CHAPTER 90

TELEVISION LICENCES IN HM SHIPS AND SHORE ESTABLISHMENTS

9001. Television Licences

In the United Kingdom the TV Licence fee is regulated by legislation and there is a
requirement for a television broadcast licence for any communally or privately owned or
rented television receiving equipment that is in use. Television receiving equipment
includes televisions, set top boxes, video recorders, DVD recorders or computers that
enable television programmes to be watched or recorded as they are being broadcast.

9002. Arrangements

The following arrangements have been approved by the Home Secretary for television
receiving equipment installed in HM Ships in home waters or within the boundary or a
United Kingdom shore establishment:

1. Communally Owned or Rented Television Receiving Equipment. Only one


licence is required where television receiving equipment is used for recreational purposes
by Service personnel in buildings or areas in common use within a ship or the boundaries
of a shore establishment. A licence purchased in these circumstances does not cover
television receiving equipment in residential accommodation (e.g. Single or Family living
accommodation) or messes.

2. Clubs and Messes. Clubs and messes are required to have a separate licence for
television receiving equipment installed for the benefit of their members.

3. Non-Service Organisations on MOD Establishments. Non-Service Organisations


occupying an MOD Establishment and using television receiving equipment are required
to hold a separate TV licence(s).

4. Privately Owned Television Receiving Equipment. One licence is required for each
single or multi-occupancy room in a Single Living Accommodation and for each Service
Family Accommodation. Personnel who have a television licence at a private home
address will also need a separate licence registered at their Single Living or Service Family
Accommodation.

5. Circumstances where a Television Licence is not Required. The circumstances


where a television licence is not required are:

a. Where television receiving equipment is used for official purposes such as CCTV
or showing training videos and not to receive television programmes. This
concession does not apply where television equipment is installed in Single Living
or Service Family Accommodation, messes or other residential accommodation,
regardless of who owns or supplies the equipment.

b. Foreign ships visiting the United Kingdom.

c. Privately owned or rented television receiving equipment which is powered solely


by its own internal batteries.
