Chapter -1

Executive Summary

Mine owner Smt. Preciously Bareh is a private businesswoman, at Village-Nongtalang, District- West
Jaintia Hills, Meghalaya.

Smt. Preciously Bareh has the area of 1.56 Ha for mining of Lime stone under the Meghalaya Minor

Mineral Concession Rules 2016.

Smt. Preciously Bareh has got a Deed of Gift for the land, Non-Forest Land Certificate and Letter of

Intent from Divisional Forest Officer and subsequently approval of mining plan from Divisional Mining

Officer (Jowai).

As per MoEF notification Dated. 24th December, 2013 and as per the notification Govt. of Meghalaya

No. DMR/MM/328/17/VOL-I/2713 dated 1st March, 2017 and under the Meghalaya Minor Mineral

rules 2016 mining plan has been prepared by RQP Shri. Jaipal Singh, Regd. No. RQP/AJM/378/2015/A.

the method of mining purpose is open cast mining with semi-mechanization means with bench wise

development.

Total geological reserve 19,47,820 MT and total production in 5 years of 5,35,050 MT and a maximum

of 1,06,930 MT/annum.

In inviting a reference to your letter on the subject cited above, I am issuing this
Letter of Intent for granting of Nlining Lease under Rules l0 of the Meghalaya Minor Minerals
Concession Rules 2016 for mining of Limestone on an area of 1.56 hectare situated at Korpet,
Nongtalang, West Jaintia Hills District. The LOI issued earlier by this office vide letter
no.
JHA4MMCR-201612016-17/869/B/2807 Dated- Jowai, the 3Oth Ocober,20l9 for the area
2 ha. in
respect ofthe applicant stand cancelled.

On receipt of this LOI, for the corrected area of mining lease (1.56 ha.) you shall
required to furnished the follorving documents within 6 (six) months for grant of Mining Lease:-

Chapter -1

Executive Summary

Mine owner Smt. Preciously Bareh is a private businesswoman, at Village-Nongtalang, District- West
Jaintia Hills, Meghalaya.

Smt. Preciously Bareh has the area of 1.56 Ha for mining of Lime stone under the Meghalaya Minor

Mineral Concession Rules 2016.

Smt. Preciously Bareh has got a Deed of Gift for the land, Non-Forest Land Certificate and Letter of

Intent from Divisional Forest Officer and subsequently approval of mining plan from Divisional Mining

Officer (Jowai).

As per MoEF notification Dated. 24th December, 2013 and as per the notification Govt. of Meghalaya

No. DMR/MM/328/17/VOL-I/2713 dated 1st March, 2017 and under the Meghalaya Minor Mineral

rules 2016 mining plan has been prepared by RQP Shri. Jaipal Singh, Regd. No. RQP/AJM/378/2015/A.

the method of mining purpose is open cast mining with semi-mechanization means with bench wise

development.

Total geological reserve 19,47,820 MT and total production in 5 years of 5,35,050 MT and a maximum

of 1,06,930 MT/annum.

Chapter -2

Introduction of the Project


1. Identification of Project and Project Proponent

The proposed project is a Limestone Mine will be done by opencast semi mechanized method.

The proponent is a businessman.

2. Brief Description of Nature of Project

Mine Area is over 1.56 ha. in Korpet, Nongtalang, District West Jaintia Hills, Meghalaya. The Letter

Of Intent is given to Smt. Preciously Bareh, the lessee for Mining of Lime stone by the Divisional

Forest Officer of Government of Meghalaya under the Meghalaya Minor Mineral Concession

Rules, 2016 for Lime stone Mining. The excavated Lime stone will be sold in the local market.

3. Need for the Project and Its Importance to the Country and the Region

The need and the importance of this Mine Project is mainly for the construction purpose for

development (Private as well as Government projects). Huge demand for nearby towns and in

the upcoming development projects.

4. Demand – Supply Gap

There is a huge requirement of Limes stone for construction industry through stone crushing and

Lime Kilns/plants in India. Around 1,06,930 MT per annum of Lime stone will be excavated from

Mine.

5. Imports Vs Indigenous Production

As in Meghalaya the Lime stone is available in abundance, so no imports are required.

6. Export Possibility

The excavated Lime stone in the form of Lime can be exported to Bangladesh.

7. Domestic / Export Markets

The entire Limestone is in demand from the domestic as well as international market if allowed

by the Government to export.

