Disaster Risk Reduction

There is no such thing as a 'natural' disaster, only natural hazards. Disaster Risk
Reduction (DRR) aims to reduce the damage caused by natural hazards like
earthquakes, floods, droughts and cyclones, through an ethic of prevention.
Disaster risk reduction is the concept and practice of reducing disaster risks through
systematic efforts to analyse and reduce the causal factors of disasters. Reducing
exposure to hazards, lessening vulnerability of people and property, wise management
of land and the environment, and improving preparedness and early warning for
adverse events are all examples of disaster risk reduction.

Hazard
A hazard is an agent which has the potential to cause harm to a vulnerable target. The
terms "hazard" and "risk" are often used interchangeably. However, in terms of risk
assessment, these are two very distinct terms. A hazard is any agent that can cause harm
or damage to humans, property, or the environment. Risk is defined as the probability
that exposure to a hazard will lead to a negative consequence, or more simply, a hazard
poses no risk if there is no exposure to that hazard.

Capacity
The carrying capacity of a biological species in an environment is the maximum
population size of the species that the environment can sustain indefinitely, given the
food, habitat, water, and other necessities available in the environment. In population
biology, carrying capacity is defined as the environment's maximal load,[1] which is
different from the conceptof population equilibrium. Its effect on population
dynamics may be approximated in a logistic model, although this simplification ignores
the possibility of overshoot which real systems may exhibit.

Exposure
“Exposure” is another component of disaster risk, and refers to that which is affected by
natural disasters, such as people and property. The presence and number of people,
property, livelihoods, systems or other elements in hazard areas (and so thereby subject
to potential losses) is known as exposure (UNISDR, 2009b and IPCC, 2012).

Vulnerability
Vulnerability" is defined as a condition resulting. from physical, social, economic, and
environmental factors or processes, which increases the susceptibility. of a community
to the impact of a hazard. 
The name given to the set of characteristics and circumstances of a community, system
or asset that make it susceptible to the damaging effects of a hazard is vulnerability.

Mitigation
Disaster mitigation measures are those that eliminate or reduce the impacts and risks of
hazards through proactive measures taken before an emergency or disaster occurs. One
of the best known examples of investment in disaster mitigation is the Red River
Floodway.

Preparedness
The capacities and knowledge developed by governments, professional response
organizations, communities and individuals to anticipate and respond effectively to the
impact of likely, imminent or current hazard events or conditions. Comment:
Preparedness action is carried out within the context of disaster risk management and
should be based on a sound analysis of disaster risks and is well linked to early warning
systems. It includes contingency planning, stockpiling of equipment and supplies,
emergency services and stand-by arrangements, communications, information
management and coordination arrangements, personnel training, community drills, and
public education.

Prevention
A disaster prevention plan is a written, approved, implemented, and periodically tested
program specifically outlining all actions to be taken to reduce the risk of
avoidable disaster and minimize the loss should a disaster occur. The plan is based on a
critical and thorough review of potential disasters to the facility, its geographic location
or industry.
The plan is a statement of appropriate responses for quick and cost-effective disaster
recovery. It should identify which, where, and how stored records are to be protected
and retrieved.
