`Implementation of Occupational Safety and Health toward the Employees in the Selected Hotels and

Restaurants in Calauag, Quezon

I come up on this title to be able to know the standards of the hotels and restaurants here in Calauag on
the OSH of their employees. Even though based from the data that I gathered, employees only
experience minor injuries, still employers must always prepared because we do not know what risk may
happen on the other day. Employers should have also capabilities for giving benefits and insurance to
his/her employees whenever risk occur.

Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction:

We valued our life mainly because it is the most precious thing that God gave
us. We must secure and ensure that our life will be protected from any danger and
accidents. That's why there is a protocol and laws that protect people from danger,
especially at work. In a book by Erickson (1996) entitled "Practical Guide to
Occupational Health and Safety," the term safety refers to worker physical injuries such
as wounds, abrasions, punctures, burns, and the crushing of feet and arms. Health
refers to physiological injuries such as diseases caused by chemical toxins or infectious
biological agents. While based on the book by Sadiq (2019) entitled "Establishing an
occupational health and safety management system," Occupational health is concerned
with the promotion and preservation of employees' physical, emotional, and cognitive
health, as well as their defense against illness and other health-related [Link] the
other hand, safety is often described as the absence of unacceptable danger or injury.

In addition, in today's industry, the term "safety" refers to both worker health and
welfare as well as workplace safety ("Practical Guide to Occupational Health and
Safety," 1996). The standards of health and safety at work, guided by moral, legal, and
economic considerations, are critical for both employees and employers. It is also a
legal requirement for an organization's management to have a healthy working
environment and practice due diligence to avoid employee illness or injury
("Establishing an occupational health and safety management system," 2019).
Establishments should have at least knowledge basically about the rules and laws
about the safety of their workers. This may help both of them avoid such danger when
the risk occurs in the workplace.

According to the Department of Labor and Employment (1989), Occupational


safety and health requirements were created to protect workers' social and economic
well-being and physical safety and health, as mandated by the Constitution. In
addition, all businesses covered by this legislation would be provided with a better tool
for promoting and preserving a healthy and conducive working environment. According
to Article 162 of the Philippine Labor Code, this will help the establishments to secure
their workers from unnecessary harm occur in the workplace. That's why it is better to
have a permit from DOLE so that both employers and employees will not be put to risk.
And so that the employees will have the right to receive benefits from their employers if
a particular risk occurs.

The researcher wants to determine the standards of the hotels and restaurants
in a particular place where the study will be conducted to have action about the problem
and help the employers know what they will do basically on safety and health of their
employees. As separated subject stated in the General provision rule 1045 in the
Occupational safety and health standards (1989), employers should establish policies
about safety in compliance with the standards' provisions. It is his/her responsibility and
authority to manage it. Joining a health and safety program describing the activities
carried out, including its safety results, the health and safety committee meetings, and
suggestions and actions are taken to put those recommendations into action. And
lastly, it Acts on the health and safety committee's recommendations by implementing
the elements of the health and safety policy in the manufacturing process or workplace
and informing the committee of his/her reasons if the committee's recommendations are
not implemented. This study aims to determine if the employers are prepared and can
give benefits and insurance to his/her employees whenever there is a risk.
Background of the study

According to the research study by Kibria, Md. on the Introduction to


Occupational Safety and Health, Occupational safety and health are concerned with
preserving and protecting human and facility resources in the workplace and assisting
people in avoiding injury or illness as a result of dangers in their workplaces. This study
was conducted to help both employers and employees know how to prevent risk from
their establishment. According to the Bureau of Labor Statistics, there are about five
injury and illness cases per hundred workers per year, for a total of about four million
instances each year. The cost of these losses is estimated to be in the billions of dollars
(Md. Kibria). This study will help employers on what they are going to do to keep their
establishment safe from harm, especially now that we are facing a pandemic.

According to Rest K. (2018), in her article in The Union of Concerned Scientists,


United States of America reported last 2016 that there were 5,190 fatal work injuries
recorded. Every day, 14 individuals die as a result of this. She also added that 7 percent
of fatal injuries in the United States occurred in 2015, with the majority of the deaths
were caused by transportation, workplace violence, equipment, hazardous exposures,
and explosions. This only means that in every part of the world there is always harm
occurs. The researcher only wants everybody to be safe especially at work. According
to Kibria on her research study, behind the numbers are real people: mothers, fathers,
sisters, brothers, spouses, sons, or daughters. That’s why everybody must be protected
because all of these people are the concerned person because they are the ones who
will be affected.

She also added that based from her study on the early historical examination of
occupational safety and health on the Code of Hammurabi Law #196 (1754 BC), “If a
man destroy the eye of another man, they shall destroy his eye. If one breaks a man’s
bone, they shall break his bone.” It was primarily concerned with the physical injury and
losses, so there will be prescribed punishments and payments for wrongdoers who
commit listed violations like that. So, even before ancient times, there is already a law
about occupational health and safety. This means that even before, they are protecting
the workers from certain and uncertain harm.

The researcher also proposes this study to know the standards of the hotels and
restaurants in Calauag, Quezon on the Occupational Health and Safety of their
employees. The researcher wants to know what risk usually happens in the selected
hotels and restaurants in Calauag and how the employers cope with the situation today.
What is the preparation they made during this new normal for their employees' safety?
Do the employers have the capability to give benefits and insurance to their employees
whenever there is a risk.

This study aims to provide information about Occupational Health and Safety to
the employees working in Hospitality Industry regarding hotel and food services. In
addition, this may help for the security and safety of everybody working in the
Hospitality industry.
