yØÁ‰L mNG|T xµ§T xdr©jTን ÆgÂzb h#n@¬ working mechanisms and structures of the Committees
¥êq„ tgb! çñ bmgßt$½ of the House in consideration of the Federal
Government Organs structures;

yMKR b¤tÜN xƧT mBT GÁ¬ãC XNdzþhùM WHEREAS, it is necessary to clearly legislate for
bMKR b¤tÜ WS_ mqmŠçcW y­RtE t«¶ãC the rights and duties of members of the House as well
xdr©jT lþñ‰cW Sl¸gÆ ¸Â bGLA mdNgG as organization and role of party whips that have seat
xSf§gþ bmçnù# in the House;

mNGotÜ k›lM xqF y­R§¥ x¿‰R mRçãC procedure and code of conduct of the House consistent

This proclamation may be cited as the “Federal

2. TRÙ» 2. Definitions

y”l# xgÆB l@§ TRg#M y¸Ãs-W µLçn In this proclamation, unless the context otherwise
bStqR bz!H xêJ WS_Ý- requires:

1¼ |Þg mNGoT´ ¥lT yxþT×eà ØÁ‰§êE 1/ “Constitution” means the Constitution of the Federal
ÁäK‰sþÃêE ¶pBlþK Þg mNGoT nW”” Democratic Republic of Ethiopia;

2/ “House” means the House of Peoples' Representatives

2/ "MKR b@T" ¥lT b?g mNG|tÜ xNqA %3 established in accordance with Article 53 of the
btdnggW m\rT ytÌÌmW y?ZB Constitution;

3/ “Committee” means Standing, Ad hoc…
3¼ "÷¸t&" ¥lT xNDN g#ÄY l¥kÂwN XNdy Committee established by the House to
h#n@¬W bMKR b@t$ y¸ÌÌM ̸½ g!z@ÃêE undertake a certain activity whenever
÷¸t& nWÝÝ necessary;

4¼ "̸ ÷¸t&" ¥lT bz!H xêJ bts-W 4/ “Standing Committee” means a body set up by
|LÈN tGÆR z#¶Ã yMKR b@t$N tGÆR the House to enhance the duty of the House
l¥q§«F sþÆL bMKR b¤tÜ y¸ÌÌM xµL within the boundary of the powers and
nWÝÝ functions given to it under this proclamation;

5¼ "g!z@ÃêE ÷¸t&" ¥lT MKR b@t$ xScµ*Y 5/ “Ad hoc Committee” means a body established by the
h#n@¬ s!f-R½ xSf§g! çñ s!g" XÂ bl@lÖC House whenever it feels there is an urgent situation
÷¸t&ãC bq_¬ l!kÂwN y¥YCL nW BlÖ and where deemed necessary to carry out activities
s!ÃMN bMKR b@t$ y¸ÌÌM ÷¸t& nWÝÝ that may not be directly undertaken by other
Committees;

÷¸t& l|‰W QL_F XNÄþÃGzW k‰s# 6/ “Sub Committee” means a Committee set up by
xƧT y¸ÃÌq$mW ÷¸t& nWÝÝ any of the Committees of the House from
among its members with a view to act upon its
work effectively;
7¼ "̸ N;#S ÷¸t&" ¥lT ̸ ÷¸t&W ÆU-
mW kxQM b§Y y|‰ mSÍT wYM 7/ “Standing Sub Committee” means a Committee
mB²T MKNÃT xU™ çñ XNÄ!s‰ bMKR set up by the House to act as a supporting body
b@t$ y¸ÌÌM ÷¸t& nWÝÝ whenever the Standing Committee is under a
heavy workload.

8/ |xStÆƶ ÷¸t½´ ¥lT yMKR b¤tÜ xfgùÆx¤ 8/ “Coordinating Committee” means a committee,
X MKTL xfgùÆx¤# y̸ ÷¸t½ãC which comprises the Speaker and Deputy
lþÝnmÂBRTÂ MKTL lþÝnmÂBRT XN Speaker of the House, the chairpersons and
ÄþhùM yMKR b¤tÜN AÞfT b¤T `§ð yÃz deputy chairpersons of the Standing
xµL nW”” Committees and head of the Secretariat of the
House.