8. Employment Generation (Direct and Indirect) due to the Project

Total number of employment will be around 43 including Management, Supervisory personnel,

Skilled, Semiskilled and Unskilled. The indirect employment will also be generated for the nearby

areas.

Chapter - 3

Project Description
1. Type of the Project Including Interlinked and Interdependent Project.

Lime stone in the Mine area is proposed to be excavated by conventional method of opencast

mining through the formation of safe benches. It will be semi-mechanised mining and on

single shift basis. Working benches will be formed and worked in a top to downward manner.

Drilling for blasting the Lime stone will be performed for loosening of the rock mass. The rock

will be mostly excavated and broken by hydraulic excavators and rock breakers.

The Mine area is located in Korpet, Nongtalang, District West Jaintia Hills, State: Meghalaya.

Location and Maps have been attached in the Mining Plan.

2. Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site,

Particularly the Environmental considerations gone into should be Highlighted.

Being a Lime stone Mine it is site specific. No alternate site can be worked out. It has to be

carried out within Mine area to be allotted by the State Government of Meghalaya as per the

conditions of lease agreement document. As far as the environmental considerations, the

proponent will abide by all relevant acts & rule and provisions.

3. Size or Magnitude of Operation

Size of the Mine area is 1.56 ha. Magnitude of the proposed operation is extraction at a total

of 1,06,930 MT of Lime stone per annum.

4. Project Description with Process Details (a Schematic Diagram / Flow Chart Showing the

Project Layout, Components of the Project etc. should be given)

4.1 Method of Mining: Lime stone in the Mine area is to be excavated by conventional

method of opencast mining through the formation of safe benches which will be semi-

mechanized and on single shift basis. Benches are to be formed and worked in a top

to downward manner. Because of presence of hard rock mass, drilling for blasting is

to be performed for loosening of the rock mass. The rock will be mostly excavated

and broken by hydraulic excavators and rock breakers respectively.

4.2 Bench Geometry: Height/Width of the Mine benches are kept at 6m x 6m. The

individual bench faces are kept nearly 85 degree at to the horizontal. Whereas the

overall Mine slope angle (the angle between the line joining the toe of bottom bench

and the crest of the top bench with the horizontal) is maintained at around 45 degree

with the horizontal.

4.3 Time Schedule: Total working days are 300 days in a year. Number of shift per day is

01 (One). The working hour in a shift is 8.00 hours.

4.4 Production Planning: The maximum production of Lime stone from this Mine is

1,06,930 MT per annum maximum.

4.5 Extent of Mechanization: It is a semi-mechanised mine, loading will be done hydraulic

excavators and transport will be done by trucks/tippers. Hydraulic breakers for stone

breaking. Drilling will be done for blasting the stone out of the strata.

Manual/pneumatic hammering for stone breaking will also be done.

4.6 Transportation: Lime Stone extracted from the Mine will be transported by 9 to 15

MT capacity trucks/dumpers. During transportation overfilling of trucks and

consequent spillage of materials on the roads will be avoided by covering tarpaulin in

the loaded trucks.

4.7 List of Machinery/Equipment Proposed: The nature and quantity of machinery

required for excavation and /or blasting of construction stone / rock depends on the

production capacity of the Mine. However, the machines used are as follows:

4.8 Blasting: Blasting will be done for loosening and excavation of Lime stone.

5. Raw Material Required along with Estimated Quantity, likely Source, Marketing Area of

Final Product/s, Mode of Transport of Raw Material and Finished Product.

The said project is a minor mineral/Lime Stone extraction project. It does not involve any other

raw material for Lime stone mining rather only production of Lime stone from the available

reserve within the Mine area.

6. Resource Optimization / Recycling and Reuse Envisaged in the Project, if any, should be

briefly outlined.

Mining of Lime stone / rock will be carried out strictly as per conditions given in the lease

agreement with a view to optimize all resources available.

7. Availability of Water, Its Source, Energy / Power Requirement and Source should be given.

7.1 Availability of Water and Its Source

A total of 5 cubic metre per day of water is used wiz for domestic consumption, for

dust suppression, for Green Belt Development above activities. Drinking water will be

sourced from public water supply and water for spraying of haul road and watering

green belt will be sourced from the siltation tank.

7.2 Energy / Power Requirement and Its Source

No electricity is required as no operation after sun set.

