Group Discussions and Household Survey for XYZ Final Evaluation

Assignment Purpose:
(AAN), will conduct a final AANance evaluation of the XYZ project in Pakistan’s Federally Administered Tribal
Areas (FATA) and Khyber Pakhtunkhwa (KP) regions.
The program supports the Government of Pakistan (GoP) by means of small, and short-term grants to
improve infrastructure and service delivery in the education, health, and economic growth sectors. The
program uses a participatory approach in the development, planning, and implementation of projects to
satisfy community needs. Over its 11-year history, the program has implemented more than 3,000
infrastructure and non-infrastructure activities in FATA (Kurram, Khyber, Orakzai, North Waziristan, and
South Waziristan agencies and Frontier Regions (FRs) of D.I. Khan, Tank, and Bannu) and KP (Bannu, Dera
Ismail Khan, Peshawar, and Tank districts). The final evaluation seeks to (a) assess the extent to which the
program successfully achieved its primary objectives, (b) identify which program components were most
successful to achieving those objectives, and (c) document how the program objectives contributed to
longer-term engagement between the GoP and communities. The evaluation will use a mixed-methods
approach to data collection and analysis.
AAN will engage a contractor to conduct a household survey and group discussions in the areas of FATA and
KP. The contractor must have permissions issued by the competent authorities to work and collect data in
FATA and KP. The contractor will provide field-level introductions to three local stabilization and governance
experts and three data quality assurance supervisors hired by AAN. These AAN staff will be local language
speakers, preferably from FATA, and will have a good understanding of FATA and KP cultural values.
The assignment has two components:
1. Group Discussions: The contractor will recruit group discussion participants according to agreed-
upon criteria from approximately 40 communities in FATA and KP and conduct 40 group discussions
with the selected community members. Each group will consist of between four and six individuals.
2. Household Survey: The contractor will conduct a representative random survey of 4,200 households
located in FATA and KP. Approximately 70 percent (3,000) of the sample will be men and 30 percent
(1,200) will be women. The questionnaire will consist of mostly closed-ended questions with four or
five very brief open-ended questions. Each interview will require about 30-40 minutes.
This request for proposal (RFP) explains both components of the assignment under separate headings.
However, both services will fall under a single contract. The first section describes the scope for group
discussions, the second section details the household survey, and the third section lists the timelines, team
composition, and deliverables.

SECTION 1: MOBILIZING AND CARRYING OUT GROUP DISCUSSIONS
The contractor will conduct 40 group discussions in 40 communities with project-organized community
consensus jirga (CCJs) members from FATA (Kurram, Khyber, Orakzai, North Waziristan, and South
Waziristan agencies and FRs of [Link], Tank, and Bannu) and KP (Bannu, Dera Ismail Khan, Peshawar, and
Tank districts). Between four and six community members will participate in each group interview. The
group discussions will focus on themes relevant to the general population, including, but not limited to,
community infrastructure and basic service delivery, the project’s participatory approach, and the
satisfaction of community needs.
1.1. Development of Group Recruitment Criteria / Plan
AAN will develop criteria for selecting group discussion participants. Criteria will specify attributes such as
age group, sex, agency/district, and level of education. Each individual group will be comprised of
respondents who are of the same age group, sex, and geographic location.
1.2. Training of Group Discussions Mobilizers
Using the recruitment criteria/plan, the contractor will engage mobilizers to recruit group discussion
participants. AAN expects the mobilizers to be from the same area/region and speak the same language as
the respondents they will be recruiting. Prior to beginning data collection, mobilizers will receive training in
Peshawar. The contractor will arrange the venue for a day-long training of mobilizers, which will include
refreshments and required stationary. AAN will provide a lead trainer and the contractor will provide a co-
lead trainer. AAN will develop the agenda and the manual for the training. During the training, the
contractor, in consultation with the mobilizers/recruiters, will develop a field plan containing a list of
locations provided by AAN within the assigned agencies/districts and the tentative dates on which the
mobilizers will recruit group interview participants.
1.3. Recruitment of Group Discussion Respondents
Following the training and pretesting, the contractor shall be responsible for carrying out the recruitment in
accordance with the recruitment criteria. The recruiters will travel to the regions specified by AAN, the
contractor will be responsible to arrange travel of mobilizers. Once in the field, they will apply the rules
specified by AAN to approach potential group discussion respondents. The recruiters will conduct short in-
person screening with potential respondents using a questionnaire developed by AAN. The screening
questionnaire will take 8-10 minutes per respondent.
If eligible (as determined by the screening) potential respondents agree to participate in the group interview,
the contractor will provide information about the group interview and a consent form (provided by AAN) for
participants to sign. Because of anticipated drop-outs, the mobilizers will recruit at least 10 people meeting
the selection criteria for each group interview. It is up to the contractor to ensure that the ideal number of
respondents (i.e., between four and six) participate in each group interview. The contractor will provide bi-
weekly written updates to AAN while the recruitment process is underway.
1.4. Training of Group Discussion Moderators, Note Takers, and Translators
The contractor will arrange logistics for training the group discussion moderators, note takers, and
translators. AAN will provide a lead trainer and the contractor will provide a co-lead trainer. AAN will
develop the agenda and the manual for the training. This training must be arranged in Peshawar so that AAN

