1 PURPOSE

This document contains information designed to assist members of the HQ USAF


Emergency Relocation Staff (ERS) transition from their primary duty location to the
Alternate Joint Communications Center (AJCC), Site R, PA. It provides general
information about the Site and its operations. It provides information ERS members need
to prepare for relocation, arrival, and in processing at the Site.

2 GENERAL INFORMATION

2.1 Site Location.


The Air Force Emergency Operations Center (AFEOC) is collocated with the Alternate
Joint Communications Center (AJCC) at Site R. Site R is in Raven Rock Mountain, on
the Pennsylvania border approximately 10 miles east of Waynesboro, PA. It is
approximately 75 miles from Washington DC, and can be reached by vehicle in 1.5 to 2.5
hours, depending on traffic and departure location. It can be reached by air in
approximately 40 minutes.

2.2 History.

2.2.1 The first three buildings in Site R were occupied in 1953. In 1963, construction
began on two additional buildings. These were completed and occupied in 1965. The
Air Force maintained a fully operational command and control network at the Site until
1991 when the Air Force Emergency Operations Center (AFEOC) went into caretaker
status. In 1997, the Air Force began renovations of the AFEOC to upgrade equipment
and remove safety hazards within the area. These efforts are 70% complete.

2.3 Permanently Staffed Tenant Organizations.


Several agencies maintain a full-time presence at the Site. These include:

• National Military Command Center-Site R (NMCC-R). NMCC-R is the alternate


command center for the Joint Staff (JS) and is the lead command and control (C2)
agency at the Site. It is maintained in ready standby mode pending activation orders.
• Joint Staff Support Center (JSSC). JSSC handles all systems support for the JS.
• Defense Intelligence Agency (DIA) (J-2). DIA supports all tenant organizations and
has a representative assigned to each NMCC Operations Team. When activated
during a contingency, it becomes the National Military Joint Intelligence Center.
• Air Force Manpower Readiness Flight (AFMRF). AFMRF provides status and
impact analysis of wartime manpower and personnel actions. They provide Air Force
coordination on all joint wartime plans in the manpower and personnel area.
• Air Force Weather Detachment. AF Weather provides weather service and
information for Site R and Camp David.
• 1111th Signal Battalion. The Signal Battalion provides telecommunications and
computer support for all Site organizations and tenants.

• AJCC is commonly referred to as “the garrison.” The garrison provides all life
support services for permanent party and tenant organizations at the Site.

3 TRAVEL DIRECTIONS TO SITE R

ERS personnel will most likely travel to the Site by privately owned vehicle (POV). To
travel from the greater Washington DC area take the Capital Beltway (I-495). If coming
from Maryland, take exit 35 onto I-270 North. If coming from Virginia, take exit 38 onto
I-270 North. Approaching Frederick, MD, I-270 terminates and becomes US 15 North.
Proceed north on US 15 past Thurmont, MD to Emmitsburg and take MD 140 West.
Continue on MD 140 West through Emmitsburg. (NOTE: MD 140 becomes PA 16 at
the MD/PA state line). Approximately 6.8 miles from the Emmitsburg Town Square turn
left onto Harbaugh Valley Road. Proceed approximately .8 miles and turn left into the
Site R entry control point (West Gate).

4 SECURITY

4.1 Entry and Exit Procedures.


Entry and exit into Site R is strictly controlled. All personnel, baggage, and vehicles
entering and leaving the Site are subject to inspection. Hasty Access Procedures are used
during a COOP contingency or COOP exercise (with prior coordination) to expedite
entry onto the Site R reservation.

4.1.1 Entry Badges. Entry onto Site R is controlled by a badge system. Personnel
who need regular and routine access should obtain a Site R entry badge as soon as
possible. Personnel who do not require regular access do not require a permanent Site R
badge, but will be processed in accordance with the procedures below. If you have any
questions about whether you should have a badge, contact your Emergency Planning
Coordinator (EPC) or AFNSEP.

4.2 Arrival by Privately Owned Vehicle (Hasty Access Procedure).


Personnel arriving by POV will proceed to the West Gate of the AJCC. They will be
validated by presenting the exterior pass, Pentagon badge, or against the electronic roster
and will be instructed to proceed to the security building where they will be issued an
interior badge. Permanent badge holders may vouch for individuals at the West Gate.