8. Quantity of Wastes to be generated (Liquid and Solid) and Scheme for Their Management /

Disposal

However about 10% of total production has been considered as mineral reject During plan

period 59,400 MT of waste will be generated. The generated mineral will be utilized for

maintenance of existing road of surrounding areas and will be back filled for reclamation.

Liquid Waste / Waste Water: The said Mine area does not have any workshop within the lease

area. Thus, no effluent is generated from the Mine site. However, during rainy season surface

runoff containing suspended solids and silts flows out.

9. Schematic Representations of the Feasibility drawing which give information of EIA

Purpose.

As per the guide lines of MOEF, GOI vide letter no.J-13012/12/2013-IA-II (I) of dated

24.12.2013, this prefeasibility report is prepared for the Mine (Category-B2) project for grant

of environmental clearance. The lease period is for 30 years.

Chapter – 4

Site Analysis
1. Connectivity

The Mine area is located near Korpet, Nongtalang, District West Jaintia Hills, State Meghalaya.

The Mine area is accessible from state head quarter by covering a distance of 90 km.

2. Land Form, Land Use and Land Ownership

The Mine lease area over 1.56 ha. is privately owned non-forest land.

3. Topography (Refer Map No. 1)

The area covers a land of 1.56 ha. in Korpet, Nongtalang in West Jaintia Hills district of

Meghalaya.

The substantial part of the area represents gently sloping terrain with highest altitude of 704

mRL in northern part where as the southern part shows the lowest altitude of 688 mRL having

an elevation difference of 16 m. The general slope is towards southerly side.

4. Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including

area under CRZ)), shortest distances from the periphery of the Project to the periphery of

the Forest, National Park, Wild Life Sanctuary, eco-sensitive areas, water bodies (distance

from the HFL of the River), CRZ.

The Mine area over 1.56 hectare is privately owned and non-forest area. The land use of the

Mine site is Mining only including temporary road.

Distance of Various Physical Features from the Boundary of the Lease Area

• There is no such Ecologically Sensitive area as per Hon’ble Supreme

Court Civil writ petition No.4 92 of 2004.

• There is no national park/wild life sanctuary/biosphere reserve/ tiger reserve/

elephant reserve in the lease area and buffer zone (10.0 km radius of the Mine area).

• There is no seasonal or perennial nallah in the Mine area.

• There is no endangered fauna like elephant, sloth bear, python etc in & around the

Mine area.

6. Soil Classification and Geology both Regional & Local Regional Geology :

The area of the site exposes Lime stone of Eocene age of Jaintia group comprising of Shella

formation. The applied project area falls in the hilly region. Lithologically the hills comprise

alteration of sand stone and Lime stone sequence having thickness of 600 m.

Local Geology:

The geological parameters/features of the ore body as obtained from the field mapping and

exploration studies reveal the following:

Length of the ore body 275 m maximum.

Width of the ore body: 35 m to 40m maximum.

Depth of the ore body: 34 m maximum.

7. Climate Data from Secondary Sources

The Climate of West Jaintia Hills District is uniquely pleasant and caressing. It is neither too

warm in summer nor too cold in winter. The rainfall profile is very high during the south west

monsoon, which usually starts from the middle of May and declines towards the last part of

September. The intensity of rainfall in the district during the last few years has registered a

rising trend, due to the untimely vagary of monsoon coupled by the existence of fogs, mists

and nimbus clouds which loom large during the rainy season. The Average Relative Humidity

is the highest during the month of July while December records the lowest Relative Humidity.

8. Social Infrastructure Available

8.1 Accessibility: The Mine area is accessible by all-weather & Well-connected by road.

The Mine site is connected through 90 km by road from state head quarter Shillong

and 41 km by road from district head quarter Jowai. The nearest railway station is

Guwahati located at a distance 117 km from the Mine area.

8.2 Market Facility: Market is at Nongtalang which is located at a distance of 3 km from

the Mine site.

8.3 Water availability: Water supply for the Mine including drinking is made available

from nearby existing bore well/ponds/river.

8.4 Medical & Educational Facilities: Medical facilities are available at PHC at a Distance

of 17 Km from the Mine area. High School for educational facilities is at Dawki at a

distance of 17 km, Govt. college is situated at Jowai at a distance of 41 km.

8.5 Postal & Telephonic facilities: Postal and telephonic facilities are available at

Nongtalang as well as mobile connectivity is available at site.

