VARIOUS BENEFITS/SCHEMES/CONCESSIONS/ASSISTANCE PROVIDED
OR EXTENDED TO ESM, WAR WIDOWS, BATTLE WOUNDED AND
DEPENDENTS FROM THE SATE GOVERNMENT OF KERALA
1. EMPLOYMENT ASSISTANCE
(a) All Posts / Recruitments in the Department of State Sainik Welfare are
exclusively reserved for Ex-Servicemen post 01 Mar 1964.
(b) Civilian posts in the N.C.C. Department are reserved for Ex-
Servicemen.
(c) 10% of Vacancies for the post of Livestock Inspectors in the Animal
Husbandry Department through Direct Recruitment are reserved for the Ex-
Servicemen personnel, their dependants and also to the dependants of
serving personnel.
(d) 10% of the vacancies are reserved to wives and children of Jawans for
appointment as female wardens, Hospital cleaners and Ayahs in Govt
Hospitals.
(e) 10% of the vacancies to the post of Police Constable (Drivers) are
reserved to Ex-Servicemen (Conditions apply)
(f) Concessions are granted to Ex-Servicemen as per the following by the
Stateb Public Selection Commission (PSC) for the Recruitment to the post of
Excise Inspector:
(i) Relaxation in educational qualification from degree to S.S.L.C.
(ii) Relaxation in physical standard.
(iii) Weightage is granted by the P.S.C. to Ex-Servicemen
candidates according to their length of service, gallantry awards.
(iv) Priority for sponsoring through Employment Exchanges.
(g) State Government provides age relaxation by counting the period of
Military service plus period of unemployment after discharge from the
Armed Forces up to a maximum of 5 years.
(h) Wives of Jawans of Defence forces will be given preference in the
matter of recruitment (through PSC) as teacher when all other things are
equal.

(i) Employment assistance to NOK / Dependents of personnel killed
in action
(i) The State Government of Kerala provides employment
assistance in the State service to the NOK / dependants of the defence
personnel and GREF / BSF personnel attached to military duty killed /
disabled / missing due to reasons attributable to military service.
(ii) Age concessions of 10 years over and above the existing
age limits allowed to wives and dependents of Jawans
killed in action for recruitment through Employment Exchanges.
2. FINANCIAL ASSISTANCE TO ESM / DEPENDANTS
(a) Grant of Financial Assistance from State Mil Benevolent Fund
(SMBF) / District Mil Benevolent Fund (DMBF) An amount ranging
from Rs 5000/- to Rs 6000/- is given from the SMBF to Ex-servicemen /
Widows provided the annual income of the family is less than Rs. 50,000/-.
This grant from District Military Benevolent Fund is Rs 3000/- to Rs. 4000/-.
(b) Immediate Financial Assistance
(i) To alleviate the immediate nature of financial distress of
ex-servicemen or their dependants, immediate financial assistance is
granted from the SMBF at the rates of Rs. 25,000/- and Rs. 10,000/- by
the Chief Minister and the Director of Sainik Welfare respectively.
District Collector & Zila Sainik Welfare officer can sanction an amount
of Rs 5000/- & Rs 2000/- respectively from the DMBF.
(ii) Financial Assistance (Monthly grant for two years) to old infirm
Ex-Servicemen of Rs 2,000/- per month is also given apart from the
above grant.
(c) Ex-Gratia Allowance Lump sums grant of Rs 10,000/- is given to the
family (Widow / Dependants) of an Ex-serviceman in the event of his death to
alleviate their immediate financial crisis without stipulating any conditions.
(d) Marriage Grants A sum of Rs 10000/- is given to poor Ex-
servicemen for the marriage of two of his daughters. The application has to be
submitted within six months from the date of marriage.
(e) Financial Assistance to Blind Ex-servicemen / Blind Widows of
Ex-servicemen / Blind Wives of ESM / Blind dependent children of ESM
A sum of Rs 1000/- per month is given to blind ex-servicemen / blind
widows / blind wives of ex-servicemen / dependents who are totally blind in
both the eyes, without stipulating income limit and subjected to SMBF rules.
The amount of grant are sent by Money Order.

