RFP for “Four Laning of Una to Kodinar of NH-8E from Km. 180.478 to Km 221.610 (Design
Chainage from Km 181.450 to Km 222.400) (Package-V) in the State of Gujarat on Hybrid
Annuity Mode under NHDP Phase-IV”.
The Government of India had entrusted to the Authority the development, maintenance and
management of National Highway No. NH-8E including the section from Km. 180.478 to Km
221.610. The Authority had resolved to augment the existing road from Km. 180.478 to Km
221.610 (Design Chainage from Km 181.450 to Km 222.400) on the Una to Kodinar section of
National Highway No. 8E (hereinafter called the “NH-8E”) in the State of Gujarat by Four-Laning
thereof (the “Project”) on design, build, operate and transfer (the “DBOT Annuity” or “Hybrid
Annuity”) basis, and has decided to carry out the bidding process for selection of a private entity as
the Bidder to whom the Project may be awarded. Brief particulars of the Project are as follows:

The complete BID document can be viewed/downloaded from e-procurement portal of NHAI
[Link] from 08.02.2016 to 22.03.2016 (up to 17:00 Hrs. IST).Bid must be submitted
online only at [[Link] the validity of registration with the [NHAI e-Tendering
Portal] being managed by C-1 India Pvt. Ltd. i.e. [[Link] or before 23.03.2016upto
11:00 hours IST). Technical submissions of the Bids received online shall be opened on
23.03.2016 (at 11:30 hours IST).
Bid submitted through any other mode shall not be entertained. However, Bid Security, proof of
online payment of cost of bid document, Power of Attorney and joint bidding agreement etc. as
specified in Clause 2.11.2 of the RFP shall be submitted physically by the Bidder on or before
23.03.2016(at 11:00 hours IST). Please note that the Authority reserves the right to accept or
reject all or any of the BIDs without assigning any reason whatsoever.
