Emerging technologies are distinguished by radical novelty (in implementation if not in origins), rapid
development, coherence, significant effects, and complexity and ambiguity. In other words, an emerging
technology is "a fundamentally novel and relatively fast evolving technology characterized by a certain
degree of coherence that persists over time and has the potential to exert a significant impact on the
socio-economic domain(s) as observed in terms of the composition of actors, institutions, and patterns
of interactions among those, as well as the potential to exert a significant impact on the socio-economic

hand, will be felt in the future, so the emergence process is still uncertain and unclear."
