Submission of
Bids (e-Tender):
1. India (hereinafter called “Borrower”) has applied for financing from the Asian
Development Bank (ADB) and the Asian Infrastructure Investment bank (AIIB)
toward the cost of Delhi – Meerut Regional Rapid Transit System
Investment Project (Tranche -1). Part of this financing will be used for payments
under the Contract named above. The Borrower has sought to apply the Joint Co-
financing mechanism in accordance with the co-financing framework agreement
between ADB and AIIB. Accordingly, the procurement of Works under this Bidding

is being done following ADB’s Procurement Policies with the Blanket Waiver of
Member Country Procurement Eligibility Restrictions. Bidding is open to Bidders of
all nationalities other than any restriction arising from ITB 4.8.
2. The National Capital Region Transport Corporation Limited (“the
Employer”), invites online bids from eligible Bidders for the construction and
completion of following work contract package, subject to compliance with ADB
policies and requirements: -

Bid for Package 12B has been invited in two lots in the e-procurement portal of
National Informatics Centre (NIC) simultaneously. Bidders may participate in any
one or both the LOTs as mentioned above in accordance with their eligibility and
qualification. There is no bar in awarding more than one LOT to a bidder. Bidders are

advised to note the eligibility and minimum qualifying criteria specified in the
Instruction to Bidders and Section 3 “Evaluation and Qualification Criteria”
stipulated in the bid document.
3. Open competitive bidding (OCB)- International will be conducted in accordance
with ADB’s Single Stage- Two Envelope Bidding Procedure and is open to all Bidders
from eligible countries as described in the Bidding Document.
4. Only eligible bidders with the following qualifications should participate in this
bidding:
The bidder must have minimum average Annual Project Turnover of INR 215
million (for Lot-P12BL1) and INR 175 million (for Lot-P12BL2) calculated as total
certified payments received for contracts in progress or completed, within the last
five (5) years;
The bidder must demonstrate that its financial resources meet or exceed the total
requirement for the subject contract of INR 28 million (Lot-P12BL1) and INR 23
million (Lot-P12BL2);
Participation as a contractor or JV partner in similar works for Civil construction
works with/without fabrication, supply, and erection of Structural Steel Structures
works and architectural finishing works executed for Railways / Metro Railways/
Airports (Commercial and Defence) / EMU Commuter Railways/ Regional Rapid
Transit System (RRTS)/ Commercial building / Office building / Institutional
building / Residential building that have been completed or substantially
completed within the last Ten (10) years ending the last day of the month previous
to the month of bid submission.

5. The complete bidding document in English , can be viewed / downloaded from official
website of NCRTC [Link] or e-procurement portal of NIC

up to 15:00 Hrs IST). Bids must be submitted online only at
[Link] on or before 06 October 2020 up to 15:00

6. Bid submitted through any other mode shall not be entertained. However, Bid
Security in original shall be submitted physically by the Bidder on or before 06
October 2020 up to 15:00 hrs (IST). Bids received shall be opened on 06
October 2020 at 17:00 hrs (IST).
Note: Only Technical Bids will be opened electronically at the date and time
mentioned above.
7. To participate in the e-tendering process, a Bidder should be in possession of Class
III Digital Signature Certificate (DSC) in the name of the person duly authorized to

sign on behalf of the Bidder from any Certifying Authority recognized by CCA India
(e.g. Sify /nCode / eMudhra etc.), with their profile.
8. To participate in the e-bid submission, it is mandatory for the bidder to register their
firm with e-procurement portal of NIC [Link] to have
a user ID and password.
9. The pre-bid meeting shall be conducted on 08 September 2020 at 11:00 hrs
(IST) at the address below:

Prospective Bidders who wish to join the Video Conferencing shall send a
request email on the Official email Id of Procurement Cell (i.e.
procurementcell@[Link]) by 07 September 2020 up to 17:00 Hrs (IST) ,
so that a link for Video Conferencing can be sent by NCRTC at that email Id.
Please note that the request received from the prospective Bidder (With
details of the Company, its address, and the name and designation of the
person attending the VC) will be entertained. They should also mention the
email id through which VC is desired to be joined.
Based on the number of requests received by various Bidders NCRTC may
allow maximum of two email Ids for one company to participate in the VC.
Any request for VC received after the given date and time for sending the
link for VC may not be entertained by NCRTC.
Prospective Bidders will be able to join the VC through the link provided to
them on Email ID on which the link has been requested by them.
10. When comparing Bids, Domestic Preference will not be applied.