HgùN y¥AdQ wYM lZRZR XY¬ wd¸ be referred to the pertinent Standing committee

01/ |hùlt¾ NÆB´ ¥lT kmjm¶Ã NÆB bº§ 11/ “Second Reading” means the discussion on the
yHG rqEQ lZRZR XY¬Â MRm‰ wd¸ report and recommendations of the Standing
mlktW ̸ ÷¸t½ bMKR b¤tÜ ktm‰ Committee, to which the draft law was referred
bº§ ̸ ÷¸t½W lMKR b¤tÜ y¸ÃqRbW by the House for further scrutiny subsequent to
¶±RT yWún¤ húB XNdzþhùM bqrbW the first reading.

02/ |îSt¾ NÆB´ ¥lT khùlt¾ NÆB bº§ 12/ “Third Reading” means the discussion of the
House on the returned draft law which was

04/ |mNGS¬êE xµ§T´ ¥lT MKR b¤tÜ wYM 14/ “Government Bodies” means institution that are
÷¸t½ãcÜ q_¬ y¸kt¬t§*cW y¸öÈ directly oversighted by the House or

05/ |ymNGST t«¶ãC´ ¥lT bMKR b¤tÜ 15/ “Government Whips” means members of the
Ws_ xB§Å mqmÅ Ãgß y­ltEµ ­RtE House represented by the political party or
wYM ÈM‰ y­ltEµ ­RtEãC bMKR b¤tÜ coalition of political parties that got majority
WS_ yDRJ¬cWN o‰ãC XNÄþÃStÆB„ seat in the House to coordinate activities of
y¸wK§*cW yMKR b¤T xÆL yçnù xÆlÖ their respective party(s).

06/ |yê tÝê¸ ­RtE t«¶ãC´ ¥lT mNG 16/ “Main Opposition Party Whips” means
oTN km¿rtW wYM kmsrtÜT ÈM‰ members of the House represented by a
y±ltEµ ­RtEãC bmq«L Bzù mqmÅãC political party that has got the next number of
Ãgß y±ltEµ ­RtE bMKR b¤tÜ WS_ seat to the party or coalition of parties that
y­RtEWN ሥ‰ãC XNÄþÃStÆB„ y¸wK§* formed government to coordinate the activity of
cW yMKR b¤T xÆL yçnù y­RtEW sãC the party in the House.

07/ |yhùlt¾ tÝê¸ ­RtE t«¶ãC´ ¥lT 17/ “Whips of the Second Opposition Party” means
kêÂW tÝê¸ ­RtE q_lÖ Bzù mqmÅã members of the House that are represented by
CN Ãgß y­ltEµ ­RtE bMKR b¤tÜ WS_ the party that has got majority seat in the House
y­RtEWN S‰ãC XNÄþÃStÆB„ y¸wK§* next to the main opposition party to coordinate
cW yMKR b¤T xÆL yçnù y­RtEW sãC activities of the party in the House.

x«Ý§Y xdr©jT Representatives of the Federal Democratic
Republic of Ethiopia.

1/ yxþ.Ø.Äþ.¶ yHZB twµ×C MKR b¤T xdr©jT 1/ The House of Peoples’ Representatives of the
XNd¸ktlW nW”” Federal Democratic Republic Of Ethiopia Shall
have the following structure

