1. Executive Summary.

RASCO Co. is seeking an experienced and qualified Contractor of HVAC building automation systems
BAS to provide a state-of-art-Technology of heating-ventilation-air-conditioning Building Automation
system for a wide variety of our polyethylene and Hydrogen Plant buildings. The work will include
removing the outdated Lindies & Staefa control system model Integral MS2000, MS1000 respectively
and revamping communication infrastructure system amongst each HVAC building and main Controller /
HMI panel by appropriate protocol.
Also take any necessary action to ensure a robust and efficient Building automation system to provide
reasonable indoor air quality IAQ and environmental controllable variables for RASCO Polyethylene /
Hydrogen Premises e.g. Control rooms, office zones, Labs, and other building of sensitive equipment.

3. Project Site Location.


The facility where all work associated with this RFP is the COMPLEX of RASCO at polyethylene plant
buildings located in the Southern and Central part of the Gulf of Sidra along the coast and lies North East
of the Tripoli-Benghazi highway,

4. Problem Background.
The main problem behind launching this project that the building automation system gets obsolescence,
and an increase in downtime, maintenance costs, with spare parts becoming scarce and expensive, as
well as lack of the system integrity of communication network infrastructure.

5. Project objectives.
The purpose of this project is to replace the current outdated HVAC control system of polyethylene &
Hydrogen buildings by providing up-to-date BAS fit to designate function and purpose all in one system,
including all necessary hardware and applications software to perform the control sequences of
operation to ensure system reliability and integrity, also to leverage the latest technology for
communication of system building facilities.

7. Existing system description.


7.1 Air Conditioning system.

The polyethylene and Hydrogen plant has two Outdoor - chillers area (3 X chiller each) by carrier , and
two outdoor expansion Condensing system area (2 DX unit each) by Carrier and York, devoted to
different plant buildings as follows:

6.2 HVAC Control system.


The Control system of polyethylene / Hydrogen plant buildings Integral MS2000, MS1000 from Landies
& Steafa in which interlock and building Automation system for medium and large scale Building, it
comprises three main level as follows:

Level 1: Management Workstation level: PC HMI.

This is the point where the various elements of the system are brought together. The user is kept
constantly Informed of any current alarms and plant faults, and can, if necessary, intervene actively (by
displaying the Current plant status, modifying a set point or transferring an alarm.
In addition, the management station software enables the user to operate and monitor HVAC systems
from a central location at PE Plant main control room.
The steafa system manager software package providing the function required to:
Application software installation – Password handling – login, logout – site select and connect – auto
dail feature- maintenance planning.

Level 2: Process Control Level: RS- Controller NRUD.


The INTEGRAL RS control and interlock system is responsible for process control in HVAC systems,
and Consists primarily of control and inter- lock modules (the "RS controllers"). The RS bus is used for
the exchange of data between the RS controllers, and the operator level.

Level 3: Process Peripheral devices I/O.

Room Temp. , on/off damper motor, duct temp, humidity sensor, Diff. pressure switch, end switch, 3-way

8. System Specifications Requirement.

The Contractor shall provide a complete Building Automation system including engineering, drawings,
Procurement, shipment, commissioning, testing and system startup, according to:

8.1 The BAS shall provide control, alarm detection, system scheduling, and reporting and
information management for the entire facility.
8.2 The operator workstation portion of the BAS shall consist of one or more full-powered
configuration and programming workstations.
8.3 The system security shall be configured at least of three privilege levels, one for Operators,
and other for maintenance Crew and the highest level for System engineer.
8.4 Vendor shall design a system that allows fail-over redundancy designs to be bumpless,
immediate, and automatic without effect to operation or data acquisition. And all sub-system
failovers shall be annunciated to the workstation HMI.
8.5 Vendor shall provide the Trend Displays, present both run-time and historical data seamlessly
regardless if data resides in short term or long-term data storage.
8.6 System shall be easier monitoring and maintenance.
8.7 All system software, graphics, User-Manuals, documentation and report shall be in English
language.
8.8 Contractor shall provide EULA document to RASCO (end-user) of system of software including
T&C as a third-party user.
8.9 Any remote building shall be connected to the main PC HMI system over wireless, Fiber Optic
or any relevant technology.
8.10 Vendor shall ensure that the alarm and event display shall sequentially display the following at
a minimum: Process alarms / event, System alarms / event and Operator actions.
8.11 The Building Automation System software shall employ object-oriented technology (OOT) for
representation of all data and control devices within the system. The supplied system must
incorporate the ability to access all data using standard Web browsers without requiring
proprietary operator interface and configuration programs.
8.12 Each controller shall provide a service communication port for connection to a Portable
Commentator Operator to perform switch plant on/off, read measured value , adjust set point,
time and modify parameters , ..etc.
8.13 Stand-Alone Operation. Each piece of equipment specified in the sequence of operation shall
be controlled by a single controller to provide stand-alone control in the event of
communication failure. All I/O points specified for a piece of equipment shall be integral to its
controller. Provide stable and reliable stand-alone control using default values or other method
for values normally read over the network.
8.14 Controllers used in conditioned space shall be mounted in dust-protective enclosures and
shall be rated for operation at 0°C to 50°C (32°F to 120°F).
8.15 Controllers that perform scheduling shall have a real-time clock.
8.16 Controllers and sub-controller shall have diagnostic LEDs for power, communication.

8.17 In the event of the loss of normal power, there shall be an orderly shutdown of all controllers to
prevent the loss of database or operating system software. Non-volatile memory shall be
incorporated for all controller configuration data, and battery back-up shall be provided to
support the real-time clock and all volatile memory for a minimum of 72 hours.
8.18 Alarm messages could be transferred in the form of service messages to the following "service
Mobile phone, third-party computer system via modem or COM port.
8.19 System shall be scalable and openness for future extension e.g. add AHU to new building in this
area.
8.20 The system shall provide a service of maintenance management system for different kind of
equipment in buildings.

