a. This submittal has been reviewed for general compliance with the scope of works intent of the contract documents.
Approval does not relieve the Contractor from errors and omissions in the submittal. Contractor is responsible for all
technical submittal, sequence of work, design/shop drawings, methodology, safety requirement, accuracies and
coordination with other trades, unless specifically approved as such. Approval shall not be considered or void, should
contractor made deviations or substitutions from the contract documents.
b. The approval of method statement is prerequisite to approval of RAMS. The document shall be interpreted based on
the risk management requirement based on SC standard and QCS 2014, Risk Assessment shall be submitted to SC-
HSSE for review and approval

Inspection, cleaning, testing, troubleshooting, adjustment, preventive maintenance & routine
maintenance, protection, minor civil works and repair works to ensure proper functioning of Fire
Fighting, Fire Safety, Fire Detection and Alarm System in conformance with QCDD fire safety code, Qatar
Construction Specification (QCS) and National Fire Protection Association (NFPA) at Al Bidda Tower, Al
Corniche Street, West Bay, Doha (the Tower).

3. Roles, Responsibilities and Authorities
3.1 Facilities Manager
1. Monitor facility usage, operations and equipment maintenance.
2. Ensuring that facilities meet regulations and environmental, health and security standards
3. Overseeing building projects, renovations or refurbishments
4. Drafting reports and making written recommendations
5. Plan and coordinate all installations of fire alarm and fire fighting
6. Manage the upkeep of equipment and supplies to meet health and safety standards
7. Inspect buildings’ structures to determine the need for repairs or renovations
8. Supervise all staff facilities staff (custodians, technicians, groundskeepers etc.) and external
contractors
9. Perform analysis and forecasting
3.2 Facilities Engineer
1. Assign and schedule work tasks with other facility supervisors in a team-oriented environment,
and perform initial evaluations of building systems and distribute work assignments.
2. Respond to emergency calls and solve the issues as per the given priority

3. Evaluate team members’ individual performances to ensure quality operations, and investigate
any and all accidents caused by team members, and prepare relevant reports.
4. Review and maintain maintenance logs and maintenance budgets, and complete any and all
documentation necessary to the completion of a task.
5. Instruct team in how to dispose of hazardous materials in accordance with established OSHA
procedures.
6. Review and understand equipment and methods of operation, BMS system, fire/life safety, and
other systems
3.3 Technicians/ Supervisors
1. Analyzes and investigates maintenance and personnel problems or issues, and prepares and
compiles written reports to the Facilities Manager with solutions and/or recommendations.
2. Implement regular inspection in fire alarm and fire fighting system to ensure activities are
conducted safely and appropriately.
3. Carry out Monthly, bimonthly and quarterly preventive maintenance of fire alarm and fire
fighting system
4. Respond to any alarm and any fault in the fire alarm and fire fighting system
5. Supervises emergency repair jobs; inspects field work performed; plans and estimates
maintenance and repair work; maintains records of work order requests and completion.
3.4 HSSE Personnel
1. Developing measures to assure personnel safety.
2. Correct unsafe acts or conditions through the regular line of authority.
3. The Safety Officer maintains awareness of active and developing situations.
4. Ensures there are safety messages in each Incident Action Plan.
5. Review the Incident Action Plan for safety implications.
6. Investigate accidents that have occurred within incident areas.
7. Promotes safe practices at the job site.
8. Responds to employees’ safety concerns.
9. Conduct risk assessment and enforce preventative measures.
10. Stop any unsafe acts or processes that seem dangerous or unhealthy
3.5 Fire Command Representative
1. Responds to fires and performs fire suppression activities utilizing firefighting equipment and
techniques, including nozzle operation and fire stream direction,

6. Sequence of Work
Activity 1 – Technical management and maintenance of Fire fighting, Fire safety, Fire Detection and
Alarm system comprehensive maintenance management and audits of Fire fighting, Fire safety, Fire
Detection and Alarm systems within the building.
*Periodic Preventive Maintenance (PPM)
*Ensure all operations and maintenance manuals are available, reviewed and digitized.
*Liaise with the SC’s representative as applicable.
*Establish the levels of maintenance required and preventive maintenance schedules.
*Produce the Fire Fighting, Fire Safety, Fire Detection and Alarm System PPM schedule for the buildings.
*Manage the subcontractor’s personnel and the services they provide and the frequency on which the
service is carried out, if any.
Activity 2 – Provision of building maintenance and management service
*Periodical assessment of the conditions of the building.

12. Waste Management & Sustainability arrangement
As citizens of a society we have a responsibility to manage our waste sustainably. We can do this
following the five R's of waste management: reduce, reuse, recycle, recover and residual management.

Working hours shall be 8 hrs. for 6 days a week and the daily meals shall be provided to the workers of
high quality, fresh and nutritious including with water and resting area as per the Qatari labor laws.
