Science, Tech, and Nation Building in PH

This module discusses the role of science and technology in nation-building in the Philippines. It covers the development of science and technology from the pre-colonial period, where early Filipinos applied scientific principles like herbal medicine and farming systems, to the colonial period, where infrastructure like roads and bridges were built. It then discusses the post-colonial period and the government policies and institutions established to promote science and technology under presidents like Marcos. The objectives are to explain the application of science by early Filipinos, discuss government policies and their importance, and examine the role of science and technology in nation-building.

Module 3: SCIENCE, TECHNOLOGY AND NATION BUILDING

Overview

The development of science and technology in the Philippines has already come a long way.
Many significant inventions and discoveries have been accomplished by or attributed to
Filipinos. This module tackles how the development of science and technology affect the
development of the Philippines as a nation.

Objectives

At the end of this module, the students should be able to:

1. Explain how early Filipinos applied scientific principles in their daily living;
2. Present government policies on science and technology and explain their importance to
the nation; and
3. Discuss the role of science and technology in nation-building.

Module Contents

PRE COLONIAL PERIOD

 Filipinos used plants and herbs as medicines.

 They implemented farming and animal-raising systems.
 They developed different modes of transportation (terrestrial maritime).
 Cordillera natives built rice terraces incorporating complicated irrigation systems.

COLONIAL PERIOD

 Colonization by the Spaniards provided the Philippines with modern means of

construction.
 Spaniards built roads, bridges, and other large infrastructures.
 They developed health and education systems enjoyed by the principalia class.
 Americans established Bureau of Science to nurture development in science and
technology.

POST-COLONIAL PERIOD

 After achieving independence from the colonizers, the Philippines, under different
administrations, continued to pursue programs in science and technology.
 President Marcos established Philippine Atmospheric Geophysical and Astronomical
Services Administration (PAGASA), National Academy of Science and Technology (NAST),
National Science and Technology Authority (NSTA) now known as Department of
Science and Technology (DOST).

Self-Evaluation

A. Activity

Make a timeline to trace the development of science and technology from Pre-colonial to Post-
colonial period and state what you have observed/discovered during each period.

B. Supplemental Activity

A. Instruction: Name one President after former President Ferdinand Marcos and identify
achievements in the field of science and technology under his/her administration.
Trace how he/she helped shape the Philippines as a nation.

B. Questions

1. What do you think are the major contributions of the Philippines to the field at present?
2. What policies do you want the government to implement in the near future?

The Bureau of Science, established by the Americans, played a crucial role in systematizing scientific research and education in the Philippines. It prioritized advancing agricultural science, public health, and industrial development. This institution cultivated scientific inquiry and experimentation, contributing to technological progress and fostering an environment where scientific research was an integral part of national development .

Postcolonial administrations in the Philippines have pursued scientific programs to foster nation-building by integrating advanced technology into various sectors. This includes improvements in education, agriculture, health services, and infrastructure development led by institutions like DOST and PAGASA, which have bolstered economic development, addressed social challenges, and improved overall quality of life .

Advancements in science and technology during colonial periods primarily benefited the principalia class, creating a social structure where access to education and health services was limited to a select few. This exacerbated social inequalities but also laid the foundational systems for future public services, highlighting the disparities in resource distribution and education access .

Future government policies could focus on increasing research funding for sustainable technologies, improving STEM education access across regions, and incentivizing private sector partnerships for technological innovation. Additionally, policies should aim to integrate science in local governance to address climate change, improve agricultural productivity, and enhance disaster resilience, ensuring comprehensive national development .

Government policies have been crucial in supporting science and technology development in the Philippines by providing a structural framework for research, funding, and technology dissemination. Policies led by institutions such as DOST have driven innovation, improved technological capacities, and facilitated international collaboration, playing key roles in national development and economic stability .

Early Filipinos applied scientific principles through their use of medicinal plants and herbs, implementing farming and animal-raising systems, developing transportation modes, and constructing the rice terraces in the Cordilleras with complex irrigation systems . These practices demonstrate a sophisticated understanding of biology, agriculture, and engineering principles.

The historical development of science and technology in the Philippines highlights the importance of inclusive policy-making, education access, and infrastructure investments to drive sustained growth. Future policies should focus on equitably distributing technological benefits and fostering collaborative research environments to maintain economic competitiveness and national resilience .

Early transportation developments reflected scientific understanding through the construction of various terrestrial and maritime modes, including boats designed for specific waterways and terrains. These innovations demonstrated knowledge in physics and engineering principles, facilitating trade and cultural exchange across different regions .

Spanish colonization significantly impacted Philippine science and technology by introducing modern construction techniques, thereby providing roads, bridges, and large infrastructure. These developments aided economic growth and improved transportation. Additionally, the establishment of health and education systems, though primarily benefiting the principalia class, laid the groundwork for future public services .

President Marcos' establishment of PAGASA and NAST was significant for organizing and promoting scientific research, technology monitoring, and weather forecasting. These institutions not only enhanced technological infrastructure and research capabilities but also provided vital data for agriculture and disaster management, significantly contributing to socioeconomic development and national resilience .