Chapter – 5

Planning Brief

1. Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning

/ Development Authority Classification

The said proposal is a Lime Stone Mine industry. The Lessee does not have any plan for

construction of town ship for its employees. Mostly local villagers are to be employed. They will

be commuting from local areas. Public and self-transport facilities are used for commuting from

their residence to the Mine site.

2. Population Projection

There is no human settlement in the Mine area. People of the buffer zone are mostly engaged in

business and agriculture. Presently the local population constitutes a significant fraction of the

direct employment. Over the years such people have been trained in various vocations and they

form a part of the semi-skilled and skilled employees. After the mine closure, such population is

likely to engage themselves either in other neighbouring mines or may take up entrepreneurship

in their own profession, such as motor garage, workshops, general & electrical repairs etc.

3. Land Use Planning (break up along with greenbelt etc.)

Area for built up structures, green belt etc. will be same as per scheme suggested in the approved

mine plan for existing mine. Land use planning for proposed expansion project will be followed as

per approved mine plan.

Watering and maturing will be done periodically as per requirement.

(1) Post plantation care such as soil working, pruning etc. will be done.

(2) Casual replacement will be done.

(3) Insecticides will be spread for pest control.

(4) Proper watch and ward will be there to save the trees from cattle and fire.

4. Assessment of Infrastructure Demand (Physical & Social)

The office of the Mine operation and rest centre for workers will be newly constructed outside

the Mine area.

The project would involve extraction of Lime stone in the Mining Lease area. Area around 1.56

Ha will be used for excavation. The detail of land use of the Mining Lease area is given as

2. Residential Area (Non – Processing Area)

There is no residential area within core-zone or near to the lease area belonging to lessee.

There is no proposal for construction of colony. Hence there is no likely hood of effect of

outside people or influx on the existing local population.

3. Greenbelt

The multi-species bio-diversified sapling planted will ensure the development of green covers

that will match the natural vegetation around. This is likely to keep intact the fauna of the

region as well and provide recurring economic opportunities to nearby villagers. Dieng Jri,

Dieng Kuwai and Dieng Champa are proposed to be planted.

4. Social Infrastructure

Employment, medical facilities, transportation etc. will be further strengthened by the

establishment of this project. The amount paid by the proponent to the District Mineral

Foundation will enhance the social infrastructure of the district.

5. Connectivity

7. Sewerage System

No residential facilities envisaged in the project. Mine is operating only in single shift. So, no

sewerage system is available in this Mine area.

8. Industrial Waste Management

No industrial waste will be generated. The generation of top soil, overburden and mine waste

is envisaged as per the approved Mine plan.

9. Solid Waste Management

About 10% of total production has been considered as mineral reject. During plan period

59400 MT of waste will be generated. The generated mineral reject will be utilized for

maintenance of existing road of surrounding areas, backfilling of the Mine for reclamation and

the remains would be stacked in the waste dump area.

To avoid dump failure/soil erosion, toe wall with weep-holes and garland drain would be

provided towards lower side of the dump to collect the seepage water during the rainy season.

10. Power Requirement & Supply / Source

No electricity is required at Mine site. Diesel is required for operating mining equipment only,

for which 350 Litres of HSD will be used and sourced from nearby Diesel Station.

Smt. Preciously Bareh in the year 2018.

The reserve established in the mine has a life of 6 years. The mining cost of the Lime stone is Rs. 341.82

Analysis of Proposal: Final Recommendations

1. Financial and Social Benefits with Special Emphasis on the Benefit to the Local People including

Tribal Population, if any, in the area.

As the project is to process and generate Lime stone material for development and construction

purpose, it brings improvements in the physical and social infrastructure in the area definitely to

some extent, apart from providing direct employment to 43 persons. The contractual employment

and indirectly employment will be done and mostly from the local community due to Lime Stone

Mining.

Tangible Benefits:

• Local community near the Mine area finds good employment potential in the Mine directly

and in ancillary activities indirectly.

• The Lime stone mining operations also result in financial gains for the state and central

exchangers, collection of various taxes like royalty, welfare cess and GST.

• Improvement of the general living standard of the people in the vicinity to some extent.

• Growth of allied industries in the area to some extent.

2. Recommendation for EC

The said Lime Stone Mine project is categorized as B project as per office Memorandum no: J-

13012/12/2013-IA II(I), dated. 24.12.2013 of Government of India, Ministry of Environment and

Forests, New Delhi.

