RESOLUTION
This was an inquest case referred by the Regional Chief of
Police of the PNP against Wencislao Tulao (aka Kumander Islaw),
JOAQUIN JAVIER (aka Kumander Waki) and Francisco Moreno (aka
Ka Isko), for violation of Republic Act No. 9851, Republic Act No.
11188 and RA 10530.

Respondents, who were assisted by their counsels, were duly


informed of their right to a preliminary investigation. They availed of
said right. Hence a preliminary investigation was conducted.

Based on the evidence adduced, the following are the


antecedent facts established:
This Office now resolves.

Wencislao Tulao aka Kumander Islaw

Joaquin Javier aka Kumander Waki

Francisco Moreno aka Ka Isko

WHEREFORE, in view of the foregoing, it is recommended that


the following informations be duly approved and filed in Court:
