CHAPTER I

INTRODUCTION

Background of the Study

The course of Criminology or Criminal Justice Education is a four (4) year course or

bachelor degree program to those who want to have a profession in the field of Law enforcement,

crime detection, investigation, juvenile justice administration and correction administration. The

leadership, responsibility, and sincerity of the graduates can exploits in serving the people,

community and our country.

Education is the most essential asset of every individual. The survival of economic

stability is dependent to the quality of educated people to have a better human resources and

economic development that can have greater chances of changing the economic development.

Education is process into individual to help them to more productive, liberate people from

ignorance, and poverty. The maintaining curriculum of BSIT of CSPC was producing graduates

than can compete confidently into local or international. Having educational attainment can help

the social problem like unemployment (Balingbing, 2014). According to (Aquino, Estelito J.

Punongbayan, Lydia P. Macalaguim, Simeona M. Bauyon, Roman A. Rodriguez, & Quizon,

2015) explained the tracers study to enable to know the result of education assessment and the

institution training to examine and evaluate the current carrier or employment of the graduates.

The result of the survey helps to improve the program to produce more competent and qualified

for labor market.

Our economy was ever-changing and the labor market was highly competitive, the

educational system school in the Philippines is being challenged to produce educated graduates to

guarantee the continuity of the country’s development. It seems the higher education was lacking:

there are many graduates that qualify for the profession or carrier but insufficiency of graduates

with qualification or related skills. All universities preserve the name of the school or maintaining

the quality of education given to students improve themselves or prepare them to transition of job

in the future. The institution give the effort to provide the needs of the student with quality
education such as providing facilities and instructional materials as well as improving learning

experiences and the environment to ensure that the graduates was acquired the standard

competencies that will prepare them to meet the challenges in their chosen profession And also

the financial problem to support the individual in the needs of student but the government was

aware in this fact and they consider implementing a free education. We have a free higher

education act which is Republic Act (RA) No. 10931, otherwise known as the Universal Access

to Quality Tertiary Education Act is “an act promoting universal access to quality tertiary

education by providing free tuition and other school fees in State Universities and Colleges,

Local Universities and Colleges, and State-Run Technical-Vocational Institutions, establishing

the Tertiary Education Subsidy and Student Loan Program, strengthening the Unified Student

Financial Assistance System for Tertiary Education, and appropriating fund therefore,” as stated

in the title of the Law. Signed by the President Rodrigo Duterte on 03 August 2017 (UniFAST).

Where all the Filipino can have a quality education in public or private university, student who

are academically able.

Employability define as the capability of employment to move self-sufficiency or strategic

within the labor market to discover the potential through sustainable employment (Hillage &

Pollard, 1999). In the study of (WEST, 2000) the objective of higher education and

employability, is to train the employability skills that prepared by the higher education into the

offered courses for the career or profession which examined and critically evaluate of institution.

In the times come when finding the job getting tougher due to the increasing demand of employer

and number of growing competent job seekers. The employability is one of the controversial

issues due to the profession or qualification that not reach during the higher education.

In other words, the higher education in the Philippines was failed to prepare and train the

graduates for the qualification of the employers which expecting a development through

education. Philippines is a developing country in Asia that facing the high unemployment rate

and underemployment rates. In the report from ((Sgd.) DENNIS S. MAPA, 2020) Stated the
unemployment rate increase to 10.0 July 2020 from 5.4 percent that caused by the pandemic. The

unemployed people was increased from 2.13 thousand to 4.57 million, while the number of

employed dropped by 1.21 thousand to 41.31 million. The labor of force participation rate was

61.9 from 62.1 the prior year. The employed workers in the service's total were 48.2 percent,

followed by agriculture (32.5 percent) and industry (19.3 percent) in the Philippines.

Laguna State Polytechnic University–Lopez Satellite Campus (LSPU-LSC) was

established in 2012 on Brgy Hondagua Lopez Quezon which is a public university, the first batch

of criminology has encountered a lack of facilities and laboratories yet some of them were a

successful person today or they make their self be a law enforcer or government employee

serving public citizen. The situation is such concern of the unemployed graduates that are not

sufficient to reduce unemployment because of population growth and increasing labor force

participation. Having higher economic growth and moderation in producing quality graduates can

reduce unemployment.

