Upon completing the NSTP, students receive a certificate of completion with a serial number issued by CHED, TESDA, and DND . ROTC graduates integrate into the Citizen Armed Forces under Republic Act No. 7077, preparing them for national defense responsibilities . According to NSTP law, only basic tuition fees are collected for NSTP components, which must not exceed 50% of the school's usual charges per academic unit . The cost limitations are intended to ensure that financial burdens do not hinder student participation, preserving equitable access to NSTP opportunities .
The NSTP enhances civic consciousness through CWTS and LTS by involving students in community immersion activities focused on welfare improvement and literacy . The three components of the National Service Training Program (NSTP) are the Reserve Officer Training Corps (ROTC), Civic Welfare Training Service (CWTS), and Literacy Training Service (LTS). ROTC focuses on providing military training to motivate, train, organize, and mobilize students for national defense preparedness . The NSTP is undertaken over an academic period of two semesters, each consisting of 3 units requiring a minimum of 54 hours and a maximum of 90 training hours per semester . Alternatively, it can also be completed in one summer session if the institution permits this option . This flexibility allows institutions to integrate the program into their existing academic schedules effectively, though it requires coordination to meet the training hours stipulated by the NSTP law .
Exemptions from completing NSTP components are available for students who finished or graduated before the 2003-2004 academic year. Also exempted are those who have already completed any of the NSTP components but are considered freshmen to a new course of study, as well as foreign students . Students of special institutions like the Philippine Merchant Marine Academy, Philippine National Police Academy, and Philippine Military Academy are also exempt due to their institutional character .
NSTP applies to first-year students enrolled in baccalaureate degrees or two-year technical-vocational programs from the 2002-2003 academic year onward, regardless of gender . Exemptions are provided for those who completed their education prior to School Year 2003-2004, as well as foreign students and students from specific academies with a military focus . This inclusive approach ensures broad student engagement while recognizing certain institutional and academic specificities that may preclude participation .
