Preface

Govt. Degree College, Paderu is situated in the remote agency area of Visakhapatnam district in Andhra

Pradesh at an altitude of 2400 ft. The place is a revenue divisional head quarters and head quarters of

Integrated Tribal Development Agency (ITDA). The College was established in 1985 to give

opportunity for the people of the hill area with predominant tribal population to pursue Higher

Education. For over two decades, this Institution was the only Higher Educational institution meeting

the educational needs of 19 taluks. Thousands of people were benefitted educationally due to this

College. The students are from very poor Scheduled Tribe background. The admitted strength used to

be more than 5000 as against the sanctioned intake of 900. In the recent years, the government

sanctioned 3 more Govt. Degree Colleges in this area keeping the strength regulated to 1152 against

sanctioned intake of 950. Thus, there is a better opportunity for providing Quality Education to the

Students with the much improved teacher to student ratio. The state government funds, ST sub-plan

grants released by the Central Government and funding by the UGC are the feeding sources for catering

to the financial needs of the college.

The College is recognised by the UGC under 2f & 12 b since 1993 and has been receiving

UGC Grants regularly. The College has received 24.00 lakh under UGC XII Plan. The College was

accredited with “B” Grade with 2.28 points Grade points on a 4 point Maximum Scale of NAAC

assessment in 2008. Efforts have been put forward for going for Cycle-2 of NAAC assessment and the

College has been preparing for NAAC in June/July-2018. The College is regularly updating its data

with regard to AISHE for the last 3 years and had participated in NIRF -2017.

With regards to Infrastructural facilities, this College has 27.23 Acres of own land in which 5

building blocks have been built. New building consisting of 12 Additional Class Rooms is being

constructed with ST Sub- plan grant. There is huge demand for admissions into the College mainly due

to good Faculty team and reasonably good infrastructural facilities. The College has been offering nine

streams in B.A., [Link] & [Link]. Courses. From the coming academic year i.e. 2018-19, the college will

be offering post graduation in Telugu.

The college unit of Jawahar Knowledge Centre (JKC) is consistently striving to help students

learn and practise employability skills. The students from poor and marginalized sections of the society

are encouraged through training to compete with their urban counterparts. JKC unit is armed with

English Language Lab (ELL) for developing English speaking skills and fluency among the students.

JKC unit is also actively involved in offering foundation course, a job oriented training course

developed by Tata Institute of Social Sciences (TISS) and organized by AP state government.

The Teaching methods are mostly traditional and recently ICT based and virtual class room

methods have been introduced. But these efforts are meeting partial success due to poor internet

connectivity and poor power supply. The local power and internet problems and weather conditions are

a great hindrance to the internet connectivity and incessant power supply.

The College has good Library and good Gymnasium and students use them to optimum level.

The Students get Social welfare Scholarships and merit based Scholarships from Hindustan Petroleum

Corporation Limited and Coffee Board- both are Central Govt. Undertakings. The College is under the

administrative control of the State Govt. and Academic control of Andhra University, Visakhapatnam.

At the College level, all the activities are supervised by various Committees and Internal Quality

Assurance Cell (IQAC) and above all by College Planning & Development Committee.

The college has a junior national champion in Mr. G. Bairagi Naidu in archery. The tribal youth

with strong built are exceptionally good in archery, volley ball, long jump, high jump and other track &

field events.

The college undertakes extension activities through two units of NSS and is involved in all

social responsibility activities through Janmabhoomi and other such programmes. The college maintains

eco-friendly relations with the environment and tries to keep the college Clean & Green, particularly

free from plastics. The college is eagerly waiting for RUSA grants to make itself into a Model College

to meet the growing technological and academic needs of the people of this area.

In essence the college has been striving to live up to its vision “to impart quality and value

based education for better employment and better citizenship”.

Proposal for Financial Assistance under RUSA

1. Objectives of the proposals

UG education has been scaled up with the introduction of choice based credit system

(CBCS) and on its part the college will be introducing new market oriented courses designed

by commissionerate of collegiate education (CCE, AP). The college is planning for expansion

and modernization of existing infrastructure for UG education (viz. Laboratories, Library,

Networking, Smart classrooms) and creation of a centralized computing and instrumentation

facility with sophisticated equipments relevant to growth of different specializations and

centralized digital library facility. The institution pledges to enhance IT facilities for enhanced

technological exposure to the student community. The institution envisages a comprehensive

faculty development programme to encourage innovative teaching practices, outcome based

education, and research based pedagogical tools (RBPTS) for the all-round development of the

student through participation. The institution has a strategic plan for enhanced participation in

academic, administrative and financial affairs. Sport is another vital area that needs a

comprehensive approach for tapping the local talent. The college is committed to laying an

athletic track and modernisation of gymnasium. For a college situated in remote tribal place at

an altitude of 2400 ft, non-availability of moderate residential accommodation facilities for

teaching staff is a matter of concern and the college is committed to providing moderate

residential facilities to its staff.

3. Brief introduction of the institution

3.1 Brief history of establishment

The College had a humble beginning with two rooms in the year 1985 with 27 students in
Arts and Commerce located in the Government Junior College Paderu and the next year
strength increased from 27 to 58 out of sanction strength of 80. In the Same year Project
Officer ITDA sanctioned hostel facility to the 18 ST students.
His Excellency [Link] Dayal Sarma, the then Hon’ble Governor of Andhra Pradesh
inaugurated the college on 6-11-1985 on the acquired premises. In due course it developed its
own campus in serene atmosphere in an extent of 27 acres with Permanent buildings in a
plinth area of 2580 sq. m. The construction work was executed by the Tribal Welfare
Engineering Department. The new building block of seven class rooms was inaugurated by Sri.
K. Vijaya Bhaskara Reddy, the then Chief Minister of Andhra Pradesh on 02-09-1994.

