deptt. However, if the defects occur due natural calamities or due to misuse by the user occupant, the
same shall not be imposed on contractor as defect rectifications. Generally the defect liability period is

transformers are used to supply power for general purpose. The minimum standard rating is 5 KVA.

full load which is measured in ratio of output kWh to input kWh during 24 hrs of a day.

Ans : The Civilian personnel employed in the MES are classified as follows :-

(b) Quasi permanent : The temporary employees personnel who have been duly appointed quasi-
permanent in accordance with the conditions laid down in ‘Civilian in Defence Services’ Rules 1949.
(c) Temporary : Such personnel may be engaged as required in order to supplement the

(a) Casual : The industrial personnel engaged as required on a monthly or daily basis for

Ans : IEM is auth for Commands and ESDs. The duties of IEM are as under :-
(a) IEM Carried out periodical inspection of all station which are under his particular formation.

(c) Regulation test for boilers, machinery etc are carried out and proper records are kept.

Ans : The duties of BSO in GE Office are as under :-
(a) A BSO posted as an assistant to GE and responsible for the efficient functioning of Barrack/stores
branch in the division.
(b) He will responsible that, furniture and divisional stocks are properly and economically maintained
and losses and irregularities promptly investigated and reported to the GE.
(c) He will ensure that stock taking is regularly carried out and action to deal with discrepancies
taken without delay.
(d) He will ensure that half yearly inspection of furniture is regularly carried out, necessary repairs
executed without delay and prompt action taken in respect of unserviceable furniture.
(e) He will arrange procurement of stores required for the recoupment of divisional stock.
(f) Prepare estimates for new supplies and renewals of furniture and check estimates for repairs.
(g) Maintain liaison with Station staff and units in connection with barrack duties and revenue
matters and represent the GE on Quartering Committees.

Ans : (a) The primary duties of JEs (both E/M & Civil) are to assist the Engr-in-Charge in all his duties for
carrying out maintenance service efficiently.
(b) To ensure that the Govt stores collected from various sources for maintenance services.
(c) To ensure that, the stores issued to contractors (under Sch ‘B’) are stored properly at site as
well as incorporated fully in works.
(d) To ensure that, the stores issued to DEL are properly utilized in the maint/repairs and there is
no misuse of pilferage of stores issued to DEL. He will carry out periodical checks on stores accountings
in maint sotres.
(e) To ensure proper projection of stores demands and ensuring stores provisioning of scarce items
and for the proper maintenance of Govt assets.
(f) He should associate fully in man-management of DEL in his section and ensure proper assigning
of maint works to the respective tradesmen and their daily progress in monitored.
(g) To record in MBs, the proprietary articles, measurements for the maint services for TC/Minor
wks, Revenue wks and major wks as applicable.
(h) He will responsible for preparation of DOs where necessary, contracts being supervised by him.
(j) He shall place demands indents with Div Stock for maint stores reqd for carrying out the maint
tasks and shall initiate action to replenish the stores through Div stocks/Bazar supply.
(k) He shall check periodically the tally cards/stores-in-hand ledger, register of consumable
mtrl/scrap retrieved during main and shall be responsible for proper accounting of the same.
(l) He shall supervise all maint works done through DEL as well as TQ and ensure the maint service
to be executed are of the highest order and to the satisfaction of users.
(m) He is responsible for the supervision of works (Project and Maint) in his charge and he will carry
out inspection of bldgs every month and execute repairs where necessary.
(n) He will assist the AGE in maintaining budget accounting and preparation of replies for audit
objections, TE observation.
(o) He will assist the AGE in drafting of annual maint pgme for the year in liaison with the user
units/Domestic accn through periodical regular visits and assuring the repairs/maint to be carried out
during the year. The maint pgme shall be got approved from the station authorities.
(p) He should also ensure that the unit demand register for married accn should be signed in order
to take notice of complaints for daily maintenance as well as making provisioning in the maint pgme.