( a) The elevation range within the lease area is 704mRL highest contour to 688mRL
(lowest contour). The mineral is exposed in the whole lease area.
Drainage in the lease area is southerly. General drainage outside the area is
( almost southwesterly. The area is hilly and stony. Area broken by nalahs/ Nadi
in the five kilometers periphery is illustrated on plate-2. No habitation located in
( and nearthe lease area. Nearest habitation is located in village Nongtalang. The
deposit is in private land. The forestland not located in the area. No PWD road
passes through the area.

Physical and Chemical Characteristics

Physically the lime stone is of light grayish in colour. As the rock is hard and
compact the bulk density is 2.5 tons per cu. Meter of rock'

d) Name of Prospecting Agency


It will be a fresh mining lease for lime stone. Previously it was mapped by
Geological Survey of India. The maximum area will be exposed by proposed
mining, thus proposed prospecting will not be required.

The mineral is exposed up to 686mRL in the lease area and mineral is
continuing in sides and depth of the area. The mineral is also exposed
surrounding the lease area (eastern side and northern side). Considering
these aspects, the proved category reserves are computed up to 575mRL.
The whole lease area is considered for reserves. The limits are provided on
section and on plan.
Probable category:

The mineral is exposed in the area and in pit and is continuing in depth and in
( sides. Thus considering the continuity in depth the probable category
reserves are computed for 20 metres thickness as per the continuity of
( minerals in depth. Thus probable category reserves are computed between
675mRL and 655mRL. The other limits are considered same as considered for

proved category.
Possible categorv:

Considering the possibility of continuing the deposit beyond the probable


category limit in depth the possible category reserves are considered for 10
meters in depth vertically beyond the probable category reserves limit.

The mineable reserves of lime stone is of the order of 5,90,800 tons


o The production in the period of this mining plan will be around 5,35,050 tons in 5 years.
Balance reserves: 5,90,800- 5,35,050 = 55,750 tons
Production target is 55,750 tons.
The baf ance reserves will sufficient for 55,75O / L,O6,93O= 0.52 years
o Thus, total life of the mine is 5+ 0.52= 5.52 or say 6years.

5. MINING

a) Briefly describe the existing and proposed method for excavation:

Existing Mining:
It is a fresh mining lease and workings have to start in the lease area. One pit is
observed in the area.

Proposed Mining:
The opencast method of mining with semi mechanization is proposed to
excavate the mineral and waste. Bench height and width are proposed 6 meters
each considering semi mechanization.

Approach roads are available in the lease area and will be provided in future as
required time to time. Blasting will be done by short or long holes with the
permission of DGMS. The pneumatic breaker and hydraulic breakers will be used
for excavation of mineral.

The fencing around the pit/ excavation will be provided to check the inadvertent
entry of human and livestock in the working zone.

The soil if comes across during mining in small layer or cavity will be scraped and
stacked separately to be used for plantation during monsoon.

Drinking water is being brought from public water supply available at village and
stored in water pitchers at site office and near the working sites for drinking
purpose and in cement tanks near the site office for other purpose.
The following works are proposed:
1. The barbed wire fencing will be provided around the proposed and existing
workings to check the inadvertent entry of human and livestock in mining
zone.
2. The soil which may come across during mining in patches or in cavities will be
scraped and stacked separately to be used for plantation ion monsoon.
3. Proper plantation will be done in the lease area and nearby the lease area in
each monsoon and will be reported to the department with photographs.
4. Garland drains with parapet walls will be provided around the pit to check
the entry of monsoon flowing water towards working pit.
5. Drinking water from public water supply will be brought from nearby village
and stored in water pitchers for drinking purpose and in cement tanks for
other purpose
6. The workings will be done by maintaining the proper benches.
7. The waste will be dumped at one place towards eastern side in the lease
area.
8. The site services, site office, water tanks, workshops, kitchen, bathrooms etc
will be provided in or near the leasedrea (outside the lease area).

( b) The Development year wise is proposed for first five years.

In the period of this mining plan the lessee will develop five benches i.e. From
( Bench levels 697mRL (top bench), 591mRL, 585mRL, 679mRL and 573mRL as
lowest bench.