3.3 Details of affiliation

The College is affiliated to Andhra University for all the nine under graduate (UG)

programs offered.

3.4 Progress of institution since establishment

As already stated, the College had a humble beginning with two rooms in the year 1985 with

27 students in Arts and Commerce. Now the strength has increased to 1152 giving

educational facility and opportunity to a large number of ST students in the state of

Andhra Pradesh.

The College was provided permanent affiliation under 2(f) & 12(b) by UGC in the

year 1998. During the 9th paln period UGC has provided a central assistance of 2.8 lakhs with

which Science equipment and Library books were procured.

The Restructured Science Courses, like Physics, Mathematics, Computer Science,

Botany, Zoology and Horticulture are introduced in 1998 under the leadership of Sri.

[Link] Rao, the then principal. This facilitated access to studying science subjects for the

students of this remote tribal area.

Smt. D. Mary Vijaya Kumari, Hon’ble Member of Parliament provided 9.50 lakh from

M.P. Lads funds in the year 2001 for the construction of Computer Lab and she has

inaugurated the Lab on 6th April 2001. Identifying the need of the students, BA Program with

History, Politics and Special English and History, Politics and Special Telugu were

started in the year 2002.

The Hon’ble Director of Higher Education has sanctioned 3 lakh towards the

construction of 3 rooms on the first floor during the year 2003. Smt. M. Mani Kumari, Former

Tribal Welfare Minister of the state of A.P., brought 35 lakh Government funds for

construction of another 11 rooms. The construction of these class rooms was completed by

R&B Department during the academic year 2004-05. Another 10.5 lakh were sanctioned from

Government funds by Dr. K. Lakshminarayana, the Hon’ble Commissioner of Higher

Education for renovation works.

To accommodate the students of far flung areas, there are two well established hostels

for ST boy and for ST girl students. The college has carved out a niche for itself in the field of

financial jurisprudence by ensuring transparency in all its financial transactions. It’s a matter of

pride to mention that a number of tribal students after graduation in this college have pursued

post Graduation course and some of them are now working as junior lecturers and lecturers.

The college will be starting a post Graduation Course in Telugu from this academic

year i.e. 2018-19 onwards.

3.5 Current status – NAAC

4. District profile

The Visakhapatnam District, situated in the north coastal Andhra Pradesh on the shores of Bay

of Bengal and Eastern Ghats. The district, with an area of 11,161 [Link] situated between

17041’18.16” North and 830 13’ 07.53” East Cordinates.

The district is divided into 43 revenew mandals including one urban mandal.

As per the 2011 census, the population of the district is 42, 88,113. This district is ranking 44th

(out of 640) and 5th in the state. This district has population density of 384 inhabitants per Sq.

Kilometer. Population growth rate over the decade 2001-2011 was record 11.89%. The district

has a sex ratio of 1003 females for every 1000 males, outnumbering male population with sex

ratio of 1003:1000 which is much more than the state’s sex ratio of 993 and national sex ratio

of 940.

4.2 Literacy and Educational Levels in Tribal Communities in Andhra Pradesh

Literacy and level of education are two basic indicators of level of development achieved by

individual/group/society. Literacy results in more awareness besides contributing to over all

improvement in quality of life, health & hygiene and other social conditions.

As per 2011 census, the percentage of literate persons among ST population is 37, which

is far lower than reported 60.5% of the entire state. As against general literacy rate of 61.01%,

literacy among the tribals is 17.16%.Among all the STs, graduates and above form meagre

1.8%.

 There is dire need to increase the number of graduates, post graduates and Doctorates

among STs.

 GDC, Paderu has been contributing a lot with regard to imparting quality education to

UG students as well as PG students of tribal communities.

5. Profile of the College

The Government Degree College, Paderu was established in 1985 and completed 33

years of its mammoth service in fulfilling the educational needs of tribal students in the field of

Higher Education . It is almost the first and the oldest college in Andhra Pradesh imparting

quality education to tribal students in particular over 3 decades having been geographically

situated in remote and hill area in Visakhapatnam District of Andhra Pradesh state. There is

huge demand for admissions into the College mainly due to good Faculty team and reasonably

good infrastructural facilities. The College has been offering nine streams in B.A., [Link] &

[Link]. Courses. From the coming academic year i.e. 2018-19, the college will be offering post

graduation in Telugu.

 The College can become a knowledge Centre, if facilities like internet connectivity are
improved

 Exposing students to the latest trends by providing latest laboratory equipment

 Students need enhanced motivation for pursuing PG

 Students need enhanced motivation for giving them sufficient confidence to seek employment
opportunities on par with their urban counter parts

 Industry-oriented learning for immediate absorption in industry

 Improve learning by doing culture in the student community by following RBPTS

 The institution can become a Research Centre, if facilities are enhanced

 The Institution has all that is required to make it a model College, if all the posts are filed up by
regular teachers and if residential facilities are provided

 The remarkable athleticism of the tribal youth is to be tapped for producing many more national
champions who shall bring laurels to the country as well as to the game

 College with 27 acres of land has a potential for developing a state-of-the-art athletic track for
the benefit of the students

 Modernization of gym to bring out healthy physique required for participation in various sports
and games at district, state and national level

 Old and worn out buildings partly due to wet weather conditions prevailing in agency area.