ÈN tGƉT bzþH xêJ ytdngg sþçN yM under Sub Article 1 above are provided by this
KR b¤tÜ AHfT b¤T ሥLÈN tGƉT GN proclamation, powers and duties of the
b‰sù ¥Ì̸à xêJ tdNGÙL”” Secretariat of the House are, however, provided
by the proclamation for its establishment.
3/ k§Y በN;ùS xNqA 1 ytzrz„T xµ§T bþñ„M
MKR b¤tÜ xSf§gþ çñ sþÃgßW l¤lÖC xµ§TN 3/ Although the organs listed under Sub Article 1
lþÃÌqÜM YC§L”” above exist, the House may establish other
organs whenever it deems necessary.
4. yMKR b@t$ x-”§Y tGƉT
4. General Functions of the House
yx!.Ø.Á.¶ y?ZB twµ×C MKR b@T bHg mNG The Federal Democratic Republic of Ethiopia’s
|T bts-#T |LÈN tGÆR z#¶Ã y¸ktl#T House of Peoples’ Representatives shall have the
x-”§Y tGƉT Yñ„¬L½ following functions as enshrined in the Constitution:

1¼ HG ¥WÈT½ 1/ enact laws;

2/ MKR b¤tÜ «Q§Y ¸nþST„N XÂ l¤lÖC yØÁ 2/ call and question the Prime Minister and other
‰lù mNGoT ÆloLÈÂTN l_Ãq½ ym_‰ Federal officials to investigate the Executive’s
T yÞG xSfɸWN xµL ymmRmR# xSf conduct and discharge of its responsibilities and
§gþ çñ sþÃgßWM tgbþWN XRM© mWsD\ power to take decisions or measures it deems
necessary;

3/ ytlÆ ¹ùmèCN ¥AdQ# 3/ Approve various appointments;

4/ lo‰W xSf§gþ yçnù ÷¸t½ãCN ¥d‰jT 4/ establish and organize committees that are
¶±R¬cWN ¥Äm_”” necessary to accomplish its works; as well as
hear their reports.

yWún¤ x¿È_ oR›T”- Procedure of the House

1/ MKR b¤tÜ y¸ktlùT ySBsÆ xYnèC xlùT”- 1/ The House shall have the following types of
meeting:

¼. L† SBsÆ XÂ (b) Extraordinary Meeting
m. ZG SBsÆ (c) Special Meeting
(d) Closed Meeting
2/ bxþ.Ø.Äþ.¶ Hg-mNGሥT xNqA %8(1) XNdt
mlktW kG¥> b§Y የMKR b¤tÜ xƧT bSB 2/ As stated in Article 58(1) of the Constitution of
sÆW ktgßù yMKR b¤tÜ ML›t gùÆx¤ YçÂL”” F.D.R.E the presence of more than half of the
members of the House constitute a quorum.
3/ bxþ.Ø.Äþ.¶ Hg-mNGሥT xNqA %9(1) መሠረት

F.D.R.E, all decisions of the House shall be by

1/ yHZB twµ×C MKR b¤T HG y¸ÃwÈW xÄ 1/ The House of Peoples' Representatives shall
ÄþS HGUTN bmdNgG# nÆR HGUTN b¥ššL legislate laws by enacting new laws, amending,
bmšR፣ ›lM xqF WlÖCNÂ SMMnèCN and repealing old ones, by ratifying
b¥AdQ X ytlÆ Wún¤ãCN b¥úlF international treaties and agreements and by
YçÂL”” passing various decisions.
2/ HG y¥mN=T tGÆR bêÂnT ymNGoT çñ 2/ Where as the principal body of draft law intiator
y¸ktlùT xµ§T HG y¥mN=T ሥLÈN is the government, the following bodies shall
x§cW”” have the power to initiate draft laws:

l. yØÁÊ>N MKR b¤T# (b) the House of the Federation
¼. xfgùÆx¤W# (c) the Speaker
m. yØÁ‰L «Q§Y FRD b¤T# (d) Federal Supreme Court
¿. yMKR b¤tÜ ÷¸t½ãC# (e) Committees of the House
r. yMKR b¤tÜ xƧT# (f) Members of the House
s. t«¶n¬cW lMKR b¤tÜ yçnù l¤lÖC (g) other governmental institutions directly
mNGሥ¬êE xµ§T”” accountable to the House

3/ k§Y bN;ùS xNqA 2 (l)# (m)# XÂ (s) yt 3/ The bodies specified in Sub-Article 2( b ), (d)
«qsùT xµ§T HGN y¸ÃmnŒT bÞG and (g) above, may initiate draft laws within
btsÈcW ሥLÈN zùRÃ nW”” their jurisdiction given to them by law.

