Introduction
The trip to Uganda was to attend a Leadership Training for Federation Leaders in East Africa;
Uganda, Tanzania, and Kenya including Sierra Leone, Ghana, Liberia and Nigeria from West Africa. It
will provide an opportunity for Leaders to share progress, challenges and strategies of capacity
building for Federation Leadership within East African Hub and members of West African Federation.
The training will be held on 20th to 22nd January 2011. Sarah a Federation member from Jinga Region
was the Leader Facilitator and was support by Hassan and Semandu the Chairman and Secretary of
the Uganda Slum Dwellers Federation.
I left Freetown on Tuesday and arrived at Kampala on Wednesday morning. I sorted out my Visa and
was later picked up and taken to my Hotel at Muyenga Club. I had Lunch and was later picked up to
be taken to the office for debriefing. I was at the office till the COB for that day and came back to the
Hotel in the evening. I met with the Tanzania delegation in the evening and had dinner together,
which was day one for me.
I had breakfast and went for the session which was held at the Muyenga Club. The training started
with statements from the Chairman of the Slum Dwellers Federation of Uganda and the Director of
Actogether Uganda. Members introduced themselves and at this time all the regions in Uganda,
Sierra Leone and Tanzania were the only countries present at the time.
After the introduction it was made clear that we are in Kampala to review the Leadership of the
Federation, this will be done in the under mentioned way;
Lower level structures are to be sensitized and informed about their roles and responsibilities and
establish network leadership at grassroots levels.
Share Experiences and borrow international relations
Design leadership framework
Develop appropriate strategies for Federation bodies to use to mitigate some of the Challenges
already faced buy the Federation.

.| Mugano Bolitics; the system bypassed the networks and move the process to the regional
level. They are now reversing it back to the networks. Also loans were granted to individuals
but they are working on giving loans to the savings schemes who then give it to there
members so the onus for collection rest with the Savings Schemes.
They are planning to get form a cooperative society. They also intend to work with other
Federations in East Africa to harmonise the rules and regulations. They informed members
that the interest rate is 10% pa and that to qualify you must have saved to the scheme for C
weeks.
Tanzania in their presentation informed members that they have not yet started using their
own Gender fund as it is called. Each member pays TS 00 per month. There is a constitution
in place, the treasurers at the savings scheme level appoint one treasurer at the network
level and the network also appoints one treasurer who is the coordinator to supervise the
fund. Three members form the regional level are appointed to make the committee a four
man team and the Regional coordinator is the chairman of the fund because he/she
coordinates all other activities at that level. The fund coordinator is the secretary to the
committee. Each region has its own account and there is a national account that is open to
operate donor funds. The savings groups request for loans on behalf of its members and
then the committee comes in to verify if they are eligible to benefit from the funds.
Members are contributing according to the planned arrangements.
Ghana then made their presentation. Barticipants were informed that the funds start at the
savings group level, members are to save 22Ghana cidis per month and withdrawals are not
allowed. To access the international funds, you need to get the regional committee who
request to the national committee before the request is been processed.
I made a presentation on the Sierra Leone Bambai fund, and informed participants that we
have just started it and that it starts from the savings groups and the collection is done by
the group and an account will be opened to put the money, members are to pay Le.10,000
per month. We have the trust fund that members are to pay Le. 200 per month and that one
started but are yet to pick up.
Uganda in their presentation said that they started the Suubi Fund in May 2010. They have
struggled to get it running, because Ugandans believe that seeing is believing.

To help needy communities who need loans and don͛t have collateral to secure loans from
Banks.
They did sensitization at the start of the funds so that members are aware of it, and some
regions started. They had the name got a team together and got the constitution. They have
a general Suubi account where all the funds collected is lodged. Each member is to save USh
,000 per month. The NEC oversees the funds.

We were made to understand that we are monitoring and evaluating change.
Why are we monitoring?
We monitor to detect change, in our fight against poverty we need to be monitoring the progress we
make, the challenges we face and take corrective actions. This can also be called auditing and can be
illustrated below.

Amongst these they were reduced to the following

Countries were asked how leaders come about,
Ghana: there is an annual convention; at this convention the members confirm the leaders. It is
partial election.
Tanzania: at savings level it is volunteering and at National level it is election.
Kenya: elections are done at all levels after years.
Uganda: it is done by conscious
Sierra Leone: at savings level it is volunteering and at network level by selection or election.
Benson informed participants that Uganda has been appointed to the Federation Council and the
meeting will be held in rd week February 2011 of Federation.
The sessions ended after the second day. The third day was reserved for a meeting with the
Hresident of SDI Jokim and to travel to Jinga so that we can visit a housing project going on. During
the meeting with the president on Saturday 22nd February 2011 all the countries gave updates and
the various regions in Uganda gave their updates. At the end of the meeting we travelled to Jinga to
see a housing project under way.
I met with Dr. Bob Buckley of Rockefeller Foundation and he said that we need to contact World
Bank for support.
I want to to start a system of monitoring and evaluation and I have designed a form that could be
used. It will be done on a monthly basis so that each group can send in their information and then
collated on a monthly basis to know the status of the Federation. The other form will highlight each
member͛s savings for the month.
I want us to strengthen the bambai saving and the Trust Fund. Work with groups to discuss about
how to get it up and running and put plans in place as to how to use the funds.
Liaise more with Government institutions and Local councils and get an MOU with the Government,
because in some countries the Federation has an MOU and the Government is showing so much
commitment to the issues of Federation.
Conduct training on Leadership for Federation members at all levels as a way of rolling out the
Uganda Training.