long-term technical staff can participate. The contractor will arrange the venue for five days’ training along
with refreshments and required stationary. The training will focus on familiarizing the team with group
interview guides and how to administer them. This will include conducting mock exercises, pre-testing
interview guides in the field, and preparing field management plans.
1.5. Group Discussion Execution and Recording
The contractor will hire experienced group interview moderators who are fluent in the dialect of the Pashto
spoken in FATA. The moderators will be responsible for moderating and audio taping group discussions using
a discussion guide developed by AAN. The contractor will also hire note takers to take real time notes during
the group interview. The note taker will write comprehensive and high-quality notes and submit them in
English, in accordance with formats approved by AAN. If required the contractor will arrange local venues
and refreshments for the group discussion participants.
The contractor will also provide the services of experienced and qualified translators and transcribers who
will translate and transcribe the Pashto recordings of group discussions into English text according to
formats/instructions provided by AAN. These translations need to be verbatim, ensuring that context and
meaning is also conveyed, according to the instructions/formats prescribed by AAN. The contractor will
share transcripts with AAN within three days of the group discussion to receive timely feedback.
1.6. Completion Report
Upon completion of the field activities, the contractor will prepare and submit a three to five-page report
describing the recruitment process and methodology. The report will describe the recruitment/screening
process, including, but not limited to, implementation, deviations from the agreed plan, and any problems
encountered in implementing the recruitment process. The report should also contain a write up of lessons
learned and recommendations for future implementation. The contractor will annex group discussion
participant demographics and soft copies of all completed screening questionnaires with the report.
1.7. Roles and Responsibilities
The contractor will be responsible for the following:
 Recruiting up to three male group interview mobilizers
 Recruiting two male moderators and two note takers for group discussions
 Providing AAN with CVs for the mobilizers, moderators, and note takers for approval
 Arranging for training of group interview mobilizers, moderators, and note takers.
 Conducting training for the group discussion staff with AAN
 Providing administrative support for the group interview staff training, including venue,
refreshments, travel, and required stationary
 Reviewing and providing input into the recruitment criteria, training materials, and recruitment
questionnaire
 Recruiting at least eight to 10 participants per group interview according to recruitment criteria
established by AAN
 Ensuring between four and six people who meet the recruitment criteria participate in each
group interview
 Moderating the group discussions, if required arranging local venues and refreshments for the
group discussions participants.

 Audio taping, translating into English, and transcribing group discussions
 Submitting soft copy of all screening questionnaires in the data entry template provided by AAN
 Providing bi-weekly written updates to AAN
 Submission of a completion report

In relation to this task order, AAN will be responsible for the following:
 Providing the final recruitment criteria
 Providing a final list of locations where recruitment will occur
 Approving CVs of group interview mobilizers, moderators, note takers, and translators
 Leading the training of mobilizers with the contractor
 Providing final screeners and training materials to the contractor
 Observing a few group discussions and the screening process in the field
 Approving the English transcripts of group discussions
 Approving the completion report

