CHAPTER 2

METHODS

The researchers primarily identified the resources of materials that will be useful and are involved

in the study. All applicable data gathering that will contribute to the formulation of the design solutions is

considered. The researches have gathered data that are vital to their research. It will help them to

determine the factors that are necessary for their study. The data gathering process was done sequentially

from the most crucial to basic information.

Descriptive Method is used by the researchers in conducting data in their study. It refers to

research questions, design of the research and data analysis that would be conducted on the topic. The

research is conducted by observation/survey techniques and statistical analysis. The proponents have

conducted an ocular inspection during their visit to the existing regional government center at the current

site. Their methods involved analysis of data gathered on the internet, references on libraries, interviews,

and visits to government offices.

Most of the information that the researchers need are government documents, which makes the

government offices their primary source of data. It is here that the researchers have acquired information

about the proposed urban plan in Taysan, which led to the proposed relocation site for the Regional

Government Center. The researchers conducted a consultation with certain government employees who

are suitable and a reliable source of information for the study. These people are the following: Ar. Jessica

O. Rañeses (The City Planning and Development Office Architect), Ms. Jocelyn Codorniz (Research and

Statistics Division), and Ar. Francis Jude Versosa (Legazpi City Assessor’s Office). Moreover, the date

that the researchers acquired from government offices are the potential hazards that will affect the current

regional government center in Rawis and also in the proposed site for the relocation in Taysan. The

secondary sources that they used are the internet and existing data related to their studies in the library.

Interviews are also conducted to further broaden the data gathered.


Upon the collection of needed data, the data gathered are analyzed and are utilized to further

improve the study and to accurately determine certain elements in the study. In benefits in the careful

analysis of the potential strengths, weaknesses, opportunities, and threats of the proposed relocation site

of the Regional Government Center. Floor plans and site development plans are also acquired as

references for the researchers to further improve and enhance the development of their project.

Research Methods

The proponents used government data as their main research instruments. The gathered findings

from the government are advantageous to the researchers for the amendments and the development of the

proposed relocation of the Regional Center in Taysan.

Observation in ocular site visits was used in the process as well. Ocular inspection in viewed to

be part of the solution and success of the project. In gathering facts, digital mediums and drawing

materials were used.

Validity

Dissertations, internet, Government data, and libraries were used as references. For the

suggestions and advancements, the draft was shown to the adviser. The draft containing the

recommendations of the adviser was revised.

Research Locale

The research process was conducted in the Legazpi Capitol, City Planning, DPWH, Bureau of

Lands, and Assessor’s Office located in Legazpi City, Albay, and Region V.
The researchers have chosen these places for information on the grounds of obtaining the

necessary data in the proposed study.

Population and Subjects of the Study

Region V has a total population of 5, 109, 798 in the 2010 census. Legazpi City was established

to be the Regional Center and the largest city of Bicol Region in terms of population (106,639) was ideal

for the location of the Regional Government Center. Given to be known as the Regional Center, the

proponents chose the community of Legazpi to be their subjects as well. With the high population of

Legazpi, only a portion of the community has been surveyed, especially the employees of the Regional

Government Center. People nearby the location and those who have the full accessibility were also

considered as respondents for the sake of the effectiveness of the project.