Ans : 1. Original works are those wks, which comprises works services like construction of bldgs, workshops,
storage depots etc including their internal fittings and fixtures as well as roads, runways, blast pens, marine
works, E/M services, water supply, drainage, other utility services, arboriculture, ranges, furniture etc. For
administrative purpose original wks are divided into the following categories :-
(a) Major Capital Works : Original Works costing Rs 15 Lakhs or more.
(b) Low Budgeted Works : Original Works costing more than Rs 2.0 lakh but less Rs 15 Lakhs
(c) Revenue Works : Original Works costing more than Rs 1.0 lakh but not exceeding Rs 2 Lakhs.
(d) Minor Works : Original Works costing not more than Rs 1.0 Lakhs.

Ans : Repair works : Repairs works comprises of, all maint and periodical services, renewals and
replacements as well as alterations and improvements necessitated by technical or engineering reasons
These are classified into two broad categories
(a) Ordinary repair :- These wks are further sub divided as under :-
(i) Petty repairs
(ii) Periodical services
(iii) Replacement & renewal costing upto 1.5 lakh
(iv) Repairs renewals & replacement of E/M installation costing upto 2 lakh in each case.
(v) Replacement of furniture of value upto 50% of annual allotment for maint of furniture
(b) Special repairs : Consist of renewals and replacements as well as alterations and improvements
costing beyond the monetary ceilings for ordinary repairs in each case.
27. Explain in brief the Engineer services.
Ans : The Engineer Services comprises the followings :-
(a) Original works : Provision of buildings, docks, airfields, etc together accessory services such as
roads, electric and water supply, drainage, furniture etc and internal fixtures.
(b) Maintenance Services : It includes repairs, renewals and upkeep of the works referred to in (a)
except as otherwise provided in RMES.
(c) Maintenance and operation : M&O of certain installations, such as electric power station,
pumping stations, sewage disposal works etc.
(d) Hiring and payment : Hiring and payment of rent, rates and taxes in respect of lands, buildings
and railway sidings and the payment of bills for electric energy and water obtained from municipalities
or other boides.
(e) Assessment of rent : Assessment of rent, and furnishing of necessary particulars to the DAD to
enable them to collect rent for quarters and charges for furniture, electricity and water etc. in certain
the actual collection of such recoveries is the responsibility of the MES.
(f) Provision and holding : Provision and holding of stores, plants and machinery required for works,
engineer units and mobilization reserves.
(g) Caretaking of Defense services : Caretaking of defence services, buildings, airfields etc when
not in use.
28. Explain in brief priorities of work for the annual maint program..
Ans : As per DWP 2007, a BOO and conference is held by Station commander with Local engineer
authorities and OC/QM units to discuss and finalize annual maintenance program of the station.
The Priorities will be allocated based on consideration given as under :-
(a) Priority-1 : Works required for ensuring structural soundness, enhanced life and utility of
Government assets as well as safety of these assets against damage due to natural or unnatural
causes.
(b) Priority-2 : Maintenance and repairs necessitated for ensuring a high standard of hygiene,
sanitation as also providing hazard-free and secure occupancy to users.
(c) Priority-3 : Periodical services.
(d) Priority-4 : Items which might have been left from the previous year maint program.
(e) Priority-5 : Other general repairs and maintenance.
Similar action will be taken for maint and repair pgme in respect of furniture.
29. Explain the stages of Post Adm approval.
Ans : The stages involved in Post-adm approval of works are as under :-
(a) Appropriation of funds : Appropriation of funds means the allotment of a particular sum of
money to meet expdr on specified wk through the annual allocation of funds under the budgetary heads
as indicated in Adm approval of the approved work by CFA.
(b) Technical sanction : The Competent Engineer Authority will prepare the drawings, costed
schedule of work and accords Technical sanction to the wk for which he will whole technically
responsible and for ensuring amount will not exceeded as per the conditions of wks procedure.
(c) Tender Action & Execution of work : After the schedule of work has been technically sanctioned
by CEA , tender will be invited for contract action and lowest tenderer accepted will be ordered to
execute wk physically on ground under the supervision of engineer-in-charge and executives.