8.21 All user-manuals of system components shall incorporate in Main PC Workstation.

9. Scope of service.

The intent of this scope is to procure the services of a contractor to carry out upgrade works for HVAC
Integral MS2000 & MS1000 systems that have limited capabilities and reach the end of their effective
service live at the RASCO Polyethylene & Hydrogen plant facilities in which include but not limited to:
9.1 Supply proposed system.
9.2 Remove outdated system.
9.3 Installation & Commissioning.
9.4 System Startup & Performance Test.

Contractor shall submit test procedures and schedule at least 10 days prior to the start of Functional
Performance Tests. Perform Functional Performance Tests for the all items indicated in the project
proposal.
Begin Functional Performance Tests only after all Pre-Functional Performance Test Checklists have
been
Successfully completed. Tests shall prove all modes of the sequences of operation, and shall verify all
other relevant contract requirements, then correct all deficiencies in accordance with the applicable
agreement requirements, the item shall then be retested until it has been completed with no errors.

9.5 Project report & documentation.

Upon completion of the performance testing contractor chief engineer shall submit a report to the
RASCO Project Manager to summarize all testing and punch list of any.
The final documentation package shall include all information described below:

• In colored hard and soft copies of all control drawings (As-Built) in A4 Size & Pdf Format.
• Manufacturer’s technical data sheets for all hardware and software.
• Factory operating and maintenance manuals with any customization required.

• Soft copies of programming and front-end software and each controller’s database.

9.6 Training.
The Contractor shall provide both on-site and classroom training to the Owner’s representative and
maintenance personnel, the training course shall consist of a minimum (40) hours of hands-on
instruction geared at the operation and maintenance of the system and shall be oriented towards the
system installed rather than being a general "canned" training course.
Instructors shall be thoroughly familiar with all aspects of the subject matter they are to teach.
Training contents, material and documentation should be submitted to RASCO for approval before
Training course launched.

9.7 Spare parts.


The Vendor/Contractor shall submit with his proposal, a priced list of recommended spares for start-up
and two years operation, for review by the Owner.

10. Project Timeline.


The contractor shall work with the RASCO to indicate the project schedule. And tentative start date work
hours and days, and the period of the project that assumed to be taken.

11. Site Survey visit.


The proposer shall visit the area before RFP issued to inspect and examine the System and its
surroundings and to have satisfied himself before submitting his proposal and signing the Contract
Of work, and Proposer requests for the site visit shall be addressed to the designated E-mail address.

12. Pricing Summary Sheet.


Prices shall be all-inclusive for the scope of services as specified in the supplier Proposal.
This price table should include but not limited to:
• Overall Price.
• Breakdown of the project components price, indicating what is covered and what is not.
• Payment terms of schedule.

13. Warranty.
At a minimum all components, system software, and hardware furnished and installed by the BAS
contractor shall be guaranteed against defects in materials for 1 year of substantial completion

All corrective software modifications made during warranty periods from the date of delivery and include
third party providers shall be updated all user documentation and user archived software disks. The
Contractor shall respond to the owner's request for warranty service within 48 standard working hours.
The Contractor shall agree to make good at his own expense any equipment that fails to operate due to
poor workmanship, manufacturing defect or improper installation. Any repairs shall be made at the
convenience of the Engineer during normal working hours, unless deemed an emergency.
Also provide upgrades to all software or all panel firmware issued during the warranty period at no
charge to RASCO.

14. QA/QC requirements.


The contractor shall prepare QA/QC plan to ensure:
• The problems reported in this RFP are resolved, and project outcomes meet RASCO
requirement
• Operating of BAS is compatible with our HVAC system type and application, and the selected
controls are consistent with OEM recommendations and industry practices.
• Operating of BAS lead to proper sequencing of equipment functions, with all controls functioning
and specifications per OEM.
• The contractor shall ensure that HVAC equipment replacements and new equipment installations
certified and comply with (HVAC Quality Installation Specifications).
• The workmanship employed by the Contractor shall be of the best quality and of the highest
standard of technical acceptable practice for the class of work.

15. HSE Requirements.

The CONTRACTOR shall strictly adhere to the RASCO’s Safety & health Regulation and measures.
RASCO will provide the contractor PPE equipment and HSE information before worksite entry.
All contractor foreign staff, employees must present a negative result of RT- PCR test upon they arrive at
RASCO site. This test should have been conducted within 72 hours before arrival to the country border.

17. Evaluation Process.


Under our Policy, RASCO will adhere to the following procedures in evaluating proposals. An Evaluation
/ Selection Committee will screen and review all proposals according to the weighted Criteria set forth
below, while the price is one basic factor for the award, but it is not the sole consideration.

18. Subcontracting.

No portion of the work covered by this scope may be subcontracted or assigned without prior approval
by RASCO. Requests to subcontract all or any portion of services required by this
Contract will be submitted to the RASCO in advance.
Proposer shall include in this written request a detailed description of how the Contractor plans to
oversee the services performed by the proposed Subcontractor. Contractor shall be responsible for
services provided by any subcontractor as if Contractor were providing the services with its organization.

19. Disposal of outdated components.


Dismantling and removing outdated BAS system components is mean getting rid of them in a safe
manner that allows them to be re-sell or re-used.
So the contractor shall arrange with RASCO Project site manager to put them into appropriate
waterproof lined cases / wooden boxes and identified on peaking list.
