HEI Programs and Employment Strategies
The Job-Skills Matching Project by CHED is designed to align educational outcomes with industry needs by reviewing curricula to ensure they meet the needs of various industries, establishing a labor market information system (LMIS) to provide current data on in-demand jobs, guiding students and parents in course selection, identifying areas of mismatch, and implementing strategies to address these mismatches. Additionally, it involves the dissemination of information on employment opportunities and conducting periodic graduate tracer studies to keep track of job market trends and employment patterns .
CHED's involvement with the K-12 program significantly impacts teacher education and development by providing technical assistance to the K-12 inter-agency collaboration, formulating standards for the content and methods of Grades 11 and 12, and delivering policy and program inputs to Teacher Education COEs/CODs. These initiatives ensure that pre-service and in-service education for basic education teachers are aligned with the K-12 curriculum, thus preparing educators to effectively implement the new educational framework .
CHED ensures compliance with international educational standards through participation in international/regional networks and cross-border collaborations, initiatives such as the Washington Accord, and recognition of HEIs/programs by international bodies. These mechanisms enhance the global competitiveness of Philippine higher education by aligning local programs with international benchmarks, facilitating student and professional mobility, and enabling recognition of Philippine degrees abroad. This boosts the reputation and credibility of Filipino graduates and institutions on a global stage .
CHED supports research, development, and extension (RDE) programs that generate, adapt, and transfer new knowledge and technologies aimed at improving productivity and livelihoods, promoting peace, empowering women, protecting the environment, reducing disaster devastation, and alleviating poverty. This broad array of support helps integrate research into societal needs and enhance the practical impact of academic work .
CHED's Quality Assurance Projects consist of several components: a. Policies Standards and Guidelines (PSGs) - These are periodically updated through international benchmarking to ensure that academic programs meet global standards. b. Program monitoring and the closure or phase out of non-compliant programs to maintain quality. c. Institutional Quality Assurance Monitoring and Evaluation (IQuAME) - This monitors the quality of teaching, governance, and management in HEIs. d. Accreditation - Encourages programs with above-minimum standards to seek accreditation. e. Compliance with international standards - Involves participation in international collaborations like the Washington Accord . These components ensure that higher education programs maintain a high level of quality and relevance in both local and international contexts.
The establishment of Research & Development Centers under CHED's strategic initiatives is intended to promote higher education research and strengthen the research and development functions of higher education institutions (HEIs). These centers are expected to enhance the capacity of HEIs to conduct significant and impactful research projects, thereby fostering innovation and contributing to national development goals. They serve as hubs for knowledge creation and dissemination, facilitating collaborations and resource sharing among institutions .
The Centers of Excellence (COEs) and Centers of Development (CODs) initiatives contribute to enhancing the quality of higher education by providing opportunities for student scholarships, faculty development, and the upgrading of library and laboratory facilities. These centers also focus on strengthening research and extension services, developing instructional materials, and fostering networking and collaboration activities. By concentrating resources and efforts on these centers, CHED seeks to elevate standards and cultivate specialized areas of expertise that can be emulated by other institutions .
CHED's policy on the amalgamation of higher education institutions aims to improve educational efficiency by minimizing the duplication of programs and services and promoting complementation between public and private HEIs. This approach is intended to enhance the delivery of quality education by streamlining resources, fostering collaboration, and ensuring that educational institutions offer unique and complementary program offerings, thus optimizing the use of available resources and expertise .
CHED's Gender and Development Programs are significant in promoting gender parity in education by ensuring equal access to scholarships for both genders and advocating for gender sensitivity. These programs include interventions to support female students facing extreme personal situations that hinder their educational progress. By focusing on these areas, CHED aims to create a more equitable educational environment, which not only addresses gender disparities but also empowers women to contribute more effectively to societal development .
The Faculty Development Program plays a crucial role in improving education quality by offering scholarships for faculty members to enhance their academic qualifications to masters and doctorate levels. It also includes training for Continuing Professional Education (CPE), which improves teaching methods and qualifications, thereby leading to better student learning outcomes. This enhancement is directly linked to higher passing rates in professional licensure exams and increased graduate productivity .
