the Performance Governance System in six (6) National Government Agencies including the PNP;

b. Letter of Instructions 53/09 (“Institutionalization of the Performance Governance System”)


dated August 11, 2009;

c. PNP P.A.T.R.O.L (Peace and Order Agenda for Transformation and Upholding the Rule of Law)
Plan 2030; and

d. NAPOLCOM Resolution No. 318 entitled: “Approving the Deactivation of the Program
Management Office and the Subsequent Establishment of the Center for Police Strategy Management”
dated August 13, 2012.

2. PURPOSE:

This Command Memorandum Circular (CMC) sets forth the guidelines in the preparation for the
2-Day National Summit for Advisory Council 2015 on August 27 to 28, 2015 at the Fontana Convention
Center, Clark Economic Zone, Pampanga. The summit aims to promote and advocate the PNP
P.A.T.R.O.L Plan 2030 to the stakeholders and community partners; showcase breakthroughs achieved
by the PNP trough stakeholder support and in partnership with the community; and enhance strategic
focus and direction through sustained partnership with the community and exploration of new
opportunities in collaboration with partner stakeholders. Distinguished Speakers from various sectors to
include media, judiciary, business, religious, civil society, international organization, academe, national
government agencies, and local government units will be invited to share their thoughts and
experiences in various fields of expertise.

3. SITUATION:

The PNP recognized the importance of external stakeholders’ active participation in the
realization of the PNP P.A.T.R.O.L Plan 2030. As such, the PNP’s version of the Multi-Sectoral
Governance Council (MSGC ), which is the National Advisory Group for Police Transformation and
Development popularly called ‘NAG’ is replicated in the Police Regional Offices known as Regional
Advisory Councils (RACs), Provincial Advisory Councils (PACs), District Advisory Councils (DACs), and
City/Municipal Police Stations Advisory Councils ( C/MACs). There is an overwhelming growth of 15,
025external stakeholder advisers and still increasing, who are actively involved in the continuing
transformation journey.

The Summit will be attended by 150 Advisory Council members from the NSUs, PROs and P-
Staff. The members of the TWG and the CPSM will facilitate the said Summit to ensure that objectives
are met.

4. MISSION:

To ensure the successful conduct of the 2-Day National Summit for Advisory Council 2015, the
TWG and the CPSM shall undertake all necessary administrative and operational preparations within the
specified timeline in order to produce the desired quality of output. They shall also ensure proper
coordination with all PNP personnel who will be involved in the Summit. The CPSM, being the over-all
OPR for the Summit shall closely collaborate with the Focal Persons from the Directorial Staff to ensure
validity and accuracy of data to be presented during the event.

The event will also provide opportunity for the TWG and the CPSM to engage the Advisory
Council members in a dialogue to gather their inputs and solicit their continuing support for the
implementation of the PNP P.A.T.R.O.L Plan 2030.
