2 General Design Requirements
a. Request receive, and store required electronic documents per LYB Drawing Procedures.
b. Develop the following documents to 'Issue for Design' stage for each switchboard.
i. Preliminary major equipment lists (including spares)
ii. Preliminary major equipment data sheets
iii. Preliminary Plot Plans
iv. Conceptual equipment general arrangement layout
v. Preliminary cable trenching and above ground layout drawings
c. For all connected LV loads installed in a Hazardous Area, check that i) compliant
Hazardous Area certificates are available, ii) the equipment itself is in an acceptable
condition (i.e. would pass a Class H inspection).
d. For each Switchboard, prepare a Phase Ill Engineering Scope of Work (SOW) and
Request for Quotation (RFQ) documentation.
e. Tabulate the quotations received for Phase Ill Engineering works and provide preliminary
recommendations for LBA consideration.
f. At the end of Phase II for each switchboard, return all LBA issued drawings and documents
including any requested drawings and/or documents that were requested but not changed.
3.2.3 Specific Design Requirements
a. Review and optimise the 'Basis of Design (in consultation with LBA subject matter experts)

document for a more comprehensive list of documents applicable to this project.)
b. Conduct a design review meeting with LBA Operations and Maintenance personnel to assess
the operability and maintainability of the proposed new HV and LV switchgear.
c. Conduct Technical Challenge Sessions with LBA engineers to critically review the technical
aspects of the Feasibility Phase work. These challenge sessions shall include sessions at the
early stages of the study.
d. Create a detailed site wide electrical fault model using 'SKM Power Tools' software for the
overall HV/LV analysis and 'PowerCad' software for more specific LV analysis. This model
shall be used to specify the fault levels at each of the new switchboards.
Note: LBA will buy the PowerCad software and SKM PTW-Combo Pack 1 that includes
IEC_Fault909. This software enables fault calculations that can comply with IEC60909
(which is the parent of AS3851 ). This is required to determine fault levels via methods
compliant with AS3581 prior to specifying the new HV & LV switchgear.
The scope shall also include for new arc-flash studies for each of the HV & LV switchboards
to be replaced. The results of the arc flash studies for SS1805/01 & 03 will be essential to
justify the current proposal to cutover outside of a total plant shutdown (i.e. from old to new
switchboards.
