WORKSHOP 2.

1 – NATIONAL SECURITY CONCERNS

Name: Felsie Jane G. Penaso ____ Degree Program and Year: BSA- 1,Block 2
Date: February 8,2021 ____ Group Assignment: PM Session/ Group B

If given a chance to be the over-all in-charge of the National Security Council of our country,
what will be your three (3) Priority Security Programs for your countrymen? Explain every
program in paragraph form using the Calibre or Times New Roman with 12pt size and 1.5
spacing. (Note: Kindly use this template for your answer.)

As a citizen in this country, I have the right to speak and, I have the duty to protect my fellow
countrymen. The common misconception of everybody is that women are not capable of the
things that a man can do. They failed to realize that we, the women, has also the ability to
protect and promote the right of every Filipinos. As a young citizen in this country, if given the
chance to be the over-all in-charge of the National Security Council of our country, my three
priority security programs will be the people’s welfare, territorial integrity, and public safety,
law, and order of justice. The reason for this occurrence is that I want my country to be at
peace and to be in a place where we all don’t have to worry about the cruelness that our
country is suffering due to some incompetent government.

As for my first security program, which is the people’s welfare, I think this would be a great
avenue and a great start to seek for hope. A hope wherein we can see and picture out the
equality for our rights and needs. Moreover, this program is the hope for everyone because of
its mission wherein, to help and provide the needs of every human being that he/she deserves
to have. Aside from that, the vision of my program is to see all individuals treated equally. My
second security program is territorial integrity. This may sound hilarious and seems like
nonsense due to the reason that my age and capabilities are not yet enough to protect and
handle such issues like this, but I guess no one can stop every individual to speak up. In short,
no one can stop me from voicing out what I think is unjust. In this aspect, particularly the
territorial integrity, I think this should also be the one that we must not abandon or set aside.
Bridging the gap, the territorial rivalry of China and the Philippines is an issue that until now is
not yet resolved. As for this, I think this should be prioritized because I cannot stand to have
this country belittled again. In connection to history, we were already colonized before by some
countries which leads Filipinos to become paralyzed for the ruling of other countries. As such,
that is why we have history in order not to repeat the same mistake.

My third and last security program is public safety, law, and justice. The reason behind choosing
this as one of my security programs is due to the happenings and issues that we are currently
facing. It’s hard for me to grasp how people can easily be manipulated and do dirty works just
to have possessions and fame. Also, I cannot deny the fact that nowadays, justice and safety are
only for the people who have the power and ability to obtain. Moreover, I have noticed that the
rules and actions of the government have always been the greatest issue that people can’t stop
criticizing. As far as I am concerned, I also observed that politics is somehow one of the dirtiest
things that trigger the toxicity of the world, making it a lot more complicated for people to live
without suffering. Due to this occurrence, I want to make our country to be at peace wherein
people are not afraid to fight for their rights. And I also want to cast the fears of each individual
from all the harm and danger that we are currently afraid of. Aside from that, this security
program that I am prioritizing has the aim of prevailing justice as well as helping all individuals
to know how our justice system runs in order for them not to be blinded by the truth. Thus, my
purpose is to spread the word to the people whose long been manipulated.

The proposed territorial integrity program relates to historical events of colonization, where the Philippines was previously dominated by foreign powers, leading to a subjugation of its people. It is considered crucial because it seeks to prevent the repetition of historical injustices and reinforce national sovereignty in light of ongoing territorial disputes with countries like China, aiming to prevent the Philippines from being 'belittled' again .

Prioritizing public safety, law, and justice challenges the assumption that these elements are inherently fair and accessible to all. It highlights the systemic issues of power inequality, where safety and justice might be skewed towards the affluent and influential. This priority aims to expose the fragility and corruption within the system, arguing for a reformation that aligns with democratic principles and equitable justice .

The program on public safety, law, and justice intends to tackle corruption and inequality by aiming for a justice system that is accessible and fair to all, not just the powerful. It acknowledges the manipulation, power dynamics, and criticisms of government actions that plague the current system. By promoting awareness and transparency about how the justice system functions, it seeks to empower individuals to understand and demand their rights, thus challenging the 'dirty politics' and toxic environment perpetuated by corruption .

Challenges in implementing the priority of territorial integrity include diplomatic tensions with China over maritime claims, requiring careful negotiation to avoid conflict. There may also be resistance internally if not all political factions align on strategy, as well as potential economic repercussions from strained relations with neighboring countries. Additionally, past colonial experiences resonate with nationalistic sentiments, possibly complicating diplomatic efforts .

The historical context of colonization, where the Philippines experienced foreign domination and exploitation, significantly influences the current emphasis on territorial integrity. This historical memory fuels a protective stance against modern-day territorial disputes, ensuring that past injustices are not repeated. It underscores a commitment to self-determination and sovereignty, making territorial integrity a non-negotiable aspect of national security policies today .

The three priority security programs proposed for national security improvement are: people's welfare, territorial integrity, and public safety, law, and justice. The people's welfare program aims to ensure equality in rights and needs, providing hope and essential support for all individuals. Territorial integrity addresses the unresolved geopolitical tensions, particularly between China and the Philippines, while public safety, law, and justice focus on combating corruption and ensuring that justice and security are not limited to the powerful, thus promoting a peaceful society .

The three priority programs—people’s welfare, territorial integrity, and public safety, law, and justice—interact to create a comprehensive national security approach by addressing internal and external factors that could destabilize a country. People’s welfare ensures social equity and stability, reducing internal vulnerabilities. Territorial integrity protects against external threats, maintaining sovereignty. Public safety and justice ensure rule of law and address corruption, which bolsters institutional integrity and public trust. Together, they create a resilient society capable of responding effectively to diverse challenges .

Focusing on people’s welfare contributes to long-term national security and social stability by promoting equality and addressing basic human needs, thus reducing socio-economic disparities. This creates a more cohesive society, where citizens are less vulnerable to manipulation and exploitation. By ensuring equitable access to resources and opportunities, it fosters national resilience and trust in the government, mitigating potential unrest .

Empowering citizens through the proposed programs could lead to increased civic engagement, where citizens are more informed and assertive about their rights and responsibilities. This empowerment may catalyze demands for transparency and accountability in governance, potentially reshaping political norms and priorities towards inclusivity and justice. As citizens become less dependent on powerful elites, there could be a shift in political dynamics, reducing the influence of corrupt practices .

Prioritizing people’s welfare within the national security framework is necessary as it addresses root causes of instability, such as poverty and inequality, which can lead to civil unrest and vulnerability to external manipulation. By ensuring equitable access to resources and opportunities, it strengthens societal cohesion and resilience, laying the foundation for a stable, secure environment. Such stability is essential for sustained national security as it reduces the internal friction that adversaries might exploit .