Ans : The following are the stages of Pre-Adm Approval for sanction of new works :-
(a) Initiation/demand of work by user : The user indicate their requirement in a board parameter
and carry out a reccee along with local engineer to see a suitable site.
(b) Preparation of RIC : Based on reqmt & recee selected site, the local engineers prepar a rough
cost on a not exceeding basis to determine the CFA for sanctioning the A/A of the wk.
(c) Acceptance of necessity : After careful consideration of wks proposal as explained in SOC and
BPs, the CFA accepts the proposal and convenes order for preparation of detailed planning and AEs
through a siting & costing bd. At lower level CFA acceptance is accorded based on rough estimates, but
at the Ministry level it must be based on a detailed AEs.
(d) Preparation of Approximate Estimates : The engineer auth will prepare the AEs in prescribed
proforma as per the lines indicated in the approved SOC or BPs/DPR. The rates in AEs are based on
plinth area rates/yard stick rates/ED rates for external services/Market rates as applicable for auth items
of wks. If the amount of AEs exceeds 10% of acceptance of necessity, the concerned CFA will be sought
progress the wk further.
(e) Issue of Administrative approval : Adm approval will be accorded by the CFA to execution of
the wk after due examination of the AEs and BPs. It will state clearly whether the wk being approved
are authorized or special with specifying the reason for approval of special wk.

Ans : The basic principles of undertaking Defence works are:-
(a) No new works should be sanctioned without careful attention to the assets or facilities already available
and the time and cost required to complete the new works.
(b) As budgetary resources are limited and granted on an annual basis, adequate provisions should be
ensured for works and services already in progress before new works and services are undertaken.
(c) If an approved work is not commenced within one year of the date of Administrative Approval, fresh
Administrative Approval of the Competent Financial Authority (CFA) should be taken.
(d) Since time is of the essence, the completion period stipulated in the Administrative Approval will not be
exceeded as far as possible.
(e) No works services will be executed without Administrative Approval, formal allocation of funds and
technical sanction having first been obtained from the Competent Authority in each case. However, the
procedure to be followed in case of works initiated for urgent military reasons are laid down in Paras 34 to
36 below.
(f) No officer will, in the course of the financial year, exceed the aggregate budget allotment made to him
for any work or under any subhead of maintenance.
(g) No officer will exceed any specific budget allotment made to him under any minor or detailed head,
except in so far he may within his powers of transfer of funds, be able to meet excess expenditure on one
item by equivalent savings on another.
(h) The final cost of any service will not exceed the amount of Administrative Approval by more than 10%.
An officer will take no action which will commit Government to expenditure beyond 10% of Administrative
Approval amount without obtaining prior sanction of the Competent Financial Authority in the form of a
Financial Concurrence (FC), a corrigendum or Revised Administrative Approval.
(i) The CFA according Administrative Approval should be kept informed of the progress of the progress of
the works till their completion through regular periodical reports.

Given, Capacity of standby DG ,
Line Voltage VL = 415 Volts, KVA = ?
Rating of LED fitting W = 50 Watts
Total Nos of Light fitting = 180 Nos
Total connected load = 180 x 50 W
= 9000 Watt
= 9.0 kW
Load on Each phase = 60 x 50 W
= 9000 W

Since, in 3 phase supply system, power is expressed as,
kW = KVA x Cos Ø, and also W = √3 x V x I x Cos Ø watts
So, the 100% security lights will be function at one time, hence no diversity of load shall be
considered, however for safe load for future expansion of light may be considered @ 10%,
Hence the designed load for DG Set shall be = 9000 + 9000 x 10%
= 9000 + 900
= 9900 W.
= 9.9 kW
Thus the KVA rating of the DG set shall be
KVA = kW ÷ Cos Ø = 9.9 ÷ 0.8 = 12.375 KVA
Say, the KVA rating of DG set alternator = 12.375 KVA is not available in market for 3 phase.
Hence, next nearest higher capacity 3 Phase generator available in market is 15 KVA
