1.0 Objective

The purpose of this method statement is to describe the procedure to be adopted to carry
out the Construction of Ashpalt and Gatch road for the acces way for Office, Living Area
and Main Road.

2.0 Scope
• Construction of asphalt Road for Temporary Living Area and Office Area
• Construction of Gatch Road for the access to Main from SEPCO Office

3.0 Standards and specifications

All works covered by this method statement will be carried out in accordance with the
relevant sections of the following standards and specifications:
 Client safety guidelines
 Compitent Person

4.0 HSE Requirements


 All the new members of the team shall undergo a safety induction course in order to be
aware of the work.
 Safety officer should be available at site.
 HSE compliance shall be ensured as per HSE plan &SEPCO-III HSE Procedures
 Workmen shall have all relevant PPE like Safety helmet, shoe and coverall as necessary
for the job.
 Necessary Permission to be obtained prior to commencement of the activity.
 Work area shall be barricaded and enough sign boards have to be placed.
 Only experienced skilled workmen shall be allowed to undertake the job.
 Necessary fire extinguishers shall be provided in the vicinity, if required.
 A toolbox meeting shall be conducted by job performer to brief all concerned about Dos
& Don’ts. Special coverage of salient points related to the job undertaken and risk
involved, including course of action in case of emergency, shall be ensured

5.0 Roles and Responsibilities

Project Manager/Site Project Manager


He shall:
 Overall responsibilities in ensuring implementation of Client HSE requirement
 Project Manager shall have the full authority for the review and implementation of
method statements
 Liaise and coordinate with the Company representative, site engineer, safety
engineer for the safe and proper execution of work.
 Monitoring the progress on a daily basis and ensure that whether the work is
progressing as per the planned schedule.
 Utilize and mobilize the required services for the execution of work.

Project Engineer
Project engineer shall report to the Proejct Manager.
He Shall:
 Leads in implementation of Risk Assessment and assist foreman by giving them
guidance on HSE matters and SEPCO HSE requirements.
 Prepare work procedures, method statements, inspection and test plans for the
project in accordance with project requirements. Discuss with company
counterparts about the procedures, revise and improve subject documents to get
approval from company.
 Review of respective discipline material submissions from vendors, carry out
technical bid evaluations with engineering counterparts.
 Preparation/ review of discipline wise material take off’s.
 Prepare and submit material approval requests to company for discipline wise
materials.
 Review of discipline wise design documents/ drawings and coordination with the
construction team prior to the application/ construction at site.
 Monitoring of discipline wise construction activities and reporting to the concerned
manager as required.
 Support the procurement team with proper material approvals and technical
support throughout the project.
 Inspect worksite activity from HSE point of view.
 Direct and supervise discipline subcontractor, if any.
 Ensure the assigned work complies with the quality system requirements of
company.
 Take corrective action on non-conforming work and audit deficiency as soon as the
same is known and ensure that the action is completed along with necessary
documentation required for NCR.
 Report daily progress against work plan and manning equipment status.

Safety Officer
He shall:
 Advise and assist in implementation of SEPCO HSE requirement.
 Ensure for the strict implementation of all safety measures in accordance with the
HSE Plan for this project
 Responsible to closely monitor for all the safety measures are implemented and
maintained at worksite throughout the duration of this project.
 Assist in carried out HSE inspection
 Inspect all the site activities and assign persons to be train in safety matters to
prevent any accident while performing this project.
 Ensure proper Housekeeping.
 Monitor HSE requirements are met as planned

Foreman
He shall:
 Responsible to cascade TRA requirement to workforce
 Responsible for maintain proper Housekeeping.
 Ensure that the work to be carried out in accordance with safe working procedure
and good engineering practice and skills and also conforms to project specifications
 Always be present at site throughout the performance of related works in order to
complete the work as per the planned schedule
 Maintain the records and all construction related reports for the completion of the
project.
 Assign duties to the crew members and ensure that work to be carried out as per
the Company approved PTW system.