4/ Notwithstanding the provision of Sub-article (2)

4/ k§Y N;ùS xNqA 2 ytdnggW bþñRM የÍY above, the power to initiate draft financial law
ÂNS rqEQ xêíCN y¥mN=T oLÈN is subject only to the government.

5/ k§Y bN;#S xNqA 2 (r) m\rT y¸qRB 5/ Any draft law to be presented in accordance
የግል yHG rqEQ bA/#F çñ xQ‰bþWN =Mé with Sub-Article 2(f) above shall be in writing
and supported by the signature of at least 20

6/ ¥ÂcWM yHG rqEQ bMKR b¤tÜ xfgùÆx¤ bkùL 6/ Any draft law shall be submitted to the House
wd MKR b¤tÜ mQrB xlbT”” through the Speaker.

7/ ymjm¶Ã NÆB 7/ First Reading

h. xfgùÆx¤W bxjNÄ ytÃzWN yHG rqEQ
YztÜN bxu„ µqrb bº§ MKR b¤tÜ (a) The Speaker shall present the summary of the
bx«Ý§Y YztÜ §Y XNÄþwÃY YdrUL”” draft law and open the floor for deliberation
on the content of the draft law in general.
l. rqEQ Hgù bzþH dr© y¸{DQbT hùn¤¬ µL (b) Unless there is a condition to enact the draft
ñr bStqR WYYtÜ XNÄlq bxfgùÆx¤W law as a law at this level, it shall be
x¥µŸnT yHG rqEqÜ qÜ_R ts_èT wd¸ numbered and referred to the concerned
mlktW ÷¸t½ wYM ÷¸t½ãC Ym‰L”” committee(s) by the Speaker up on winding
up the deliberation.
¼. bxScµ*YntÜ MKNÃT k(8 s›T bðT
(c) In case the draft law could not be distributed to
lxƧT ÃLt¿‰= rqEQ kçn ¿nÇ
members before 48 hours due to its urgency,
bZRZR tnï WYYT YdrUL”” it shall be deliberated up on after it is fully
read to the House.

8/ N;ùS xNqA 7 (l) tfɸ b¸çNbT gþz¤ y¸ 8/ When executing Sub Article (7)(b), the
wÈW ÞG bxScµ*YntÜ y¸¬mNbT µLçn pertinent committee inspecting the draft law
bStqR rqEQ Þgù ytm‰lT ̸ ÷¸t½ gùÄ referred to it shall require at least 20 working
†N x_Nè yWœn¤ ¦úbùN lMKR b¤tÜ l¥QrB days to submit its proposal on the draft law to
bþÃNS ¦Ã yo‰ qÂT ¥GßT YgÆêL”” the House, unless the draft law to be passed
is urging for an immediate enactment.

9/ hùlt¾ NÆB 9/ Second Reading

h. xfgùÆx¤W kmjm¶Ã NÆB b“§ l̸ (a) the Speaker of the House shall cause the
÷¸t& ytm‰W yHG rqEQ yWœn@ húB standing committee read the report on the draft
xStÃyT b̸ ÷¸t&W x¥µ"nT XNÄ!N law referred to it after the first reading with its
bB ÃdRUl#ÝÝ recommendations and suggestions.

(b) the Speaker opens the floor for discussions on

(c) Final decision shall be passed after thorough

h. ÄGM ytm‰lT ÷¸t& y¸ššlWN xš (a) the committee that received the draft law
for the second time, shall read out the

(b) The House, after a thorough discussion,
