“SEMINAR ON THE ROLE OF MERANAO WOMEN
IN GENDER AND DEVELOPMENT”

RATIONALE/BACKGROUND:
The Moros comprised 10% of the Philippine population. For a long
period of time, Moros have been struggling for their right to self-
determination, displacement from ancestral domain, discrimination and
effects of long-standing conflict. These greatly affected the lives of the
Moros, especially women and children. Gender issues such as arranged or
forced marriage, gender-based violence, polygyny, etc. are among the
results of these conflicts to the Meranao women.
Among men, study shows that one of the primary impacts of conflicts
in Mindanao is mobility. Men’s mobility was frequently severely constrained
by conflict, leading to feelings of frustrations and marginalization, challenges
to cultural definitions of masculinity, and long term disadvantages, including
curtailed education and less opportunity for formal employment or
involvement in agricultural activities. Restrictions in mobility as a result of
conflict are highly gender-specific. During rido, men are especially vulnerable
for the primary target of revenge, and it is common for them to respond by
drastically limiting their social movements to avoid attacks. Women are far
less frequently targeted for rido killings, which mean that they often must go
to undertake the activities traditionally performed by men. (The Asia

Women on the other hand experienced dilemmas caused by the
conflicts in Mindanao. Study shows that among meranao, women’s
experience and engagement in the long-standing conflict caused them some
dilemmas such as multiple roles and multiple burdens, exchanging roles of
men and women, social impediments, and effects of meranao maratabat.

The Philippines introduced the gender approach to development
popularly known as Gender and Development (GAD) around 1990s. It is as
development perspective and process that is participatory, empowering,
equitable, sustainable, free from violence, respectful of human rights,
supportive of self-determination and actualization of human potential.

This seminar aims to uplift the situation of meranao women and lessen
the incidence of gender-issues that they experience through teachings of
Islam.
OBJECTIVE:
To strengthen women empowerment among meranao women
to lessen the incidence to problems and dilemmas caused by the
conflict in Mindanao
To provide meranao women in the community with necessary
information on:
1. The importance of gender and development
2. Rights of women
3. Women in Islam and Shari’ a
4. Roles of women in development
ACTIVITIES AND DURATION:
Day 1 – Introduction to Gender and Development
Rights of Women (Economic rights, MCW, Family Planning, RH)
Day 2 – Women in Islam and Shari’ a (Mahr, Marriage, Polygyny,
Divorce)
Day 3 – Roles of women in development (Man and Woman as partners)
EXPECTED OUTPUT:
At the end of the activity the participants are expected to come up
with their future plans on how are they going to apply whatever they learned
from the activity to their self, to their family, and if possible to their
community.