 All workers shall be competent for their relative task and undergo site related HSE
training.
 Performing work at the work place in a safe manner for themselves and other
employees
 Reporting any unsafe work to Supervisor or Foreman or Safety Officer as and when
noticed.
 Reporting near-misses and incidents as and when it occurs.
 Attend the briefing of RA before commencement of work.

Working Hours: 07.00 AM to 12.30 Hrs. and 13.00 PM to 17:00 Hrs.

*Work time might change according to the mid day break

6.0 Equipments & Materials


 Alucor and SEPCO will do the inspection of equipment before mobilizing the
equipment to inside Site.
 The area of construction shall be identified.
 Access for all operational areas to provide.
 Equipment used shall be in good condition and approved by SEPCO and have a
valid 3rd party certificate
 The operator should have valid operating license, Third party certificate and
competent in respective field.
 Obtain necessary approval from SEPCO

General Requirement
 Housekeeping to be done at the end of each shift to minimize the risk of slips trips
and falls and to keep the working environment tidy and free from obstruction.

7.0 Methodology of Work

Asphalt Road

7.1 Sub grade leveling and compaction

 The construction area will be barricaded with proper signage to control the
unauthorized entry to the work location.
 Surveyor will mark the road layout and fix the levelling pegs as per approved IFC
drawing
 Sub grade will be levelled with steer skid and front loade at a level
 Water will be sprinkled after leveling and compaction will be carried out with 10ton
vibrating road roller to reach 95% MDD.
 Sub grade preparation shall be done 500 wider than required road width
 One flagman will be deployed for giving signal for the operator.

7.2 Sub grade leveling and compaction

 After completion of suba grade compaction approved pre-wet sub base laying will be
started
 Sub base preparation will be done at yard by mixing required quantity of water and
will be transported to site by using heavy trucks
 Laying will be done with front loader and back hoe loader
 Levelling of sub base will be done with steer skid at a level of minimum thickness of
300mm.
 Compaction of sub base will be done with 10 ton road roller to get 98% MDD.

7.3 Surface Prepration, Application of Prime Coat and Asphalt laying

 After completion of final road base, the area shall be cleaned and to remove all loose
materials by using compress Air
 After the immediate cleaning of road base surface apply Surface prime coat over the
road base area
 Application of prime coat to be done with spray bar with the truck mounted tank
 No bituminous mixtures should be placed until the prime coat has dried
 Tack coat may need to be applied to make the road surface sticky prior to the
bituminous carpeting layer being placed.
 Ready mix asphalt material directly transported from plant with approximate temp 150
Deg through 45 Ton capacity tipper/Dumper truck and Bitumen Surface Treatments
the aggregate must be spread and rolled into bitumen immediately after spraying,
preferably rolling should be by multi tyre rollers

 After final rolling, samples should be cut from areas of bituminous surfacing for
density and thickness measurement at 50m intervals. Where samples have been
taken, fresh material must be placed and thoroughly compacted and All the relevant
and required documents (Testing procedure, Tools) will be submitted before the work
commence.

Gatch Road

7.4 Sub grade leveling and compaction

started
 Sub base preparation will be done at yard by mixing required quantity of water and
will be transported to site by using heavy trucks
 Laying will be done with front loader and back hoe loader
 Levelling of sub base will be done with steer skid at a level of minimum thickness of
300mm.
 Compaction of sub base will be done with 10 ton road roller to get 98% MDD.

7.6 Laying, grading, and compaction of road base final layer

 After completion of sub base compaction approved pre-wet road base laying will be
started
 Road base preparation will be done at yard by mixing required quantity of water and
will be transported to site by using heavy trucks
 Laying will be done with front loader and back hoe loader
 Grading of road base will be done with steer skid/grader at a level of cente of road at
a minimum thickness of 50mm.
 2% gradient will be provided on both edges of the road as per IFC.
 Compaction of Final layer will be done with 10 ton road roller to get 98% MDD.