SECTION 2: HOUSEHOLD SURVEY

The contractor will be responsible for recruiting approximately 22 enumerators (14 male and 8 female), six
supervisors, six data entry operators, and three data quality validators for the household survey. The
contractor should modify these numbers as necessary to ensure enough field staff to complete the survey in
the allotted time. The contractor will also recruit and train 20 percent more enumerators, supervisors, data
entry operators, and data quality validators than required for the fieldwork to provide replacements for
dropouts or those who do not AAN well. At the end of the training, the contractor and AAN will select the
final data collection team.
To ensure access and to build trust between the survey team and respondents, data collectors must be from
the areas in which they will collect data during fieldwork. Moreover, they must be fluent in the dialect of
Pashto where they will be interviewing households. The contractor will submit the CVs of the team for AAN’s
review and approval. The contractor should plan for contingencies should any enumerator or supervisors not
meet the basic requirements needed to conduct the assigned task/fieldwork.
During the course of fieldwork, enumerators are responsible for conducting the household interviews
according to the sampling plan provided by AAN. The role of the supervisor is to conduct a few interviews,
supervise data collection, ensure high quality, and provide AAN with feedback and immediate notice of any
problems arising in the field. The supervisors are also responsible for spot- checking 30 percent of the
surveys. The data quality validators will receive and log questionnaires, review the questionnaire for
accuracy, assign codes to open-ended questions, and submit for data entry. The data entry team will be
responsible for entering the questionnaire in a Census Survey Program (CSPro) data entry file provided by
AAN.

This assignment will consist of a quantitative survey of 4,200 adults (18 years and above) in the areas of
FATA (Kurram, Khyber, Orakzai, North Waziristan, and South Waziristan, agencies and FRs of D.I. Khan, Tank,

and Bannu) and KP (Bannu, Dera Ismail Khan, Peshawar, and Tank districts). The interviews will be
conducted in person and individually and will consist of a mixture of closed-ended and open-ended
questions (approximately five open-ended questions). Each interview will require about 30-40 minutes.
The evaluation will use a multi-stage stratified random sampling approach for beneficiary communities of
infrastructure projects and a comparison group of non-beneficiary communities. In total, the evaluation will
survey 120 beneficiary communities and 60 non-beneficiary communities (3,600 respondents). To the extent
possible, non-beneficiaries should share similar basic characteristics with beneficiaries (e.g., geographic
location, demographics, access to services, etc.). In each location, the field team will select 20 respondents
per community. In each community, the sample will include a 2:1 male-to-female ratio (e.g., 13 men, seven
women). Within each selected community, the field team will select households using the random walk and
right-hand rule. Finally, the team will use a Kish grid for the selection of respondents within each selected
household. In-case the respondent selected through Kish grid is not available for the interview, the
contractor will replace him/her with another eligible member in the same household and collect the
demographic information of that respondent. AAN will provide the detailed sampling plan, including the
communities in which surveys will take place, and breakdown for the household survey once the contract is
awarded.
Beneficiaries of non-infrastructure activities will be randomly selected from the lists maintained by the
project (600 respondents). However, to confine the field operations, the non-infrastructure survey will take
place in only 30 communities and interview 20 respondents in each community.
Thus, the contractor teams will visit approximately 210 communities (120 infrastructure, 30 non-
infrastructure, and 60 non-beneficiary communities) to interview 4,200 respondents. AAN will draw the
sample of these communities in consultation with the contractor. Where necessary, the contractor will use
replacement samples provided by AAN.

AAN will be responsible for providing the contractor with a copy of the draft questionnaire. The contractor
will assist in finalizing the instrument by:
 Conducting two rounds of pre-testing the survey instrument in the field, possibly in an area
similar to the areas where the survey will be administered; and
 Receiving final approval from AAN before administering the survey.

Prior to beginning fieldwork, the contractor and AAN will co-train supervisors and enumerators. An eight-day
training will take place in Peshawar. AAN will take the lead in training enumerators and supervisors. AAN will
develop the agenda and content of the training (e.g., four days training, pre-test on fifth day, sixth day re-

