TOPIC : DILG - SEAL OF GOOD LOCAL GOVERNANCE
I. INTRODUCTION
On 2010, the Department of the Interior and Local Government rolled out the Seal
of Good Housekeeping (SGH). The program is an incentive to local government units
(LGUs) that promote and uphold transparency and accountability in the use of public
funds. The SGH assesses financial housekeeping through compliance with COA’s
accounting and auditing and DILG’s Full Disclosure Policy.
Last 2014, DILG scaled up the Seal of Good Housekeeping to the Seal of Good Local
Governance (SGLG). In this context, the SGLG is a recognition of good performance of
provincial, city and municipal governments, not only on financial housekeeping, but also
on other areas that directly benefit the people.
On April 12, 2019, President Rodrigo Roa Duterte signed into law Republic Act No.
11292, otherwise known as “An Act Establishing and Institutionalizing the Seal of Good
Local Governance for Local Government Units and Allocating for this Purpose the Seal of
Good Local Governance Fund.”
II. DISCUSSION
SEAL OF GOOD LOCAL GOVERNANCE – RA 11292 defines SGLG as an award, incentive, honor
and recognition-based program for all LGUs and is a continuing commitment for LGUs to continually
progress and improve their performance
SGLG Qualified LGUs shall receive the following incentives:
1. Performance Challenge Fund (PCF) incentives
2. Access to program windows of national government agencies (NGAs)
3. Continuing Capacity Development (CapDev)
4. Access to loans

SGLG CRITERIA
1. Good Fiscal or Financial Administration or Financial Sustainability
An LGU demonstrates positive and stable economic performance, maintains,
preserves and mandatorily upholds the practice of fiscal discipline, accountability and
transparency by adhering to budgetary rules, public fiscal management, generally
accepted and recognized accounting and auditing standards and fill disclosure policy.
2. Disaster Preparedness
An LGU’s preparedness for any disaster or natural or man-made calamity, by
adopting relevant plans, taking proactive actions, and building its capacity to respond
effectively to emergencies when needed.
3. Social Protection and Sensitivity Program
An LGU’s sensitivity and responsiveness to the needs of its constituents,
recognizing and upholding the rights and privilege particularly those belonging to the
vulnerable or disadvantaged sectors.
4. Safety, Peace and Order
An LGU establishes good and respectable performance in terms of maintaining
peace and order in the community as demonstrated by reduced crime rate, effective anti-
illegal drugs campaign, and efficient traffic management, among others.
5. Environmental Management
An LGU’s initiative to institute policies and programs that consistently and
significantly preserves and protects the integrity of the environment with primary focus
on solid waste management and ecological balance, as well as mitigation and adaptation
to climate change.

6. Business-friendliness and competitiveness
An LGU unconventional initiative in encouraging local investment, together with
local business enterprises and the working sector, through adoption of policies, programs,
systems, structures and/or local legislation that attract and create investment
opportunities, and promote a business climate conducive to sustainable business growth.
7. Tourism, Heritage Development, Culture and Arts
An LGU’s ability to promote and protect Philippine identity through local heritage
and culture, or local legacy, in terms of preserving cultural, historical and indigenous
significance of the community, marketing the characteristics which the LGU is known or
recognized for, to attract foreign and local tourists and visitors.
ADDITIONAL CRITERIA PER RA 11292
1. Health Compliance and Responsiveness
An LGU’s capability to effectively implement and deliver health services and
information systems as well as pursue evidence-based health promotion and protection
policies scientifically proven and accepted to advance population health and individual
well-being, reduce the prevalence of non-communicable diseases, address mental health
status throughout the life course.
2. Programs for Sustainable Education
Initiatives of an LGU to institute education reforms and programs, provide equal
access to quality education reforms and programs, provide equal access to quality
education, promote lifelong learning opportunities for all, foster sports development and
instill leadership and patriotism among the youth, as demonstrated by positive changes in
the behavior and performance of individual citizens and the community as a whole.
3. Youth Development
An LGU’s ability to promote and establish adequate, effective, responsive and
enabling mechanisms and support systems that will ensure the meaningful participation
of the youth in local governance and nation-building.

III. CONCLUSION
The Seal of Good Local Governance is a progressive assessment system that gives
LGUs distinction for their remarkable areas across various assessment areas. The enactment
of the SGLG Law ensures the institutionalization and continuous funding of the program from
the government. The DILG is optimistic that this milestone will encourage local governments
to perform better and efficiently deliver basic services to their constituents.
