Philippine government immediately act in improving quality education through implementation of K-
12 program nationwide. Government knows that improving its very important manpower (Learners) will
contribute to its success. K-12 program serves as a tool in improving Filipino learners to become globally
competitive individuals. It focuses on the 21 st century skills and that’s the main reason why Philippine
government implemented this big change in Philippine Education System. Another program being
implemented was the Alternative Learning System “ALS program” for out of school youth pupils in
compliance to EFA (Education for All). ALS focuses on developing pupils who don’t have access to
education or encountered a problem/hindrance that don’t allow them to finish their education in
elementary and or secondary. Alternative Learning System includes the following; BASIC LITERACY
PROGRAM (BLP); PROGRAM FOR DROPOUTS OF FORMAL ELEMENTARY AND SECONDARY LEVELS:
CONTINUING EDUCATION: ACCREDITATION AND EQUIVALENCY (A&E) PROGRAM; INDIGENOUS PEOPLES
EDUCATION; ARABIC LANGUAGE AND ISLAMIC VALUES EDUCATION IN ALTERNATIVE LEARNING SYSTEM
(ALIVE IN ALS); LTERNATIVE LEARNING SYSTEM FOR DIFFERENTLY-ABLED PERSONS (ALS-DAP);
ADOLESCENT REPRODUCTIVE HEALTH (ARH); PARENT EDUCATION; FAMILY BASIC LITERACY PROGRAM
(FBLP); RADIO-BASED INSTRUCTION (RBI); INFORMAL EDUCATION FOR DISADVANTAGED CHILDREN.
3. The Philippine government give importance to education as it serves as tool in uplifting the county’s
status worldwide. Every Filipino have deep concern for education because it occupies a central place in
political, economic, social and cultural life in the Philippines. The government allocates a high budget
every year for the Philippine Education and make sure that every Filipino has the right to quality
education. However, there are still some issues regarding Philippine Education that needs to be
reviewed closely by the government. Some of the issues are as follows:
Quality Education
One of the major issues that Philippine Education should review and resolve that somehow it
is recently improving. The quality of Philippine Education has declined few years ago due to
poor/low results from standard entrance test conducted among elementary and secondary
students as well as tertiary levels. High dropouts, high number of retained pupils, low passing
grades, lack of language skills, failure to address the needs of people with special needs,
overcrowded classrooms and facilities, lack of books or learning resources have greatly affected
the quality of education in the Philippines.
Budget
The Philippine government should allocate the highest budget to be able to support the
implementation of k-12 Education Program here in the Philippines.
Mismatch
Training and pupil immersion should match the actual job. This will avoid underemployment
that provide better job opportunities to all Filipino graduates (Professional/Technical
Vocational). This will prevent “Education-Gap”.
Lack of Facilities in Public Schools and Teacher Shortage
Shortage of school facilities greatly affect the education system of the Philippines. It included
classrooms, desk and chairs for pupil and teacher, textbooks and other ICT (Innovative
Technologies) materials. Another issue is the rapid growth of Philippine population, it requires
more teachers to teach every learner.