4.2.1 POV Access and Parking. All POVs require a DoD sticker. To obtain
temporary POV access the owner must present proof of insurance, vehicle registration,
and driver’s license. Parking is back in only and extends a great distance from the
security building. Shuttle service from the parking lot to the security building may be
available if the situation and site staffing warrant.

4.3 Arrival by Bus or Van (Hasty Access Procedures).


Large groups of personnel traveling by bus or van will proceed to the West Gate of the
AJCC. The senior representative on a bus or van will be validated by exterior pass or
with the electronic roster and will be authorized to vouch for the remaining people by

headcount. The bus or van will proceed to the security building where everyone will be
required to exchange an exterior pass, Pentagon badge, or photo identification for an
AJCC interior badge. Once validated, that person may vouch for the remaining
personnel on board by headcount. The vehicle will then proceed to the security building
where everyone will exchange a Site R exterior pass, Pentagon badge, or picture
identification for a Site R interior badge.

4.4 Security Badges.


The interior badge will be prominently displayed on the upper torso by the clip provided
neck chain at all times while within the AJCC limited and exclusion areas. The interior
badge will not be taken outside the AJCC and must be returned at the security building
upon exiting. Badges will be removed or the front of the card will be turned toward the
torso for photographs, video teleconferences, or videotaped briefings.

4.5 Prohibited Items.


The following items are not allowed to enter the Site without prior authorization (contact
AFNSEP for specific procedures to obtain approval):

• Weapons of any kind (except knives • CD or Tape Recorders


less than 3 inches in length) • Video Recorders
• Alcoholic Beverages • Cameras
• Radios • Televisions
• Cellular Phones • Non-Site R Beepers

4.6 Automatic Data Processing Equipment.


Government owned ADPE may be brought into the Site to support tenant missions. To
be removed from the Site a Property Pass (Optional Fm 7 or DA Fm 1818) must
accompany the equipment. Individuals removing classified equipment must possess a
courier card. OP7 & and DA1818’s, must be signed by an individual whose name and
signature are on file with AJCC security. The AFNSEP facility manager and AFMRF
administrative personnel are authorized to sign the forms.

4.7 Classified Material.


DoD personnel designated as couriers must have a valid Courier Authorization Card (DD
Form 2501) from a parent agency, a letter from a parent agency authorizing the
individual to transport classified, or an AJCC courier badge. Classified material
destruction will be performed by the assigned onsite AF security manager until sufficient
organization personnel are trained.

5 PERSONAL BELONGINGS

Due to severe space limitations, ERS members may only bring a limited in the amount of
clothing and personal effects to the Site. As will be explained below, billeting space is
extremely close with little or no storage space. Therefore, ERS members are limited to
one suitcase when relocating. Personnel are advised that temperatures within the Site
may vary widely from floor to floor and room to room. Recommended items for military

personnel are (NOTE: Civilian personnel should bring like numbers of appropriate
business attire).

• 2 – 3 uniforms (BDUs • 30 days Personal grooming and


recommended) hygiene items
• 4 – 5 day supply of socks, • 30 day supply of medications
underwear, etc. • Padlock/combination lock
• 2 towels • Flashlight with batteries
• 1 BDU Jacket • Laundry bag.
• 2 pair of eyeglasses • Small box of washing powder

6 IN-PROCESSING PROCEDURES

6.1 COOP Response Cell-B (CRC-B).


CRC-B is the Air Force organization established to facilitate AFEOC activation and ERS
in-processing. It operates from 3C60 until ERS personnel arrive and relocates to room
3S15 when operations begin. (NOTE: Room number format is: Floor, Corridor,
Room Number.) The CRC-B will monitor personnel arrival, provide information
packets for ERS organizations containing room combinations, userids, passwords, and
other relevant information as each organization reports for duty.