(f) Financial Assistance to Mentally Retarded Children A sum of
Rs. 1000/- per month is given to mentally retarded children of Ex-servicemen.
(g) Onam Festival Grants A sum of Rs. 2000/- is given as special
grant to celebrate Onam festival to all Ex-servicemen inmates of TB / Leprosy
sanatoriums of the State.
(h) Financial Assistance to Physically Disabled Children A sum of
Rs. 1000/- per month is given to physically disabled son / daughter of Ex-
servicemen.
(j) Grant to orphan children of Ex-Servicemen Financial Assistance is
granted to orphan children of Ex- Servicemen of all categories at the rate of
Rs 2000/- per month up to the age of 21 or up to marriage subject to certain
conditions.
(k) Grant to old age homes providing shelter to aged
Ex-Servicemen / widows
(i) The purpose of the scheme is to extend support to the poor and
aged Ex-Servicemen admitted in recognized old age homes in the
State. Those who have attained the age of 65 years are eligible under
this scheme. The grant of Rs 2000/- per month will be paid to the Old
Age Homes after scrutinizing applications obtained from the
inmates in this regard through the Zila Sainik Welfare Office
concerned.
(ii) Apart from the above a financial assistance of Rs 500/- per
month is also admissible to Ex-servicemen / Widows staying at old
aged home.
(l) Ex-gratia Grant.
(i) The Dependants of Military / Para Military personnel killed in
action / militant action are given a grant of Rs.15,000/-.
(ii) Military / Para Military personnel disabled / wounded in action /
militant action are given a grant which varies from Rs.5,000/- to
Rs 15,000/- in accordance with the percentage of disability.
(iii) Personnel belonging to other states died or disabled
while serving in Kerala are also eligible for this grant.

(m) Chief Minister’s Sainik Welfare Fund Financial assistance up
to a maximum of Rs 10 lakh is provided to Military / Para-military / GREF
personnel who have killed / disabled in action. The amount of assistance will
be distributed between the wife and parents of the deceased in the ratio 3:1.
(n) Cash Awards to Recipients of TA Medals Territorial Army
personnel who are recipients of TA decorations / TA Medals are eligible for
cash award of Rs 5000/-.
(o) Financial Assistance to World War Veterans
(i) The widows of Second World War Veterans (in service from
September 1939 to April 1946) are provided with financial assistance of
Rs 750/- per month.
(ii) The Second World War Veterans (in service from September
1939 to April 1946) are provided with financial assistance of Rs 1500/-
per month.
3. PROGRAMME / SCHEMES IN TERMS OF EDUCATION TO CHILDREN OF
ESM :-
(a) Cash Award to SSLC, CBSE and ICSE Top Scorers Cash
award of Rs 3000/- is given to the top scorer with
A+ / A1 grade in all subjects in SSLC, CBSE & ICSE.
(b) Financial Assistance to Children of Ex-servicemen who are
undergoing coaching classes to appear for SET, NET, JRF, ICWA, CA,
Civil Services Examination etc One time grant of Rs 10,000/- (Rupees ten
thousand only) are paid to Children of Ex-servicemen who are undergoing
coaching classes for SET, NET, JRF, ICWA, CA, Civil Services Examination.
(c) Scholarship to the Children of Ex-servicemen studying in
Professional / Vocational and Technical Courses Children of Ex-
Servicemen studying in various Professional / Vocational / Technical Courses
are eligible for Scholarship of an amount ranging from Rs 2000/- to Rs. 7000/-
per year from Amalgamated Fund (AF) subject to certain conditions.
(d) Scholarship to the Children of Ex-Servicemen studying at Sainik
School, Kazhakoottam Scholarship at the rate of Rs 10,000/- each to
students who are in Xth Std from the AF is granted to the children of ESM who
are domicile of Kerala.

(e) Financial Assistance to children of Ex-Servicemen for entrance
coaching Students who are preparing for Entrance Examination in
Medical/Engineering Course are eligible for financial assistance at the rate of
Rs 6000/- subject to conditions. This grant is sanctioned to 300 students on
first come first basis.
(f) Merit Scholarships Bright students among the children of
Ex-Servicemen studying from post-metric class to post-graduate and other
courses are eligible for scholarships varying from Rs 2000/- to Rs 3500/-.
(g) Scholarship to children studying / undergoing courses at RIMC
And NDA / IMA
(i) Lump Sum Grant and scholarship are being paid to cadets who
are domiciled from Kerala and undergoing training at the National
Defence Academy and the Rashtriya Indian Military College.
(ii) Pocket money at the rate of Rs 1000/- per month is given to
one child joining NDA / IMA for training apart from the above.
4. MEDICAL ASSITANCE TO ESM / DEPENDANTS
(a) Pocket Expenses. A sum of Rs 2000/- per month is given to
each Ex-servicemen / widows of Ex-servicemen inmate of
TB / Leprosy sanatoriums in the State irrespective
of their income. Free mosquito nets are also provided to them.
(b) Medical after care grant for TB / Leprosy patients Assistance of
Rs 1000/- per month is given to every Ex-Serviceman (for a maximum period
of three years only after the cessation of payment from Red Cross Society.)
who is undergoing treatment as outpatient on account of TB / Leprosy.
(c) Medical After Care Grant to Cancer Patients A sum of Rs 1000/-
per month is given to every Ex-servicemen / Widows / Wives of
Ex-servicemen cancer patients for a period of one year and two years for non
pensioners without stipulating income limit and subjected to SMBF rules.
(d) Financial Assistance to Paraplegic Rehabilitation Centre, Pune
(i) A monthly financial assistance of Rs 1000/- per month is
admissible to the inmates of Paraplegic Rehabilitation Centre,
Pune who belongs to the State of Kerala.
(ii) State Govt provides railway ticket charges for 2nd class Sleeper
once a year to the close relatives of the inmates.