The approach roads up to faces will be provided time to time for movement of

vehicles. The bench height and width are proposed 5 metres but the lessee
( may take permission from DGMS for bench height more than 6 metres.
The bench slope will be providing 85". The loading will be from pits or from
( stocks.
The lessee will work as per proper benches and develop the benches as

Blasting will be done by various types of explosives. Generally, the following
( conventional types of explosives are used in the mine.
Slurry explosive (AN based) viz. power gel, Acquadyne, Superdyne etc. are
( proposed as primer. Blasting agent is proposed as ammonium nitrate fuel oil
(ANFO)mixture.

The ANFO mixture will be readily produced at site by mixing ammonium
( nitrate (94.5%l with diesel oil (5.5%). lf ANFO is not allowed the other slurry

The section has been prepared and ultimate slope is drawn over the
sections from end bottom point of possible reserves with ultimate slope
(refer plate-a). The upper points of these slopes have been projected
over the plan. By joining these points, the ultimate pit limit has been
drawn, which is shown on Conceptual Plan.

vi) Reclamation

No reclamation is proposed during the period of this mining plan, as


reserves will remain alive in the lease at the end of mining plan period.
However, if reserve will be exhausted during the lease period, the
exhausted benches will be reclaimed by mine rejects, spreading of topsoil
and plantation will be done. lt is also proposed to convert the pit into a
water reservoir.

area, and likely quantity of rain water to flow through the lease area,
arrangement to arresting the solid wash off etc.

Local drainage: Drainage in the lease area is southerly.

Regional drainage: General drainage outside the area is northeasterly. The


area is hilly and stony. Area broken by nalahs in the five kilometers periphery
is illustrated on plate-2.

Natural drainage: The monsoon water which directly precipitates over the
workings will fill in the pit and rest water which precipitates outside the pit
will flow down towards lower altitude side by the slope of the area into the
siltation tank.

The water accumulated in the pit will be dewatered by 10 HP diesel operated


pumps which will be used for plantation and rest of it will be passed through
the siltation tank to settle the silt. The desilted water will be discharged into
nearby nalahs/streams. The rubble stone walls are constructed towards
lower side of the dumps to check the wash off during monsoon

7.0 STACKING OF MINERT REJECTS/ SUB GRADE MATERIAL AND DISPOSAT OF WASTE

a) Indicate briefly the nature and quantity of top soil, overburden/waste and
mineral rejects to be disposed off.

The soil may come across in small patches and in cavities on the proposed
mining site and the soil which come across will be scraped and stacked
separately in 0.0L ha area. The soil will be used for plantation in each
monsoon. No mineral rejects come across during mining.
The waste dump management is discussed in the mining chapter in
conceptual plan.

b) The proposed dumping ground within the lease area be proved for
presence or absence of mineraland be outside the UPL unless simultaneous
backfilling is proposed or purely temporary dumping for a short period is

(. The Climate of West Jaintia Hills District is uniquely pleasant and caressing. lt is
neither too warm in summer nor too cold in winter. The rainfall profile is very

high during the south west monsoon, which usually starts from the middle of
( May and declines towards the last part of September. The intensity of rainfall in
the district during the last few years has registered a rising trend, due to the
( untimely vagary of monsoon coupled by the existence of fogs, mists and nimbus
clouds which loom large during the rainy season. The Average Relative Humidity
is the highest during the month of July while December records the lowest

Relative Humidity.

11.3 MEASURE TAKEN AND TO BE TAKEN FOR CONTROL OF WATER. NOISE AND
( AIR POLLUTION
(

( Water:
During monsoon, the rain water of direct precipitation will collect in the
working pits. The monsoon water of upper altitude side may also collect
( in the pit.
A drain will be provided towards higher altitude side of the pit to divert
( the rain water away from the pit.
The dewatering will be done through a sump made in the bottom of the
(
pit and through a water tank/siltation tank at surface. Thus, the silt will
be checked and not allowed to spread in the nearby area of lower
altitude side and in agriculture lands.
The drinking water will be analyzed once in six months for quality. The
source of drinking water is tube well and hand pumps, which are away
(
from the area and thus not get any adverse effect from mining.
(
Air:
( The magnitude of air pollution in a mine varies with method of mining,
type of mineral, level of mechanization and beneficiation of mineral.
(
The gaseous pollution in the mine is due to emissions from diesel
( engines, transport vehicles as well as during blasting. The dust pollution
is due to movement of mine machineries etc. drilling, blasting and
( vehicular movement. The dust once allowed to go into atmosphere
cannot be controlled. Hence, it is necessary to suppress and minimize

Measures proposed:

Water pollution
1-. Outmost precaution will be taken that workings should not intersect
the water table.
2. In case of intersection with ground water table, the lessee will
immediately inform to the concerned authorities.
3. Before monsoon arrival, all drains must be cleaned for proper flow of
water.
4. Regular cleaning of sump and surface tank for proper dewatering.
5. Proper maintenance of dewatering pump.
6. The drinking water will be analyzed twice in one year for quality i.e.
the source of drinking water will be tube well and hand pumps.