training, seventh day second pre-test, and last day retraining). AAN will provide two trainers who will co-
facilitate the training. The contractor will provide one co-facilitator to support the training. The contractor’s
co-facilitator must have at least five years of experience supervising surveys, be fluent in English and Pashto,
and have public speaking experience.
The training will focus on, but not be limited to, the survey instrument, translation/interpretation, sampling
plan, use of right- and left-hand rules, use of the Kish grid and contact sheet, quality control, survey
instrument mock exercises, and field management plans. Two pre-tests, typically on the fifth and seventh
day of the training, will occur in two different areas in or near Peshawar in places mutually agreed upon by
the contractor and AAN. The contractor will arrange the pre-tests including securing approvals for
conducting the work (if any) and security. During the pre-tests, enumerators and supervisors will administer
the survey to a sample of households to learn how the instrument AANs and to gain experience
administering the survey. Any revisions from the pre-tests will be incorporated into the final survey
instruments by AAN.
The contractor will be responsible for securing a training venue, and for providing transportation, lodging,
and per diem for all training participants (except those from AAN), and photocopies of all training materials.
The contractor will also be responsible for providing logistics for the pre-tests. The contractor will arrange
separate rooms for men and children accompanying female enumerators. Training participants should be
expected to arrive the day before the training and leave the day after the training concludes the contractor
will also recruit and train 20 percent more enumerators, supervisors, data entry operators, and data quality
validators than required for the fieldwork to provide replacements for dropouts or for those who do not
AAN well. At the end of the training, the contractor and AAN will select the final data collection team.
[Link] and Data Collection Plan
In consultation with AAN, the contractor will be responsible for developing a field plan that details how and
when the survey will be administered and supervised as well as the manner in which reliable data will be
collected and handed over to USAID/Pakistan. This plan shall also detail specific considerations with regards
to administration of the survey, including: frequency of administration, time-lines, and who will administer
and collect data. The contractor coordinator will develop the field data collection plan during the training.
The contractor will submit the final field plan to AAN on last day of training.
AAN expects a high level of rigor during data collection. To ensure valid and reliable data are collected, the
contractor will adhere to the following guidelines:
 The survey will be carried out according to the approved field plan.
 Enumerators will conduct the survey in person at respondents’ residences.
 Supervisors will AAN data quality checks throughout the data collection period. AAN expects that
supervisors will accompany groups of enumerators in the field to supervise them in real time. The
supervisor is expected to do two interviews in each location and then use the remaining time to
conduct spot-checks of the team members.
 Supervisors will check all questionnaires for completeness as they are received from the field. If any
questions have been skipped or missed by the enumerators, the supervisor will ask the enumerator
to re-interview the individual in person or by phone to complete the questionnaire.
 AAN will provide a list of replacements in case a selected cluster cannot be accessed due to security
reasons.

[Link]-Checking of Questionnaires
After the data collection is completed in a given location, the AAN data quality supervisors will back-check 10
percent of the questionnaires selected randomly. The AAN data quality supervisors will contact the selected
respondents and will ask a few questions from the survey identified by AAN. These questions will not be
shared with enumerators. AAN will provide these questions one or two days before the data completion
period.
[Link] Cleaning, Coding and Entry
The contractor will be responsible for entering the data from the 4,200 household surveys into a CSPro
database shared by AAN. The data entry process will be organized in parallel to data collection with a lag of
2-3 days to ensure that all data are entered and delivered to AAN within five days of completion of the
fieldwork.
1. The contractor will train a data entry team comprised of data entry operators and data quality
validators under the supervision of AAN. The contractor will be responsible for arranging the
training facilities for a two-day data entry training.
2. The contractor must ensure that a unique identifier is assigned to each survey questionnaire
with the same identifier on the paper survey and in the database. The contractor will also
ensure that all questionnaires contain unique primary sampling unit (PSU) and strata codes and
that these are entered into the datasets.
3. The contractor will be responsible for ensuring the survey questionnaires have been reviewed
and are complete prior to data entry according to parameters set forth by AAN. The contractor
will describe in detail all data entry and cleaning protocols and methodologies employed to
enter data, log all corrections made in the surveys, and submit it to AAN for review and
approval.
4. The contractor will be responsible for conducting preliminary coding of open-ended questions
and providing it to AAN for concurrence prior to data entry. The questionnaire will be pre-
coded; however, “other” responses and responses to open ended questions will need to be
coded after data collection. The contractor will prepare a code list manually and share it with
AAN for approval before entering the codes.
5. The contractor will use a double entry system provided by AAN. The contractor will identify and
correct all discrepancies between the two entries by validating the correct response from the
actual questionnaire. The contractor will maintain the corrected data in a third file and retain
the two original (uncorrected) files unaltered. The contractor will maintain a list of differences
between the two entries and deliver the list with the clean data sets to AAN explaining how
double entry was handled, how key punch errors were identified and cleaned, and how all
open-ended questions were coded at the time of data entry.
6. The contractor data entry teams will share their CSPro data files with a AAN data analyst on
every alternate day. The AAN data analyst will run quality checks on these data files and provide
feedback to the contractor on a regular basis.
7. AAN will conduct verification checks on 10 percent of the entered data using the completed
original paper survey questionnaires. With all precautionary steps taken using double data
entry, flagging of inconsistencies, and 100 percent data validation, AAN expects less than one

percent data entry error.
8. The contractor will enter contact sheets and Kish grids in the database template provided by
AAN.
9. The contractor will provide AAN a clean data set in SPSS with all the variable names, values, and
variable labels no later than five days after completing the data collection.

