AN ORDINANCE ADOPTING R.A. 8172 OTHERWISE KNOWN AS “AN ACT
PROMOTING SALT IODIZATION NATIONWIDE AND FOR RELATED PURPOSES
AND IT’S IMPLEMENTING RULES AND REGULATIONS”

EXPLANATORY NOTE
Whereas: Iodized salt is probably the easiest way to maintain sufficient iodine intake.
Not getting enough iodine in your diet can lead to problems such as an enlarged thyroid
gland (goiter) and an abnormally low level of thyroid hormones (hypothyroidism).
Whereas: Iodized Salt” is very important to prevent goiters caused
by iodine deficiency. However, it also helps to combat other lesser-known symptoms
of iodine deficiency like thyroid problems, squinting, deafness, breast cysts, and
developmental disorders.
Whereas: Iodized Salt is important Iodine because our body needs iodine to make
thyroid hormones. These hormones control the body's metabolism and many other important
functions. The body also needs thyroid hormones for proper bone and brain development
during pregnancy and infancy.
BE IT RESOLVED AS IT IS HEREBY RESOLVED, to pass the herein ordinance, thus,
BE IT ORDAINED by the Sangguniang Barangay of San Carlos in regular session
assembled, that;
SECTION 1. – TITLE. – An Ordinance adopting R.A 8172 otherwise known as “an act
promoting salt iodization nationwide and for related purposes and it’s implementing rules and
regulation.

SECTION 2. – OBJECTIVE.
To elicit full and strict compliance of R.A. 8172 otherwise known as “An Act for Salt Iodization
Nationwide (ASIN)”.
SECTION 3. – SCOPE. – This ordinance aims to protect and promote the health of the people,
to maintain an effective food regulatory system, and to provide the entire constituents of the
Barangay most especially women and children with proper nutrition and to promote the
nutritional fortification of food to combat micronutrient malnutrition as a priority health program
for the nation.
SECTION 4. APPLICABILITY. – All food outlets, carenderias, eateries, restaurants and stores
within the Barangay of San Carlos are hereby required to make available to customers only
iodized salt in their establishment. In areas also endemic to iodine deficiency disorders,
iodized salt shall be made available.
SECTION 5. MONITORING TEAM. – There shall be a monitoring team composed of the
Rural Health Midwife, Barangay Health Worker, Barangay Nutrition Scholar, and Barangay
Sanitary Inspector. City Sanitary Inspector to monitor compliance of this ordinance.
SECTION 6. PENALTIES. – Any person, business establishments/store owners/proprietors
and the like who violates any of the provisions of RA 8172 shall be punished by a fine of:
1. for the 1st Offense – not less than two hundred (P200.00) Pesos;
2. for the 2nd Offense – not more than three hundred (P300.00) Pesos
3. for the 3rd & final Offense – not more than five hundred (P500.00) Pesos
SECTION 7. Repealing Clause. – All previous ordinances, rules and regulations inconsistent
with this Ordinance shall be deemed repealed or modified accordingly.
SECTION 8. Reparability Clause If for any reason any part or provision of this Ordinance
shall be held unconstitutional or invalid, other parts of provisions hereof which are not affected
thereby shall continue to be in full force and effect
SECTION 9 EFFECTIVITY - Clause This Ordinance shall take effect thirty (30) days After its approved
by the Sangguniang Panglungsod.
