Transfer of CDA Audit Jurisdiction

The Commission on Audit passed Resolution No. 2017-022 to transfer the audit jurisdiction over the Cooperative Development Authority (CDA) from the Department of Finance to the Office of the President. This was due to an Executive Order transferring the CDA from the Department of Finance to the Office of the President. The resolution formally changes the audit jurisdiction over the CDA from the Department of Finance cluster to the Office of the President cluster within the Commission on Audit's structure. The resolution took effect immediately upon passage.

SUBJECT Transfer of audit jurisdiction over the Cooperative


Development Authority from the Department of
Finance, Cluster 2 - Legislative and Oversight, to the
Office of the President, Cluster 1 - Executive Offices,
both of the National Government Sector, this
Commission

WHEREAS, under Commission on Audit (COA) Resolution No. 2012-019 dated


December 20, 2012, adopting the Revised Restructure of the National Government Sector
(NGS) and the Corporate Government Sector (CGS), the audit jurisdiction over the
Cooperative Development Authority (CDA) is with the Department of Finance (DOF),
Cluster 2 - Legislative and Oversight, NGS, this Commission;

WHEREAS, pursuant to Executive Order (EO) No.1 dated June 30, 2016, the CDA
was transferred from the DOF to the Office of the President (OP), repealing for the purpose
EO No. 332 dated July 16,2004;

WHEREAS, in view of EO No.1 dated June 30, 2016, there is a need to transfer the
audit jurisdiction over the CDA to the OP, Cluster 1 - Executive Offices, NGS, this
Commission;

NOW, THEREFORE, premises considered, this COMMISSION HAS


RESOLVED, AS IT DOES HEREBY RESOLVE, to transfer the audit jurisdiction over
the CDA from the DOF, Cluster 2 - Legislative and Oversight, to the OP, Cluster 1 -
Executive Offices, both of the NGS, this Commission.

This Resolution shall take effect immediately.