Dust pollution
1,. Sharp drill bits are used and the drilling machine is kept leakage proof.
Dust extractor will be provided in drill machine.
2. Controlled blasting is proposed only on hire requirement after taking
permission from DGMS and other local authorities. Water Sprinklers
provided over haul road to control the fly of dust.
3. All the haul roads will be kept wide, leveled and compact. Regular
water Sprinklers should be done on road from site to tar road once or

twice in a day especially during dry season to check the generation of
( dust during vehicular movement.
4. The green belt as shown on plate 6 in and near the lease area will
( minimize dispersion of dust in nearby area. The proposed plantation
is illustrated on the plan.

RESIDENTS

There is no impact of mining on local residents of the area as habitation is away


from the applied lease area. Maximum persons will be employed from nearby
villages. There is no source of employment in nearby area and thus the
employment will develop by the proposed mining activity in nearby area. The
villagers may use the waste free of cost. The applicant after becoming lessee will

help in maintenance of village kacha roads with request of local bodies. The
lessee will provide maximum assistance to local bodies on their request. The

Climatic Conditions:

The Climate of West Jaintia Hills District is uniquely pleasant and caressing. lt is
neither too warm in summer nor too cold in winter. The rainfall profile is very
high during the south west monsoon, which usually starts from the middle of
May and declines towards the last part of September. The intensity of rainfall in
the district during the last few years has registered a rising trend, due to the
untimely vagary of monsoon coupled by the existence of fogs, mists and nimbus
clouds which loom large during the rainy season. The Average Relative Humidity
is the highest during the month of July while December records the lowest
Relative Humidity.

Human Seftlement:

No human settlement observed in the lease area, Nearest village is Korpet. The
main vocation of the habitants is agriculture. The habitants also have job at
nearby mines and nearby towns.

Public building, place of worship and monuments

No such things are observed in and around the lease area. The other things
observed in five kilometers periphery is illustrated on plate-2

ii)Air QualiU:

The quality of air is likely to be affected by drilling and transportation of mineral

and waste. The drilling will be by wet process. The lessees will use rock breakers
for excavation of mineral and waste.
( Water spray will be used over the haul/ approach roads time to time.

The quality of water is affected by mining if ground water comes across in mining

iv) Noise level


The diesel operated machineries and blasting will create noise in the mining. The
following measures are proposed:
High quality silencers will be provided to the diesel operated machineries uses
for excavation and loading of mineral and waste and water pump etc. The
approach roads will be provided smooth and wide.

v) Vibration level (due to Blasting)


Blasting will be done in the area. The vibrations come across on small scale. The
area is in interior, thus the impact will not very much significant.

vi) Water Regime:


No perennial water regime is observed in and near the lease area in 500 meters
periphery.
Thus, water regime will not be disturbed by proposed mining activities.

vii) Acid Mine Drainage .! ,


Not applicable in this mine.

viii) Surface subsidence


It is an opencast mining and no such subsidence will come across in past by
mining and none is expected by future mintng.

ix) Socio- Economic


The socio-economic conditions of an area will improve by having and economic
activity near by the habitation. The local habitants will get permanent extra
( income from the source of employment near the villages.

xf Historical Monuments etc


In absence of such monuments in and around the lease area no impact will be
anticipated.

