In the pre-colonial period, the Philippines began to develop scientific and


technological capabilities. Early Filipino settlers were already employing various
plants and herbs as medicines before the Spaniards arrived on the Philippine
islands. Farming and animal-raising systems were also implemented. Additionally,
early Filipinos developed various forms of transportation, whether terrestrial or
maritime. The natives of the Cordilleras accomplished a difficult engineering
accomplishment when they built rice terraces by hand. Through these terraces, the
people were able to farm crops on the hillside in cold temperatures. To develop an
elaborate farming system, they incorporated an irrigation system that draws water
from the forests and mountain tops. The rice terraces of the Cordilleras, which are
still in use, demonstrate the people' inventiveness and ability in surviving in hostile
environments.
The colonization of the Philippines by the Spaniards equipped the Philippines
with modern construction methods. Some of the engineering knowledge and tools
introduced by the Spaniards were used to build walls, roads, bridges, and other big
infrastructures. In addition, the Spanish government created health and education
institutions that the principal class benefited from. The American occupation
revolutionized practically every element of life in the Philippines, including the
establishment of a government institution, the Bureau of Science, whose main aim
was to promote scientific and technological growth. While, during the Japanese
regime they introduced us, their language Nihongo. They shared their culture and
arts and origami.
Following independence from the colonizers, the Philippines continued to
pursue science and technology projects under various administrations. Each
administration had its own scientific and technology priorities. It's worth mentioning,
though, that some Philippine presidents have reported on more developments in the
subject than others.

Former president and dictator Ferdinand Marcos was one of the presidents
who ushered significant advances in science and technology. Many science and
technology agencies were founded and strengthened during his administration,
including the Philippine Atmospheric Geophysical and Astronomical Services
Administration (PAGASA), which replaced the former Weather Bureau. The reformed
National Science and Technology Authority, as well as the National Academy of
Science and Technology (NAST).
During his leadership, science became increasingly important. He affirmed in
the modified 1973 Philippine Constitution, Article XV, Section 9(1), that science and
technology advancement should take precedence in national development. He
enacted various laws fostering science and technology during his two terms as

industrialization. Our country's capacity to generate local commodities for domestic
needs, as well as worldwide scientific research publications, is currently low. Science
and technology are essential for any country's success and development. In any
culture, technology plays a critical role in wealth creation, improving quality of life,
and true economic progress and transformation.
Filipinos have made significant contributions to science and technology. There
have been inventions by Filipino scientists in the past. The following are just a few of
the Filipinos' inventions. Instead of kerosene, the lamps use sea water. Methane gas
from farm animal excrement is used to power a cooking stove. Using water instead
of fuel to power a car. These are only a few of the inventions made by Filipino
scientists. Their innovations may not be groundbreaking, but they can make a
difference in science and technology not only in the Philippines, but around the
world.
The policy implemented that I like the most is the Republic Act 10844. This
policy helped mostly people living in rural areas. It will be easy for them to access
and get signals. If I will be implementing a policy in the future I will implement a
policy about giving more attention to our scientific and technological inventors.
