GENERAL INFORMATION
The Alternate Joint Communication Center (AJCC) Site R is located in Raven
Rock Mountain on the Pennsylvania border approximately 10 miles east
of Waynesboro, PA. Site R was constructed between 1951 and 1953 to
provide a survivable command post for the Office of the Secretary of
Defense, Joint Staff, and individual services. This survivable command post
mission continues as the primary mission of the AJCC to this day. The
AJCC includes the underground portion of Site R; Site RT, located on Raven
Rock Mountain and Site C.
Site R is located approximately 75 miles from Washington and can be
reached by air in approximately 30 minutes and by vehicle in 1.5 to 2 hours.
All personnel designated to relocate to Site R are encouraged to bring two
complete changes of clothing, personal hygiene items, and a supply of any
essential medications adequate for the specific relocation duration. Storage
space for Personal Property is extremely limited. All personal belongings
must fit into a standard airline carry on bag, no larger than 24’’x12’’x12’’.

D. Laundry Facilities: There are limited number of washing machines and
dryers located in male and female latrines, laundry detergent is not supplied.
Washer and dryer locations are in the following latrines:

E. Recreation Facilities:
(1) Fitness Center: The Site R Fitness Center is located at
the west end of the inner roadway. The Fitness Center
consists of a free weight exercise room, a Nautilus equipment
room, and racquetball court. The Fitness Center is open 24
hours-a-day. Sign-up sheets to use the racquetball court
are located on the C Building, first floor bulletin board.
(2) Jogging and Fitness Trails: Maps showing the jogging routes, and
the exterior fitness trail are in Appendix C. A valid ID card must be
carried at all times when exiting the Security Building for any reason.
The distances of the routes will be posted on the bulletin board at the
entrance to C corridor. The Site RT hill is a restricted area and is off
limits for jogging.
(3) Paperback Book Exchange: Paperback books are available at the
Granite Cove Dining Facility. Request that users return the books when
finished with them.
(4) TV and Break Rooms: Most of the agencies located at Site R
maintain TV/Break rooms. These rooms are normally open to all
personnel regardless of assigned organization. A big screen TV is
available in the dining facility and can be viewed 24 hours a day except
during operating hours as posted in paragraph 5A above. APPENDIX

F. Office Supplies: Submit your request through your agency representative.
G. Chapel: The Site R Chapel is open 24 hours-a-day for meditation. It is
located in room 1S7 (near the Dining Facility). Chapel and Chaplain services
schedules will be announced.
H. Military Police: The Military Police (Sergeant of the Guard) Security
Office is operated 24 hours-a-day (Room 1B7) extension 2-3500/2-2219.
I. Maintenance Support Requirements:
(1) For office automation, Site R LAN or telephone repair, contact the
1111th Signal Battalion Watch Officer Room 3N48A, extension 2-3023.
(2) For facility maintenance requirements, i.e. lights, latrines, air-
conditioning, etc., contact the Engineering Operations work order
section, extension 2-7431.
(3) If either number cannot be reached, contact the Operations Center
(OC) at extension 2-2967.
J. Health and Medical: The Site R Hospital (Room 2A36) provides medical
care for all personnel. The Hospital is staffed only for relocation and selected
emergencies. The Site R Fire Protection and Emergency Services provides
emergency first aid and transportation of injured personnel to the local
hospital. Relocatees must bring an adequate supply of personal prescription
medication with them. If medication requires refrigeration, contact the Health
Clinic or the OC at extension 2-2967.
K. Smoking: The only authorized smoking area within the AJCC is located
at the west end of the inner tunnel near the Physical Fitness Center.
L. Protocol Services: All agencies are required to inform the Protocol
Office, Room 1C19, extension 2-3736, of the senior ranking members of
their relocation team so that appropriate transportation, office and
billeting services can be arranged.

M. Safety: The safety office is located in Room 1C29. Safety is ex-
tremely important at Site R. Everyone is responsible for safety. Each
individual must take personal responsibility to insure a safe and healthful
environment. Safety tips: become familiar with the emergency egress
procedures, carry a small flashlight at all times, know how to use emer-
gency escape masks. Report safety concerns to extension 2-2526.
MILITARY COURTESY AND UNIFORMS
While on duty at the AJCC, the appropriate duty uniform will be worn.
Civilian clothing may be worn during off-duty time or as directed by the
Commander or Director of each agency. The outer tunnel and exclusion
area (fenced area between A portal and the security building) is considered
to be indoors; therefore saluting and the wearing of headgear is not required.
EMERGENCY NOTIFICATION
Relocatees may provide family members the following emergency contact
number, (717) 878-2967. This is the number for the Site R OC and must be
called only in the event of an emergency.

In-Processing
1. Personnel arriving by POV:
a. Identify themselves to Military Police at Post 14 (Main Gate).
b. MP will verify arriving individuals are on access roster and direct
arriving personnel to parking area. (Back-In Parking only)
c. Shuttle buses will transport relocatees to Security Building from
the parking lot.
2. Personnel arriving by bus:
a. An MP will board bus at Post 14. The senior bus occupant provides
the MP with a roster of all visitors on the bus.
b. Clearance is completed and the bus will proceed to the Security
Building.
3. Personnel arriving by helicopter:
Will be met at the heliport and transported directly into Site R.
4. Security Building Procedures:
All personnel arriving at the Security Building will process their baggage
through the x-ray and walk through the metal detector and then to the
appropriate window marked numerically (Site R Badges). Relocating
personnel who do not hold permanent Site R badges will present official
ID and be issued a Site R badge. Relocating personnel will board
shuttle bus for transport into the Site. Upon entering Site R, relocating
personnel will follow signs to their office space.

Out-processing
1. Each Agency’s coordinator will sign for linen, blankets and any other
necessary items prior to the relocation when possible.
2. Dirty linen will be placed side-by-side folded on the bunks for
accountability purposes.
4. Relocatees will re-board buses at the pedestrian adit for transportation
to the Security Building.
5. Relocatees will out-process through the Security Building returning their
Site R badges. All relocatees and their hand carried baggage will be Scan-
rayed prior to leaving the Security Building. Any unauthorized Items will be
confiscated and processed. Certain items may be taken out of Site R
provided that the following standards are met:
a. Agency Security Officers prepares DA Form 1818 or OP7 for each
laptop computer and floppy disk to be taken from Site R.
b. Agency Security Officers prepares Courier Authorization Cards
(DD Form 2501) for all personnel transporting classified material
from Site R.
6. Relocatees will re-board buses in front of the Security Building for
transportation to their POV’s or point of origination.
