Benilde Philosophy of Discipline

Discipline is the formation and development of character according to Christian ethics. It


seeks to help students grow and develop into “mature, responsible, effective, and
worthy citizens of the community.”

Discipline entails the maintenance of peace and stability in the community, geared at
preserving a “safe and orderly educational environment conducive to learning.”

The Principle of “Loco Parentis” and Special Parental Authority

College administrators, faculty members, and school personnel shall exercise “special
parental authority” and/or “loco parentis” over students. They have the right to discipline
and/or apprehend violators of College rules, regulations, and policies; and refer them to
the Office of Student Behavior (OSB) when necessary.

Jurisdiction of Benilde over Students


1. The College has jurisdiction over its students while they are in campus
premises.

2. The College also has jurisdiction over its students for acts committed outside the
school and beyond school hours in the following situations:

(a) In cases of violations of school policies or regulations off- campus even if it is


not a school-sponsored activity,

(b) In cases where the misconduct of the student involves his or her status as a
student or affects the good name or reputation of the school.
OSB Duties & Responsibilities

 Tasked to maintain peace and order in accordance with the College’s Philosophy of
Discipline.

 Monitoring peace and order in the campus.

 Oversees the formation program of students with offenses.

 Processing and documentation of major and minor offenses.

Processing of Major and Minor Offenses


 MAJOR OFFENSES (Section 7.6.1 Student Handbook AY 2019-2020)

 Sanctions for Major Offenses

Any or a combination of the following may be imposed to the student:

 Loss of privilege, such as loss of scholarship/student aid.


 Probation
 Holding of records (that is, the student will not be allowed to access them).
 Revocation of degree previously conferred; non-conferment of degree; deferral
or withholding of degree, diploma, and/or certificate.
 The three (3) categories of disciplinary administrative sanctions for serious
offenses or violation of school rules and regulations that may be applied upon
erring students are:
 Suspension (denied to attend the student’s classes)
 Exclusion (exclude or drop the student’s name from the school rolls)
 Expulsion (exclusion from admission to any public or private
schools in the Philippines) *requires approval from CHED*

Appeal
 Appeals may be filed within five (5) working days only (through formal writing) from the
date of the commission of violation/receipt of Notice of Resolution.
 Appeals not filed within the indicated period will render the decision final and executory.

 Appeal for Minor offense: Ms. Carmen Soledad C. Papa-Reyes (OSB HEAD)

 Appeal for decisions by the OSB Head: Mr. Levi V. Albania (Associate Dean, Department
of Student Life)

 Appeal for decisions by the Discipline Panel: Mr. Neil O. Pariñas (Vice President,
Lasallian Mission and Student Life)

 Appeal for decisions by the Discipline Board: Mr. Robert L. Tang (Chancellor)

MAJOR OFFENSES
 Acts of indecency or immorality in any medium.
 Stealing, whether attempted or consummated
 Lending/Borrowing of ID
 Bullying
 Cyber-bullying or any bullying done through the use of technology or any
electronic means.
 Accumulation of three (3) minor offenses

 1st-3rd – warning
 4th – 1 Minor
 5th-6th – warning
 7th – 2 Minor
 8th – 1 Major

MINOR OFFENSES
Sanctions for Minor Offenses:
Any or a combination of the following sanctions may be imposed on the student:
• Verbal or written admonition.
• Rendering of service to the College.
• Attendance in seminars or workshops relevant to the specific violation.
• Any other sanction/s that may be deemed appropriate by the OSB Head.

MINOR OFFENSES:
• 4x Left/Lost ID/Dress Code Violation = 1st Minor
• 7x Left/Lost ID/Dress Code Violation = 2nd Minor
• Left/Lost Temporary Pass
• Expired Temporary Pass
• Using and/or failure to turn off mobile phones
• Bringing in or playing with cards or any paraphernalia used for gambling within
the College premises
• Using areas exclusively intended for the opposite sex.

A student who incurs two major offenses, which are not because of accumulation of
minor offenses, shall be ineligible for re-enrollment. (under the Registrar’s Office
Policies)
