IHCP Expands Enrollment for Behavioral Health

The Indiana Health Coverage Programs (IHCP) will expand its list of eligible providers to include licensed behavioral health professionals effective November 1, 2020. These providers will be classified under new provider type and specialty codes including licensed psychologists, licensed independent practice school psychologists, licensed clinical social workers, licensed marriage and family therapists, licensed mental health counselors, and licensed clinical addiction counselors. Individuals must have a National Provider Identifier, a valid professional license, and the license required for their specialty. Reimbursement for these licensed behavioral health professionals will be paid at 75% of the allowed fee schedule amount.

IHCP to enroll licensed behavioral health professionals


Effective November 1, 2020, the Indiana Health Coverage Programs (IHCP) will expand its list of eligible providers to
include licensed behavioral health professionals. These providers will be classified by the following provider type and
provider specialty codes:

 Provider type 11, specialty 616 – Licensed Psychologist

 Provider type 11, specialty 617 – Licensed Independent Practice


School Psychologist

 Provider type 11, specialty 618 – Licensed Clinical Social


Worker (LCSW)

 Provider type 11, specialty 619 – Licensed Marriage and Family


Therapist (LMFT)

 Provider type 11, specialty 620 – Licensed Mental Health Counselor (LMHC)

 Provider type 11, specialty 621 – Licensed Clinical Addiction Counselor (LCAC)

Individuals eligible for enrollment must have a National Provider Identifier (NPI) and hold a valid professional license. The
following licenses will be required.

The licensed behavioral health professionals described above may enroll as billing providers or rendering providers
under a group practice. Providers will be classified in the Limited risk category. No application fee will be required.

Note: These provider specialties should not report the associated modifiers because they will be billing with their NPIs.

Enrollment applications may be submitted electronically through the IHCP Provider Healthcare Portal (Portal) or by paper
through the appropriate IHCP provider enrollment packet. After enrolling with the IHCP, providers may enroll with the
IHCP’s managed care programs – Healthy Indiana Plan (HIP), Hoosier Healthwise, or Hoosier Care Connect – by
applying directly with one or more of the contracted managed care entities (MCEs).

Reimbursement for all licensed behavioral health professionals will be paid at 75% of the allowed fee schedule amount.

As announced in Bulletin BT201943, the IHCP expanded the list of providers who are eligible to supervise the plan of
treatment for outpatient mental health or substance use disorder (SUD) services, to include LCSWs, LMHCs, LCACs,
and LMFTs.

Note: Licensed psychologists and licensed independent practice school psychologists are still required to have
an eligible practitioner supervise the plan of treatment, and require a supervising practitioner.