Within five (5) working days of submission of the clean data set, the contractor will give AAN the scanned
survey questionnaires catalogued in folders, ordered by identification number, and properly labeled. The
contractor will keep the original survey questionnaires catalogued in boxes and ordered by identification
numbers in their office for one year.

Upon completion of the survey, the contractor will prepare and submit a brief survey report. Using a format
approved by AAN, the survey report should discuss sample design, substitutions, and any problems
encountered in the implementation of the survey. The report should also contain a write up of lessons
learned in the implementation of the survey. In this write-up, the contractor should point to any aspects of
the survey that can be strengthened in future implementation. The report is due within six working days of
completing data entry.
2.10. Summary Reports
During data collection in the field, the contractor will submit daily updates on the status of the interviews
completed and problems and issues encountered in a format specified by AAN. Any issues concerning data
collection will be conveyed immediately to AAN.
2.11. ROLES AND RESPONSIBILITIES1
In addition to the above listed deliverables, the contractor will undertake the following:
 Recruit 22 enumerators (14 male and eight female), six supervisors, six data entry operators and
three data quality validators for the household survey.
 Train 20 percent more enumerators, supervisors, data entry operators, and data quality validators
than required for the fieldwork to provide replacements for dropouts or those who do not AAN well.
 Provide CVs to AAN for enumerators, field supervisors, data entry operators, and data quality
validators for review and approval
 Provide a co-trainer to support AAN in designing and conducting training of enumerators and
supervisors
 Provide photocopies of materials needed for enumerator and supervisor training
 Arrange facilities for an eight-day training
 Provide logistical support (vehicles, local guide/person with awareness of the area, and consent from
community/ authorities etc.) for two field pre-testing exercises
 Provide photocopies of questionnaires for pre-tests and field survey, and enumerator’s manual
 Provide training materials to participants such as stationary items, folders, etc.
 Develop field and data collection plan and ensure that data collection efforts are completed
according to plan and of the highest quality

 Immediately report to AAN any obstacles to data collection or proposed village substitution as they
arise in the field
 Secure facilities for the two-day training of data entry operators
 Participate as co-trainers in training for data entry operators and data quality validators
 Clean and code data, with English codes for open-ended questions being sent to AAN for review
 Submit the CSPro data entry files on every alternate day during data entry

For this activity, AAN will undertake the following:


 Approve proposed enumerators, supervisors, data entry operators, and data quality validators
 Provide the final sample lists of communities
 Provide a draft survey instrument with coding instructions for closed-ended questions
 Provide a lead trainer and a co-trainer for the enumerator and supervisor training
 Develop and share the curriculum and training materials with the contractor for feedback and
printing
 Approve the survey administration and data collection plan
 Approve proposed replacement communities based on the replacement sample prior to data
collection in that particular village or area
 Approve English codes for open-ended questions
 Approve data cleaning, coding, and entry protocols
 AAN may carry out a limited number (about10 percent) of back-checks randomly after the data
collection is completed in a given location
 Approve survey report

SECTION III: TIMELINES, TEAM COMPOSITION AND DELIVERABLES

AAN follows universally accepted standards for ethical and professional conduct at all stages of a study, and
expects its contractors to do so. The contractor will be required to abide by the following ethical guidelines
established by the University of Michigan for conducting social research:
1. Respect and safeguard the rights of free will, privacy, confidentiality, and well-being of respondents;
2. Obtain informed consent from every respondent;
3. Make an appointment with respondents before conducting an interview;
4. Maintain sensitivity to cultural and social differences; and
5. Hire female enumerators to interview female respondents.

Failure to follow these ethical guidelines may result in termination of the contract and the contractor may be
disqualified from future bidding.