The tracer study will determine the strength and weakness of the program, activities to

enhance the learning method of the student, and to know the relevance of instructions and the

strategy of faculty and the result of the study will help to improve the program. The researchers

conclude that the graduate tracers’ study provides a good relationship between the graduates. The

researchers create a graduate tracer system of Criminology students on LSPU-LSC. The graduate

survey will provide the experience about the whereabouts of graduates, which can help to

specification among administrators, faculty, and students. The study aims are to trace the batch of

criminology graduates in the year 2016-2017 to know the employment history after graduation, to

know what programs help them to be competent, effective, and efficient in their current

occupation. The researchers want to know the following question: The demographic profile of the

respondents? The reason why unemployed? And If the skills learned was relevant to their job?.

The result of the study will apply to the student who still studying at the University of LSPU –

LSC that can improve the degree program of criminology and also other courses.
Theoretical Framework

“Deming’s theory of profound knowledge is a management philosophy grounded in

systems theory. It is based on the principle that each organization is composed of a system of

interrelated processes and people which make up system’s components. The success of all

workers within the system is dependent on management’s capability to orchestrate the delicate

balance of each component for optimization of the entire system.”

William Edward Deming create this theory is an approach that is widely used in most

organizations; especially in educational institutions can the students would transform o produced

quality gradates. To keep in touch and maintain record of their students once they have graduated

from the institution. Through the graduate tracer study to evaluate of the education received by its

graduates, knowing the placements and positions of graduates in society.

Conceptual framework

Scope of limitation

The research is about “TRACER STUDY OF BACHELOR OF SCIENCE IN

CRIMINOLOGY GRADUATES BATCH 2016 – 2017 AT LAGUNA STATE POLYTECHNIC

UNIVERSITY -LOPEZ SATELLITE CAMPUS” it aims to know the employability status of the

graduates and to know the relevance of the degree course to their present job. The survey

questionnaire will be conducted through online communication which is approximately 41


graduates will be answer the survey; it will be easiest way to contact them. The information will

be given will be confidentially between the researcher and the respondents such as the general

information that will be given because of the privacy of their personal and for their safety

Significance of the study

The finding of the study will benefit to the following:

University – the result of the study can be used of the institution to the revision of the program to

have a plan to give better education of criminology students. And also the communication to the

alumni can help to give the evaluation.

Students – this can give guide for those enrolled criminology student for the knowledge and

skills can be advice by the graduates.

Future researcher – this study can be their relevant references or guide for the research they will

conduct.

Definition of terms

Accreditation – to recognized ( an educational institution) as maintaining standards that qualify

the graduates for admission to higher or more specialized institutions or for professional practice.

BSIT – Bachelor of Science Information technology the course given by the Camarines Sur

Polytechnic Colleges in Nubua , Camarines Sur

LSPU- LSC– Laguna State Polytechnic University – Lopez Satellite Campus was one of the

public University in Lopez Quezon.

Parastal – ( of an organization or industry) having some political authority and serving state

By understanding how education impacts career success, institutions can adjust curricula, enhance instructional methodologies, and improve resources, ensuring they train students in relevant, marketable, and competitive skills, ultimately fostering educational reform .

Tracer studies help improve curriculum quality at educational institutions like LSPU by identifying both the strengths and weaknesses of current programs. They assess the effectiveness of educational training in preparing graduates for their careers and determine whether the curriculum aligns with labor market demands. By analyzing outcomes such as employment histories and skill relevance, institutions can make informed changes to enhance learning methods, update instructional materials, and refine course offerings, ultimately ensuring that graduates meet industry standards and become employable .

The tracer study aims to identify gaps in skill relevance and employment history to improve educational programs .

The relationship between higher education and employability is controversial in the Philippines because, despite increased access to education through reforms like the Universal Access to Quality Tertiary Education Act, there is still a significant mismatch between educational outcomes and labor market needs. The document points out that graduates often lack the skills or qualifications demanded by employers, contributing to high unemployment even among degree holders. This indicates systemic issues within the higher education system in adequately preparing students for employment and aligning educational objectives with economic demands .
