Consultancy Services to Provide Electrical Designs for the Improvement of Electrical


Systems for Four (4) Community Water Supply Systems, Belize

Background

The Government of Belize (GoB) has received financing from the CARICOM Development Fund
(CDF) to implement a project that focuses on improving water supply systems in four
communities. The project comprises small-scale infrastructure works and capacity building for
key stakeholders. The GoB has appointed the Belize Social Investment Fund (BSIF) as the
Implementing Agency (IA) for the project and intends to apply a portion of the proceeds of this
financing towards eligible payments under a contract to provide consultancy services to prepare
electrical designs, specifications, bills of quantities, and estimates of works which shall be utilized
to solicit bids to improve the electrical supply each water supply system. Consultants will be
required to work in close collaboration with BSIF staff and will interface with community
personnel.

BSIF is now seeking the services of a consultant to inspect the existing electrical infrastructure,
review available data as it relates to the electrical equipment utilized for the water supply systems,
and develop detailed electrical designs, in accordance with the National Electrical Code (minimum
NEC 2008 standards), that shall be utilized to improve the electrical systems for each of the
following water supply systems:

1. Chunox Water Supply System, Chunox Village, Corozal District


2. Georgeville Water Supply System, Georgeville, Cayo District
3. Mahogany Heights Water Supply System, Mahogany Heights, Belize District
4. San Antonio Water Supply System, San Antonio, Toledo District

Objectives

The objective of the assignment is to prepare and provide the documentation required to solicit
bids for the upgrading of the electrical supply for each aforementioned water supply system.

Scope of Services

1. Design Services

The Consultant shall, in consultation with the BSIF:

1.1 Provide the electrical engineering services necessary for the preparation of electrical
designs, plans, specifications, and detailed bills of quantities for the upgrading of the
electrical system for each community’s water supply system (CWSS). Services shall
include but not be limited to undertaking site investigations, undertaking testing of existing

electrical systems, and undertaking any other tests required to effectively carry out the
required services. Designs shall take into account determining the demand load for each
electrical system. Additionally, designs shall reflect schematics that detail each water
supply system’s location plan, site plan, electrical plan, plans for fixtures, receptacles, and
motor circuits, grounding details, electrical load calculations, service entrance details, line
diagrams, etc.

1.2 Prepare an Inception Report which shall provide full details on how the consultancy will
be executed and a brief summary of critical issues to be addressed. The report shall include
a work plan detailing the proposed execution of services and a detail of the methodology
to be utilized in carrying out the assignment.

1.3 Prepare a Design Report, designs, plans, specifications, and detailed bills of quantities for
the upgrading of the electrical system for each CWSS, in compliance with the National
Electrical Code (NEC 2008), Belize Electricity Limited’s (BEL’s) policies, and any other
policy set in place by the Public Utilities Commission (PUC).

1.3.1 Separate designs and plans, for each CWSS, shall be prepared on 11"x17" (tabloid)
sheets to a suitable scale with all dimensions clearly shown and indicating details
of all items to be constructed/ installed. The Consultant shall furnish three (3) hard
copies of each final drawing to the BSIF, one (1) electronic copy in AutoCAD
format, and one (1) electronic copy in PDF format;

1.3.2 The Consultant shall prepare separate specifications, for each CWSS, including a
description of each item, materials to be used, properties of materials, methods of
measurement to determine the basis for payment, and all other technical
requirements for the upgrading of each CWSS’s electrical system. The Consultant
shall furnish three (3) bound copies of such specifications to the BSIF, one (1)
electronic copy in Microsoft Word format, and one (1) electronic copy in PDF
format;

1.3.3 Separate estimates of the quantities of the various items of work required for the
upgrading of each CWSS’s electrical system shall be prepared in appropriate form,
for use as bills of quantities. The Consultant shall furnish to BSIF three (3) hard
copies of the estimates, one (1) electronic copy prepared in Microsoft Excel format,
and one (1) electronic copy prepared in PDF format;

1.3.4 Separate estimates of the cost for the upgrading of each CWSS’s electrical system
shall be submitted as confidential information for the BSIF, thereby, serving as
guidelines to the BSIF in analyzing bids. Estimates shall be prepared in the form
of a detailed bill of quantities, in Microsoft Excel format;

1.3.5 Prepare a Design Report including design parameters, NEC code references,
calculation parameters for critical elements, justification for the use of special
materials, elements, etc.

1.4 Submit and obtain approval for drawings and specifications for each CWSS electrical
system upgrade from the Public Utilities Commission (PUC).

2.0 Deliverables

The Consultant will report to the Technical Unit Coordinator of the Belize Social Investment Fund.
The Executive Director (Ag.) of the Belize Social Investment Fund shall be included in all
correspondence.

Design Deliverables

The design deliverables to be submitted shall include:

2.1 Submission and acceptance of Inception Report, in keeping with Paragraph 1.2 above,
within one (1) week from the commencement of services. The BSIF shall provide
comments on the report within one (1) week of receiving the report. The Consultant shall
address all comments prior to the report being deemed as accepted.

2.2 Submission and acceptance of Design Report, plans, specifications, detailed bills of
quantities, and estimates, in keeping with Paragraph 1.3 above, within four (4) weeks from
the commencement of services. The BSIF shall provide comments on the deliverables
within one (1) week of receipt. The Consultant shall address all comments prior to the
deliverables being deemed as accepted.

2.3 Submission and approval of designs and specifications by the Public Utilities Commission
(PUC), in keeping with Paragraph 1.4 above, within six (6) weeks from the commencement
of services.

3.0 Administrative Information

3.1 Type of Contract: Lump Sum

3.2 Facilities to be provided by the Client: Coordination of meetings amongst BSIF, the
Consultant, the Ministry of Rural Transformation, Community Development, Labour, and
Local Government, and the various water boards.

3.3 Personnel: The Consultant shall possess a minimum of a bachelor’s degree in Electrical
Engineering, Mechanical Engineering, or related field. He/ She shall be a corporate
member of the Association of Professional Engineers of Belize (APEB) and shall possess
a Belize Wireman License (minimum of Electrical Technician). He/ She shall have at least

ten (10) years of experience in designing electrical systems for industrial/ commercial
projects. He/ She shall be shall be fluent in speaking and writing English. Fluency in
Spanish will be considered.

3.4 Assessment of Qualifications and Experience: The Candidate possesses a minimum of


bachelor’s degree in Electrical Engineering, Mechanical Engineering, or related field with
APEB corporate membership and possession of a Belize Wireman License (minimum of
Electrical Technician) [MAX POINTS = 40 POINTS]; Candidate possesses a minimum
of ten (10) years of experience in designing electrical systems for industrial/ commercial
projects [MAX POINTS = 55 POINTS]; Candidate is fluent in speaking and writing in
English. Fluency in Spanish shall be considered [MAX POINTS = 5 PONTS].

4.0 Payment Schedule - Payment shall be disaggregated as follows:
