Chapter 1

INTRODUCTION
CIVIC WELFARE TRAINING SERVICE I

Objectives
1. Understand the background of CWTS and how it was conceived; and
2. Know and understand its goals, objectives, and the benefits it would
give the students and the community.

Lesson 1.1 Implementing Rules and Regulations of NSTP

The 1935 Constitution of the Philippines clearly asserts that the prime
duty of the state is to safeguard and serve the common welfare of its citizens.
“The welfare of the people is the primordial reason for the existence of a state
hence; government service is a public trust, the so-called distributive justice”.
On the other hand, every citizen has the duty to fulfill his/her responsibility
in the achievement of progress and development through his/her cooperation
and active participation in the affairs and activities of the state - to serve the
state in times of emergency as stated in the constitution (the so-called legal
justice).

As a preparation for this noble responsibility, the 1935 Constitution re-

quire male and female students to take Reserve Officer Training Corps (ROTC)
aimed to train, discipline and prepare them become responsive citizens. In the
1987 Constitution however, ROTC for female students became voluntary.

The smooth implementation of ROTC was disrupted by questions arising

from moral degradation and unscrupulous practices by people charged to su-
pervise and implement the subject. In the late 1990’s the problem of ROTC’s
relevance regarding its objective and purpose was evident. Corruption, exploi-
tation, and devious practices were rampant until its constitutionality was put
to a test or question. This paved the way to the enactment of the Republic Act
9163 otherwise known as the National Service Training Program (NSTP) Act of
2001.

Recognizing the youth’s significant role in the task of nation-building, the

State shall promote civic consciousness among them and shall develop their
physical, moral, spiritual, intellectual and social well-being. It shall inculcate
the values of patriotism, nationalism, and advance their involvement in public
and civic affairs.
Coursebook in CWTS I

In pursuit of these goals, the youth as the most valuable resource of the
nation, shall be motivated, trained, organized and mobilized in military train-
ing, literacy, civic welfare and other similar endeavors in the service of the
nation.

To attain this goal, the NSTP was made a part of the curriculum. Tertiary
students, male and female, of any baccalaureate degree course or at least two
(2)-year technical vocational courses in public and private educational institu-
tions are required to complete one (1) of the NSTP components as requisite for
graduation. ROTC which was originally mandatory, was made optional and
voluntary. Under this program, students are given the freedom to choose from
among the three (3) program components of The National Service Training
Program (NSTP) namely: a) “Reserve Officers’ Training Corps (ROTC)” which
provides military training to tertiary level students in order to motivate, train,
organize and mobilize them for national defense preparedness. It aims to instill
patriotism, moral virtues, respect for rights of civilians, and adherence to the
Constitution, among others.; (b) “Literacy Training Service” (LTS) which is
designed to train students to become teachers of literacy and numeracy skills to
school children, out of school youth, and other segments of society in need of
their service and (c) “Civic Welfare Training Service” (CWTS) which promotes
activities contributory to the general welfare and betterment of life for the
members of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety,
recreation and morals of the citizenry.

The offering of NSTP enriches the curriculum by providing extension activi-

ties to the students such as community immersion, in addition to the topics
and other activities taught and conducted in the different disciplines which are
usually done in the classroom setting. The NSTP in general aims to enhance
civic consciousness and defense preparedness among the youth specifically
those in the tertiary level by developing the ethics of service and patriotism
while undergoing training in any of its three (3) program components.

Common questions

Making ROTC optional under the NSTP has significant implications for military preparedness and educational outcomes. While it allows students greater freedom to choose their path, possibly leading to increased motivation and improved educational experiences, this flexibility may reduce the number of students receiving military training, potentially affecting national defense preparedness. However, the NSTP's diversified approach ensures a broad-based contribution to national development by enabling students to choose civic or educational tracks, thus broadening the scope of national service beyond exclusively military objectives .

The ROTC program faced scrutiny due to moral degradation, corruption, and exploitation among officials, which questioned its relevance and constitutionality . The widespread issues and public demand for a more ethical approach to military and civic training led to the creation of the NSTP Act of 2001. This act aimed to promote civic consciousness and involve the youth in nation-building through various program components beyond just military training .

The Literacy Training Service (LTS) component of the NSTP contributes to educational reform by training students to become instructors in literacy and numeracy skills. It targets school children, out-of-school youth, and other marginalized groups needing educational support. By empowering students to teach, LTS directly addresses educational gaps and enhances community development through increased literacy rates. This effort fosters a more educated populace, crucial for sustainable community growth and the reduction of socio-economic disparities .

Community immersion is integral to the NSTP as it allows students to engage directly with communities, thus enhancing their understanding of social issues. This practical experience complements classroom instruction by providing real-world contexts where students can apply theoretical knowledge and develop skills in problem-solving, empathy, and leadership. Immersion programs promote awareness of societal challenges, encouraging students to contribute actively to community betterment and fostering a sense of civic duty and social responsibility .

The NSTP's approach to civic education and training reflects goals of promoting patriotism and nationalism by embedding these values into its program components. Through ROTC, students gain a sense of national defense commitment; with LTS, they contribute to national literacy, and via CWTS, they engage in community development projects. These activities are designed to instill a sense of pride, responsibility, and loyalty to the country, ensuring that youth are equipped not only with practical skills but also with a strong national identity .

The 1935 Constitution mandated both male and female students to take the Reserve Officer Training Corps (ROTC) to train, discipline, and prepare them as responsive citizens. However, the 1987 Constitution made ROTC optional and voluntary for female students, reflecting a shift towards gender equality and personal freedom in educational choices . This change allowed female students to pursue their academic interests without mandatory military training, highlighting a move towards more inclusive policies .

The primary goals of the Civic Welfare Training Service (CWTS) include promoting activities that enhance the community's quality of life and improve health, education, and the environment. These goals align with the broader objectives of the National Service Training Program by fostering civic consciousness and engagement among students. CWTS activities encourage social development, which is essential in cultivating a sense of civic duty and national pride among the youth, contributing to the nation's holistic development .

The National Service Training Program (NSTP) enhances civic consciousness and defense preparedness by offering various program components: Reserve Officers' Training Corps (ROTC), Literacy Training Service (LTS), and Civic Welfare Training Service (CWTS). Each component is designed to instill patriotism, moral virtues, and social responsibility. ROTC focuses on national defense; LTS trains students to teach literacy and numeracy, and CWTS engages students in community betterment activities. Together, these components develop students' service ethics and involvement in civic and defense-related activities, thus preparing them for active participation in nation-building .

The NSTP Act of 2001 addresses issues of moral degradation and corruption in ROTC by diversifying the program into three components: ROTC, LTS, and CWTS. This structure allows students to select paths best suited to their skills and interests, reducing the monopolistic pressure and malpractice tendencies previously tied to ROTC. By offering civic and educational alternatives, the NSTP promotes a culture of integrity, accountability, and service, aimed at restoring public trust and aligning the program with ethical standards .

The constitutional provision that mandates citizens to participate in state affairs underscores their responsibility in national progress and development. In the context of the NSTP, this provision is significant as it legally underpins the program's objectives to foster civic consciousness and prepared citizens. By requiring involvement in programs like ROTC, LTS, or CWTS, NSTP operationalizes this constitutional duty, ensuring that citizens are equipped with the skills and values necessary for effective participation in civic and state affairs .
