Ref: From the DTCP, AP, Guntur [Link].6424/2019/P, at: 21.11.2018 't has been brought to the notice of the Government that, in spite of online system available for provicing building permissions, generation of proceedings without human intervention and introduction of post verification, applicants are facing hardships on certain issues. 2, The Hon'ble Chief Minister in the review meeting held on 27.09.2016 instructed to take up the reforms in the department to make it more people and industry friendly and further instructed to ensure corruption free system in ULBs for obtaining development permissions. 3. But, since there is no integration with th registration department, this letter is not being delivered ‘to the sub- registrar. Authorisation by MC and attending staff personally are possible for delay and corruption. The DTCP, AP, Mangalagi. shall made a provision in DPMS to generate authorisation letter for release of mortgage automatically along with OC, and the DPMS may be integrated with registration department, for speedy disposal of mortgage release, which will ensure curtailing human intervention, ‘At present, for entry of missing master data if any, the LTP supposed to raise RTS and ULB has to verify and approve for entry of Master data, then the data is being entered. Without Master data, the LTP cannot upload the proposal for approval. There is an allegation that ULBs re taking more time for entry of Master data thereby causing delay. LiPs are authorised 0 enter Master data by themselves for applications relating to industrial proposals, approved layout plots, Plots approved under LRS and bulldings covered by approved plans and BPS. For other entries of Master Data, the RTS for entry of Master data shall be raised by the LTP with due verification and if it is not resolved within 7 days by the ULB then automatically it shall be added in the master date, For any misrepresentation of facts, the LTPs and officials concerned of ULB/UDA shall be = made responsible. Due to haphazard unauthorised ‘constructions, various adverse effects are prevailing such as_ ventilation problems in buildings, Traffic All the Commissioners of ULBs and Vos of UDAs are directed to strictly implement the followingcirculation and congestion issues, parking issues, encroachment on pedestrian pathways, fire safety hazards, structural stability issues, Causing urban floods, Burden on existing infrastructure, Unplanned growth of Urban areas, Lack of lung ‘spaces, Noncompliance of construction of rainwater harvesting structures resulting, depletion of water table ete are prevailing in ULBs/UDAs. enforcement actions as per the provisions in the relevant Act: + Sealing of premises (Section 461-4 of APMC Act 1955, Section 340-A(1) of APIA Act 1965, Section 116(4) of APCRDA Act, 2014, Section 90/4) APMR&UDA Act, 2016). + Demolition of unauthorized constructions (Section 636 of APMC Act 1985, Section 228(3) of APM Act 1965, Section 116(4) of APCRDA ‘Act, 2074, Section 90/4) APMR&UDA Act, 2016 + 3years imprisonment or 20% value of land or both (Section 461(4Y' of APMC read with Section 200 CPC) + Incase of continuing offence, daily fine of 1% of value of land every day.