(e) Financial Assistance to aged Ex-Servicemen under medical
scheme Under the scheme, a sum of Rs. 1000/- is reimbursed to the
aged Ex-Servicemen for purchase of medicines for his
medical treatment subject to certain conditions (One time grant).
(f) Financial Assistance to kidney patients for Dialysis Under the
scheme, a sum of Rs 1000/- per dialysis up to a maximum of Rs 20000/- is
given to Ex-servicemen / widows of Ex-servicemen / dependents undergoing
dialysis for kidney ailments.
(g) In addition to the above, the following assistances are given to the
Ex-servicemen / Widows :-
(i) One bed each in all Taluk Hospitals reserved to Ex-servicemen
and their dependants
(ii) One bed each in all District Hospitals reserved to Ex-servicemen
and their dependants
(h) Special Casual Leave for Re-survey Medical Board to Ex-
servicemen employed with the State Govt
(i) Special Casual Leave for a maximum period of 15 days
including the transit time for to and fro journeys is granted to
Ex-servicemen boarded out of service and re-employed in civil service
for appearing before the re-survey Medical Boards for re-assessment
of their disability.
(ii) Special Casual Leave is allowed to Ex-servicemen Government
servants for replacement / treatment of artificial limb.
(j) Financial Assistance to Ex-Servicemen not under ECH Scheme
Financial assistance of Rs 3,000/- per annum is admissible for medical
treatment of Ex-Servicemen who are not covered under the ECHS.

5. MONETARY BENEFITS TO RECEIPIENTS OF GALLANTRY AND NON
GALLANTRY AWARDS
(a) Monetary Benefits to Recipients of Gallantry Awardees The
recipients of Gallantry Decorations or NOK in the case of posthumously
awarded, are eligible for cash award. The details are enumerated as

6. PROGRAMME / SCHEMES IN TERMS OF HOUSING / LAND ALLOTMENT
(a) Grant for repairs of dwelling huts A onetime grant of
Rs 10,000/- is paid to Ex-Servicemen and widows of Ex-Servicemen for repair
of dwelling units.
(b) House Building Grant The State Government of Kerala has
introduced this scheme towards the welfare of the disabled Ex-servicemen
boarded out and widows and dependants of jawans died in harness. The
amount of grant is Rs 1,00,000/-.
(c) Housing Scheme
(i) Preference is given to the application of Ex-servicemen for
allotment of land under the Housing Scheme.
(ii) House or house sites are allotted on priority basis by the State
Housing Board to Ex-servicemen on payment of cost.
(d) Allotment of NGO Quarters
(i) Preference in the matter of allotment of NGO quarters to the
wives of Jawans who are reported missing and dead, and wives of
Jawan actually stationed in the border areas.
(ii) Allotment of Government Quarters on priority to re-employed
Ex-servicemen in the State Government Service.
(e) House Tax Exemption.
(i) War widows / widower of any Military personnel who died in
action and war disabled are exempted from payment of building tax in
Panchayat Areas.
(ii) Ex-Servicemen / widows are exempted from the payment of
building tax for the buildings used for their actual residential purpose.

(iii) War widows and war disabled are exempted from payment of
house tax (Property tax) for 10 years with effect from the first half of
2000- 2001.
(iv) The parents (Father / Mother) of unmarried Jawans killed in action
are also eligible for the above exemption.
(f) Land Assignment
(i) Under rule 6 of the Arable land Assignment Rule 1970, one
tenth of the available / assignable land in each district is reserved for
assignment to disabled Defence personnel and dependents of Defence
personnel killed in action.
(ii) 1/20th of the available / assignable land in each district is
reserved for assignment to Ex-servicemen.
(iii) The application for this purpose has to be submitted to the
concerned Tahsildar in the prescribed form.
(iv) Under Rule 11 (3) of the Kerala Land Assignment Rule, 10% of
the area available for assignment in each village is reserved for
assignment to Ex-Servicemen for cultivation, house site and beneficial
usage.
(v) Preference is given to the Defence personnel and their
dependents for allotment of land under the Housing Scheme viz, Land
Acquisition and Development Schemes.
