Chapter 4. Philippine Professional Standards for Teachers and Attributes of 21st Century
Filipino Teachers.

This chapter discuss about Philippine Professional Standards for Teachers (PPST). Legal
bases of PPST it say that the recent past, the professional competencies of teachers were
defined using the National Competency Based Teachers Standards (NCBTS) through CHED
Memorandum No. 52, s. 2007 and DepEd Order No. 32, s. 2009. Eigth years later and with so
many changes that are happening not only in the Philippines but also on the ASEAN region and
other parts of the globe, DepEd Order no. 42, s. 2017 was passed directing the national
adoption and implementation of the Philippine Professional Standards for Teachers (PPST) And
The Paradigm Shift: NCBTS to PPS, it is Quality teaching results to quality learning. The key to
quality learning outcome is having quality teachers who provide quality instruction. This is
DepEd’s philosophy behind the paradigm shift for the professional standards for teachers in the
Philippines.

In this chapter its also discuss the 4 main reason why the NCBTS was changed to PPST,
namely. First is the k-12 education reform program ( [Link]. 10533 ) 2nd is Asean integration,
third is globalization and that last is Diverse Native of Learners of 21st century learners. They
also discuss about the AIMS of PPST. They say that this is based on the principle of lifelong
learning of teachers which is part of their continuing professional development and
advancement. As the saying goes, Once a teacher, always a learner. It Set out clear expectations
of teachers along well-defined career stages or proessional development from beginning to
distinguished practice. Engage teachers to actively embrace a continuing effort in attaining
proficiency, and Apply a uniform measure to assess teacher performance, identify needs, and
provide support for professional development.

And also the definition of PPST Terms, which is A standard means criterion, benchmark,
model, measure, and paradigm. In this regard, the PPST as a standard means setting the
criteria, benchmark, model, measure, and paradigm for a quality Flipino Teacher. Domain is
defined as broad conceptual sphere of teaching and learning practices defined by specific
strands in the set of professional standards for teachers. A strand is a more specific dimension
of teacher practice under every domain in the set of professional standards for teachers.
Indicators are concrete, observable and measurable teacher behaviors/practices covered in
every strand in the set of professional standards for teachers. This chapter also explain the
Changes in the Domains from NCBTS to PPST The discussant say that The PPST is built on
NCBTS, thus, it complements and continues the reform initiatives on teacher quality from pre-
service education to in-senvice training started in NCBTS. The difference of the PPST from
NCBTS is that PPST articulates what constitutes teacher quality in the K to 12 Reform through
well-defined domains, strands, and indicators that provide measures of professional learning,
competent practice, and effective engagement. This set of standards makes explicit what
teachers should know, be able to do and value to achieve competence, improved learner
learning outcomes, and eventually quality education.
