DISCUSSION

 Brief Historical Background of Science and Technology in the Philippines

Aguinaldo St., Bacacay, Albay
SY 2021-2022

PRE-COLONIAL PERIOD

 Even before the Spain colonized the country, some indigenous science and technology has
already existed with regards to agriculture like farming, animal raising, and the utilization of
plants and herbs as medicines. The use of technology is evident in handicrafts, pottery, weaving,
and tools used by ancient Filipinos in their everyday living.
 Innovation and ingenuity were unmistakable by the way native Filipinos built the rice terraces by
hand. They also developed tools for planting, hunting, cooking, fishing, and also for fighting
enemies during tribal conflicts. They used indigenous technology in building houses, irrigations
and transportation, both on land and on waterways.

COLONIAL PERIOD

 Spanish colonization paved way to modern means of construction. Roads, bridges, churches and
other large infrastructures were built with more sophistication using some engineering skills and
tools brought by the Spaniards. In addition, Spanish colonizers developed health and education
system in the country.
 The American colonial rule modernized almost all aspects of life in the country. They established
the Bureau of Science to initiate the development in the field of science and technology.

POST- COLONIAL PERIOD

 After achieving independence from the colonial masters, The Philippines, under different
administrations, continued to pursue programs in science and technology. Each leadership had its
own S & T agenda. However, it is important to note that some Philippines presidents introduced
more developments in the field than others.

The development of Filipino scientist-led innovations began in the precolonial period with advancements in agriculture and natural medicine . This indigenous knowledge laid a cultural foundation for later innovations. In the modern period, Filipino scientists like Dr. Alcaraz and Gregorio Zara advanced global technologies through geothermal energy and telecommunications . Presently, significant progress has been achieved in biotechnology, telecommunications, and sustainable agriculture. However, challenges such as inadequate funding and support remain. While historical innovation was largely necessity-driven, contemporary efforts focus on sustainable development and international competitiveness .

Dr. Arturo Alcaraz pioneered geothermal energy development in the Philippines, which highlighted the country's leadership in sustainable energy and began a new energy resource model . Emerita de Guzman's work in the propagation of macapuno trees and tissue culture techniques enhanced agricultural production and demonstrated innovation in plant biology . These achievements reflect a Philippine identity characterized by practical scientific applications and resource optimization, undervalued globally yet advancing local and international agricultural and energy sectors.

Successive administrations have established scientific institutions that aim to develop the Philippines' S&T capabilities. For example, Marcos founded the National Science Development Board and the Philippine Science High School campuses, enhancing scientific research and education . Aquino's creation of the Department of Science and Technology and introduction of the Science and Technology Master Plan guided focusing on economic and social recovery through S&T . Subsequent presidents, including Ramos and Arroyo, further modernized education with science high schools and laws promoting innovation, which have collectively strengthened the Philippines' scientific base, contributing to national advancement .

Under President Marcos, the focus was on revitalizing science education and promoting scientific research, leading to the establishment of entities like the National Science Development Board and the Philippine Science Community . President Aquino emphasized science in economic recovery and introduced the Science and Technology Master Plan . Ramos’ administration saw an increase in scholarships and the establishment of specialized science high schools, as well as the Magna Carta for Science and Technology Personnel . Arroyo's term, considered the 'golden age' for the science sector, advanced 'Filipinnovation' and the enhancement of educational systems, particularly in science, technology, and mathematics . These policies collectively laid a foundation for a robust S&T sector that supports economic and educational advancements today.

Science and technology play a crucial role in modern Philippine nation-building by driving economic progress, fostering education, and enabling sustainable development . Challenges include limited funding for research, insufficient support for scientists, and the need for improved infrastructure for education and innovation. These obstacles hinder the potential to fully leverage S&T for national development and economic empowerment, making it imperative to address these barriers to maximize the sector's contributions to nation-building .

The 'Science for the Masses Program' during President Aquino's administration aimed to democratize access to scientific knowledge and improve literacy by integrating S&T in everyday thinking, emphasizing its role in personal and national development. By promoting public interest in scientific pursuits and implementing supportive educational initiatives, the program sought to create a scientifically literate population capable of contributing to technological advancement and informed decision-making . Its critical evaluation shows success in inclusivity and awareness, though challenges remained in resource allocation and reaching remote populations effectively.

Gregorio Zara's major innovations include the two-way television telephone, or videophone, the Zara effect, and an alcohol-fueled airplane engine . These achievements were groundbreaking, showcasing Filipino ingenuity and contributing to telecommunications and sustainable energy on a global scale. Zara's work laid the groundwork for future technological advancements in these fields, demonstrating the Philippines' ability to impact essential areas of global science and technology through innovative solutions and technical proficiency .

The 'Intellectual Property Code of the Philippines' enacted during President Ramos' administration provided a robust framework for the protection of intellectual property rights of researchers and inventors. This encouraged innovation by providing security and incentives for research efforts, fostering an environment where local scientists could monetize and protect their discoveries . The code also enabled the Philippines to align with international intellectual property standards, promoting international collaboration and enhancing the credibility and competitiveness of Filipino research outputs in the global market .

The transition from indigenous to colonial technological practices in the Philippines introduced more sophisticated infrastructure development. The Spanish colonial period saw the construction of roads, bridges, and buildings using advanced engineering skills, which marked a shift from the indigenous focus on resource-based technologies like agriculture and weaving . This transition laid the groundwork for modern infrastructure and introduced systematic approaches to construction and planning, which influenced urban development strategies and provided a basis for contemporary public works projects in the Philippines .

The pre-colonial period contributed to the development of indigenous technologies, particularly in agriculture, medicine, and construction. The ingenuity of Filipinos during this period is evident in the creation of the rice terraces, which represent advanced agricultural practices . Technology for daily living included pottery, weaving, and tool-making. These technologies have left a legacy of utilizing local resources sustainably and highlight the ingenuity and adaptability of the Filipino people, which continue to be important cultural and economic assets today .
