Tourism development mainly focuses to the situation of getting quality grown in the
tourism sectors denomination of the tourism developments, strong plan and policies and its
marketing throughout the globality. Thus, the tourism development includes accessible way
in order to reach the destination, proper accommodations such as hotels, means of
transportation, amenities, etc. So that tourist can have a full satisfaction in the particular
destination.

On the other hand, the GDP, Revenue and per capital income increments by the
tourism are also one of the symptoms of the development. As from the tourism, the country
might get the more benefits and also can provide the equal facilities to the guest may be
called the development.

According to WTO (N/D), The United Nations World Tourism Organization defines
sustainable tourism as a tourism that meets the needs of present tourists and host regions
while protecting and enhancing opportunity for the future. Rather than being a type of
product, it is an ethos that underpins all tourism activities. As such, it is integral to all aspects
of tourism development and management rather than being an add-on component.

The objective of sustainable tourism is to retain the economic and social advantages
of tourism development while reducing or mitigating any undesirable impacts on the natural,
historic, cultural or social environment. This is achieved by balancing the needs of tourists
with those of the destination.

Tourism development consists many elements including, but not limited to:
developing and managing private-public partnerships, assessing the competitors to gain
competitive advantage, ensuring responsible and sustainable development, viewing tourism
as an interconnected system and a demand-driven sector, assessing private sector investment
and international cooperation, tourism clustering and involvement by the Government.

As attested by Sofronov, B. (2018), The purpose of this paper is to see how the travel
and tourism industry is changing and its development in the world. Travel and tourism
industry is one of the world’s greatest industrial sectors. It drives economic growth, creates
jobs, improves social development and promotes peace. Tourism never stops growing day by
day it is continuously growing that is why it is one of the world’s greatest industrial sectors.

Before the Manila Bay White Sands, the bay went through a lot. Way back in year
2010, the same environmental groups found that 75.5% of wastes in the bay were plastic
discards. Of this, 27.7% were plastic bags. If you think that throwing dynamite is only the
reason to destroy marines, you are completely wrong. Because plastics that had dumped in
bodies of water like Manila Bay can wreak havoc in marine ecosystems. Plastic bags and
cans can choke marine animals or damage coral reefs. Also, Ingested micro plastics can
poison fish and sea turtles. When these marine animals end up on the dinner plate, plastics
also find their way into humans.

Manila Bay Sands, Philippine authorities’ latest efforts to clean up Manila Bay, one
of the country’s most polluted bodies of water, has come under fire after they dumped
truckloads of white sand over the shoreline at the end of August. At least 6 government
agencies have been tasked by the Supreme Court to restore Manila Bay under a Writ of
Continuing Mandamus. These are the following:  Department of Environment and Natural
Resources (DENR), Department of Public Works and Highways (DPWH), Department of the
Interior and Local Government (DILG), Philippine Coast Guard (PCG), Metro Manila
Development Authority (MMDA), and the Department of Health (DOH).

Manila Mayor Francisco “Isko” Moreno celebrated what he called a long-delayed

rehabilitation move, but the artificial sand — crushed dolomite boulders from a quarry in
Cebu province in the central Philippines — drew a backlash from environmental groups and
public officials. This statement merely focuses about the rehabilitation of Manila Bay being
postponed due to the delayed arrival of the artificial sand.

Manila bay is one of the intriguing news that received lots of feedbacks from our
fellowmen in the country. Due to its improvement by putting white sand, some complained
and kept asking what about the health issues regarding the amidst of the Covid-19 Pandemic.

Manila bay is a bay of the South China Sea extending into the Southwestern Luzon.
Manila Bay was the western terminus of the Manila–Acapulco “galleon trade” between 1593
and 1815.

As stated by Al-Badi et al. (2017), Tourism, often describes as the movement of

people away from home to other places of interest, it's one of the largest and fastest growing
industries in the world, Travel and Tourism Council.

Tourism is been a part of this industry. Mostly, people who love to travel and
discover things and places alone; considered as tourism. Is tourism the fastest and largest
growing industries, why? It is, because yearly travellers go to a place and to another to sight
the beauty of the places and to take a rest or vacation.

According to Chavez (2020), Manila Bay, one of the country’s most polluted bodies
of water has drawn fire after the Philippine authorities’ dumped truckloads of white sand
over the shoreline at the end of August that affected their newest efforts to redevelop Manila
Bay.

The bay that we just saw currently is the newly developed bay that became
controversial to the Filipinos. It is not really clean before, it was full of garbage and plastics
before, not until Manila Mayor Isko Moreno takes over the place. He made the Manila vibe
back the way it used to be. But the thing is, our recent situation which is Covid-19, it is not
really necessary to focus on something such as renovations but what we should focus on is
the health of each individual.

This study aims to know the perceptions of Grade 12 home economics students on the
sustainable tourism development of the Manila Bay Sands. This section will show why
tourism is so important to the different organizations involved in tourism development. Each
organization has different objectives and these can be classified as follows: Economic,
environmental, socio-cultural and political. Tourism is the world's largest industry and one
of the objectives of tourism development is economic gain. This is not a narrow matter of
private sector providers of tourism services making a profit. It’ll be guided by the specific
following questions:
 What is the perception of Grade 12 TVL students about the sustainable tourism
development of manila bay sands?
 Do you think the development of manila bay sands effective especially at this time of
pandemic?
 In your opinion, what is your suggestion about the development of Manila Bay
Sands?

In this concept, the researchers will input the profile of the participants. We can also
see the problems that are needed to be elaborated that will serve as a guide to the process
that is needed by the researchers.

On the other hand, the methods and steps that are needed in the study can be found in
the process. The method that the researchers will use is survey, wherein they will choose
at least 10 participants. Their participants are Grade 12 Students under the Technical
Vocational Livelihood Strand - Home Economics of Holy Angel University.

Through interviews that will be held to the selected participants, the researchers will
conduct and will know the results.

This study compile that the researchers started last September 21, 2020 up to 2020.
Grade 12 Home Economics Students of Holy Angel University are the respondents of the
study. We chose Home Economics students because they are taking this subject and they
know studies regarding about tourism. This research is all about the perception of the
respondents on the sustainable tourism development of Manila Bay Sands. The researchers
aim to state and give enough information about sustainable tourism development. This study
will be conducted at Holy Angel University.

The people will have a hard time on the pandemic especially with the protocols not
being followed in Manila Bay Sands, yet most of them went there just to see the white sand.
The general objective of the study is to determine the perception of the grade 12 home
economic students on the sustainable tourism development of manila bay sands. The
“Perception of Grade 12 Home Economics Students on the Sustainable Tourism
Development of Manila Bay Sands” will benefit the following:

To the students, this study will provide the Grade 12 Home Economics Students
with some knowledge whether the application of white sand in manila bay is necessary
amidst the pandemic. The outcome of this research design can help the students realize the
impact of the project to the economy and socio-cultural changes.
To the parents, this study will help the parents be informed to the happenings in our
surroundings.
To the teachers/professor, it will help the teachers or professors to have more ideas
about this topic.
To the school, this study may help the school to know and let the students learn about
sustainable tourism development.
To the government, this study may serve to government as a guide or reference to
them so they can see of the changes and decision that they made is effective or not.