T2.3 PROGRESSIVE RECLAMATION PLAN
The mining is from top to bottom side. The reserves will not exhaust

during the period of this mining plan; because reserves will remain alive

12.4 DISASTER MANAGEMENT PLAN

No landslide and inundation like disaster were come across in this arca and nearby the
area in past. The workings are proposed from top to bottom by forming proper benches.
The proposed workings will be by opencast mining method. Underground mining is not
proposed. Face height will be maintained safe. No tailing dam is proposed. Thus high -
risk accidents like land slide, subsidence, flood, inundation, fire, seismic activities etc.
not come across. Small accidents like fire, explosion in explosives, accident and fall of
face like disaster may come across. A firefighting station (sand filled buckets) is
( proposed at site in the supervision of mines manager and mate. After receiving the
information, the officials will reach up the site and will remove men and machineries
(
from the site. Magazine is proposed for storing the explosive and approved boxes are
proposed for handling the explosive from magazine to site. Any person, who notices any
explosion or accident, should immediately take steps to give warning by suitable mean
and at the same time take necessary action for withdrawal of men from the site. He shall
also inform the mines manager and other officials without any delay. The persons should
be trained properly to handle the situation. Detailed warning system, implementation
procedure, emergency control center, shall be maintained at the mine with names of
(
trained persons. Proper arrangements should be made for treatment of injured persons.
( Firefighting affangements should be provided at all the prone sites. All the safety
equipment should be available at mine site. A vehicle should always remain at site. The
( lessee is capable to meet anytype of risk. The fire stations are availablewithin l0 kms.
Dispensary is available at all prominent villages.

12.5 MINE CLOSURE:
( CARE AND MAINTENANCE DURING TEMPORARY DISCONTINUENCE:
No temporary discontinuance is proposed in the mining operation during the period of
( this progressive mine closure plan. During any discontinuance, the mining workings will
be in the watch of a watchman. Before re-opening the mine, maintenance will be
(
provided to all the machineries deployed at mine. Before the laborers enter the mine,
( the workings are proposed to be inspected by manager for safety purpose as per Mines
Act.

L2.6 Environmentalsafeguard:
Systematic workings are proposed keeping in view the conservation of mineral,
( protection of Environment and safety of human and machineries.
No natural water courses are observed in and near the lease area and no such
(
thing will be obstructed by proposed mining activities. Although no separate soil
observed at proposed mining site, however if any soil comes across in thin layer
or in cavities, it will be scraped and temporarily stacked separately at proposed
site. The soil will be used for plantation during each monsoon. The waste
generated during mining will be used in construction and maintenance of
approach roads, construction of site services. The lessee will also sell the waste
by permit from the concerning department. Rest of the waste will be dumped at
proposed site as per the planning.

dust creating points and places to minimize the dust during mining

( operations. Safe blasting as per Mines Act will be conducted by certified
blaster by implementing all measures to arrest the fly rock and minimize the
( ground vibrations. The nearby structures should not be disturbed by blasting.
( Drilling will be either by wet process or by using dust extractors. In case of
deep hole blasting the lessee will take permission from DGMS. For the safety of
( the laborers the personal protective devices will be provided and proper
training will be provided for environment and safety. The height and width of
(
the benches and face slope are proposed as per Metalliferous Mines
Regulation 1951. Regular health checkups will be provided with periodically
(
organized occupational health surveillance program for the workers.
Insurance/Group insurance will be provided for all laborers as per rules.
Vehicular emissions will be checked by adopting good quality of silencers and
by maintaining wide and smooth roads. The noise level/pollution will be
maintained within the permissible limit. Plantation as per approved planning
will be provided in the lease area to increase the aesthetic environment of the
lease area and nearby the lease area. The lessee will also follow the conditions
imposed in the Environment Clearance for environment protection measures,
CER, ESR, CSR etc.

I2.7 FINANCIAT ASSURANCE

In inviting a reference to your letter on the subject cited above, I am issuing this
Letter of Intent for granting of Nlining Lease under Rules l0 of the Meghalaya Minor Minerals
Concession Rules 2016 for mining of Limestone on an area of 1.56 hectare situated at Korpet,
Nongtalang, West Jaintia Hills District. The LOI issued earlier by this office vide letter
no.
JHA4MMCR-201612016-17/869/B/2807 Dated- Jowai, the 3Oth Ocober,20l9 for the area 2 ha. in
respect ofthe applicant stand cancelled.

On receipt of this LOI, for the corrected area of mining lease (1.56 ha.) you shall
required to furnished the follorving documents within 6 (six) months for grant of Mining Lease:-

- l Mining plan duly appro'ed by the Director of Mineral Resources;


2' Environmental Clearance under the Environmental (Protection) Act, 1986;
3. Consent to establish and operate under the Water (Prevention & Control of pollution) Act.
1974 and Air (Prevention & Control of pollution) Act, l gg l I
4. clearance from Revenue and Disaster Management Department; And
5. Clearatce from Labour Department for occupational health and Labour laws includine child
labour.
