VI. RATIONALE:
The State acknowledged the role of the youth towards nation building. As
provided by Section 13, Article II of the 1987 Philippine Constitution, the State
shall recognized “the important role of youth in nation-building and shall
promote, protect their physical, moral, spiritual, intellectual and social well-
being. It shall inculcate in the youth patriotism and nationalism and encourage
their involvement in public and civic affairs”.
To pursue this mandate, the State enacted Republic Act No. 10742 or “The
Sangguniang Kabataan Reform Act of 2015. The aforementioned statute ensures
multi-sectoral participation of the youth in local governance by establishing a
Local Youth Development Council (LYDC) in every Province, City and
Municipality. Hence, this project was crafted to operationalized the body
mandated by law.
VII. OBJECTIVES:
GENERAL OBJECTIVES:
To ensure multi-sectoral youth participation in the City Government of Digos.
SPECIFIC OBJECTIVES:
1. To provide information mechanism on youth opportunities on the area of
education, employment, livelihood, physical and mental health, capability
building and networking;
2. To increase the spirit of volunteerism among the Filipino youth
particularly in the maintenance of peace and order and the preservation,
conservation and protection of the environment and natural resources
within their locality; and
3. To provide a venue for the active participation of the youth to the youth
programs implement by the City Government of Digos.
VIII. IMPLEMENTATION STRATEGY
The Local Youth Development Officer (LYDO) designate shall
convene and organize the Local Youth Development Council (LYDC) and
instate the President of the Pederasyon ng SK as the President of LYDC and
the other members of the council.
The LYDC shall synchronized and implement the activities for the
youth sector provided by the City Government.

X. MONITORING AND EVALUATION
For the calendar year 2020, the Office of the City Mayor through the
LYDO shall monitor, supervise, and oversee the implementation of the
activities. Post Activity reports shall be submitted to the Office of the City
Planning and Development Coordinator for monitoring.
