inflatable liferaft, hydrostatic release unit (other than those of the
disposable type) and marine evacuation system to be serviced at an accredited service station.
6) MAINTENANCE OF FALL WIRES
5.1 The condition of fall wires should be inspected during drills, with special regard being given to areas
passing through sheaves, and renewed when necessary or at intervals of not more than 5 years.
8) ZOC : ZONE OF CONFIDENT:
The Zone of Confidence (ZOC) value is dependent on the positional and depth accuracy of the survey
ECDIS display these CATZOC values in ENCs using a triangular or lozenge shaped symbol pattern. The
number of stars contained within these symbols denotes the CATZOC value. For example six stars are
given to the highest level of data quality (A1) and two stars to the lowest (D). A single star is not used to
avoid possible confusion with a rock symbol. Areas that have not been assessed for CATZOC are shown
as the symbol (U) for un-assessed
9) UKC: UNDER KEEL CLEARANCE:
The under keel clearance is a vertical distance between the deepest underwater point of the ship’s hull and
the water area bottom or ground. That clearance should be sufficient to allow ship’s floatability in most
un-favorable hydrological and meteorological conditions

11) BAC: BLOOD ALCOHOL CONCENTRATION:


For the first time under STCW, mandatory limits for alcohol consumption are also being introduced a
limit of not greater than 0.05% blood alcohol level (BAC) or 0.25 mg/l alcohol in the breath, although
individual flag states may choose to apply stricter limits. 0.05% * 4500ml = 2ml
12) ACTION TAKEN DURING ANCHOR WATCH:
1. Follow the Master’s Standing Orders or night order.
2. Check on my Ship and lookout another Ships in the Vicinity regularly.
3. Check on the Ship’s position, ship direction regularly, understand t idal and currents at the anchorage.
4. Display Appropriate Lights at night and restricted visibility.
5. Maintain VHF watch on local channel and channel 16 at all time.
6. Notice to Master/engine room when anchor is dragged.
7. Ensure security patrol carried out hourly around the ship.
13) ANCHOR RING AND DRAGGING SIGNAL:
Calculate the Swinging Circle: Swinging Circle (M) = L.O.A + Length of anchor chain – UKC. then setup
The swinging circle might vary with the changes in tidal levels and in weather. However, it is important
to have a fair idea of the radius around which the ship might move about. Base on swinging circle, if
vessel out of this circle, we need to inform Master/Engine room immediately.
Length of anchor chain / Cable = 27.5 meters
14) ANCHOR DIRECTION AND REPORT:

- I had studied, training follow ISPS Code, such as: Practice pirates, practice bomb onboard, stowaway
drill…
- ISPS Code means: International Ship & Port facility Security Code
- In ISPS Code have 3 security level
+ Level 1: means the level for which minimum appropriate protective security means shall be maintained
at all time
+ Level 2: means the level for which appropriate additional protective security means shall be maintained
for a period of time as a result of heightened risk of a security incident.
+ Level 3: means the level for which further specific protective security means shall be maintained for a
limited period of time when a security incident is probable or imminent, although it may not be possible
to identify the specific target.
NAME OF SECURITY LEVEL:
level 1: Normal, level 2: heightened, level 3: exceptional
MLC 2006 is mean: “Maritime Labor Convention 2006”. Being established in 2006, the convention have
been going into force since 20 August, 2013 and containing provisions regarding 5 main titles as: (1-
Minimum requirements for seafarers to work on a ship; 2-Condition of employment; 3-Accommodation,
recreational facilities, food and catering; 4-Health protection, medical care, welfare and social security
protection; 5-Compliance and enforcement).

22) 3 TYPES OF BALLAST EXCHANGE:


• Sequential: In this method the ballast tanks are emptied until the ballast pumps lose suction and then the
tanks are further stripped by eductor systems. This is followed by taking fresh ballast into the tank.
• Flow through method: In this method water in pumped into the tank and to allow it to overflow through
the air vent or dedicated overflow vents. Three times the volume of the tank is to be pumped through to
get a 95 percent efficiency of exchange.
• Dilution Method: In this method the tank has two openings; water is pumped in from one opening and
flows out through the other.
23) PASSING PIRATE:
When ship passing the area usually have pirate or we doubt there are pirate we must heighten lookout and
organize to prevent pirate onboard, SSO carry out prevent pirate procedure, all door and entrance into
crew living must close and lock, use barbed steel fence around ship side, operate fire pump system,
sprinkler system, fire gun, fire hydrant with nozzles keep them always operating around the ship. On
bridge should be keep heighten lookout by sight and radar to determine far dangerous target, standby to
connect with security authorities, and shipowner.
24) IALA:
Cadinal buoy: 2 colour black and yellow, in night white light.
North: 2 cone up, 2 part, up black, down yellow, 1 short flash continuosly.
East: 2 cone, upper up, lower down, body 3 part black - black – yellow – black, in 3 short flash intervel 2
seconds.
South: 2 cone down, black – yellow – black, 6 short flash interval 2 seconds.
West: 2 cone, upper down, lower up, 4 parts: black – yellow – black – yellow, 9 short flash interval 2
seconds.
Isolated danger marks: top 2 black ball, black – red – black, 2 short white flash repeat continuously in
night.
Safe water mark: column red and white, top mark one red ball, single white long flash ten seconds.
Special mark: top X shape, yellow, one yellow short flash
Lateral mark:

When do you call Captain go on Bridge?
1. When the weather became very bad, as restricted visibility below 3nm, Very strong Wind…