6.2 ERS Personnel Arrival.


All personnel will report to their organization’s assigned room in the AFEOC area.
Directions to the AFEOC area are in yellow and marked as you enter the facility area
inside the Site. Maps of the AFEOC space are located by the AFNSEP office area
(3C60). Locate your organizational office on the map and go directly to your room. If
you are the first of your organization to arrive:

• Report to room 3C60, and obtain a classified package for your organization.
• Return to your work area, activate computer equipment, and log onto the systems.
• Submit a personnel report to CRC-B stating the name of all organization personnel
who have arrived. CRC-B email and phone numbers are available in each room.
• Continue to submit the personnel report every 30 minutes until all assigned personnel
have arrived.
• Conduct equipment checks and report problems to CRC-B.
• Check email and hallway bulletin boards for bunk assignments.

7 BILLETING

7.1 Billeting Areas.


The billeting areas at Site R are austere. Most billeting is in large open bay areas and are
separated into male and female areas. Bunks in the male sleeping areas are three tiers
high and extremely close together. Storage space is limited to the area under the bottom
bunk. Two personnel will be assigned to each bed. Each person is allowed no more than

12 hours time in the bunk. DV billeting is available in each tenants space and is reserved
for O-7 (and Civilian equivalents) and above.

7.2 Billeting Assignments.


Bunks will be assigned by the CRC-B. Assignments will be based on the gender and
shift assignment. The number of bunks assigned to male and female ERS members is at
best an estimate and is not expected to match the actual number of each gender
relocating. Therefore, there may be a significant delay in getting all personnel assigned a
bunk while the Site Contingency Support manager realigns bunk space as required.
Billeting information will be posted on the wall in each hallway and will be emailed to
each organization. Your patience while this process occurs is appreciated.

8 FACILITIES AND SERVICES

8.1 Services Support.


The support functions at Site R are primarily directed towards operational sustainment.
In addition to billeting areas, the Site also provides dining facilities, limited laundry and
shower facilities, a limited Post Exchange, medical (contingencies only), EMS and fire
support, and security services.

8.1.1 Dining Facilities. The Granite Cove Dining Facility is located on the first floor,
A Building (room 1A61). Meal cards may be used for those not on separate rations.
Normal operating hours are (weekend hours):

• Breakfast: 0630 – 0900 (0700-0800) • Dinner: 1615 – 1715 (1600-1700)


• Lunch: 1100 – 1300 (1130-1230) • Midnight: 2330 – 0030

Operating hours will be extended during COOP contingencies and large-scale exercises.
This will include activation of the second floor dining facility, (standing area only).

8.1.2 Coin Operated Snack Bar. A snack bar is located on the 2nd floor, A Building
(room 2A4). It contains vending machines, pool table and arcade games and is open 24
hours per day. Food items are not allowed in the billeting areas.

8.1.3 Showers. Showers are located in the following areas. Note that shower hours
may be limited and frequency may be restricted due to resource availability. NOTE:
Room number format is: Floor, Corridor [A - E, (S)outh, (M)iddle, and (N)orth
“L” = Latrine], Room Number.

8.1.4 Laundry Facilities. There are a limited number of washers and dryers located in
the following male and female latrines.

8.1.5 Medical Services. The Site R Clinic is located on the 2nd floor, A building (room
2A36). It provides medical care for all personnel during a full COOP contingency.
During normal operations and exercises Site R Fire Department personnel provide
emergency first aid and arrange transportation to a Waynesboro, PA hospital, if required.

8.2 Recreational Services.


Recreation and morale services are extremely limited. However, the following services
are available.

8.2.1 Fitness Center. The fitness center is located at the West End of the inner
roadway. It consists of a free weight exercise room, a nautilus equipment room, and a
racquetball court. It is open 24 hours per day.

8.2.2 Jogging and Fitness Trail. The jogging and fitness trail is located outside the
Security area. A valid ID card must be carried with you at all times you are outside the
Security Building. Site RT hill is a restricted area and not on the jogging route. This area
is posted.

8.2.3 Smoking Area. There is only one designated smoking area inside the Site area. It
is located at the West end of the inner roadway near the Fitness Center.

8.3 Safety.
The Safety Office is located in room 1C29. Specific fire safety information is provided
in the AFEOC Continuity of Operations Handbook located in each AFEOC
organization’s area. Each individual should review fire egress and emergency breathing
apparatus procedures as soon as possible after arrival.
